School Bond Approved: City Council passed an ordinance authorizing bonds to fund construction and repair of public school buildings and land purchases, with a dedicated tax to pay interest and repay the bonds.

Downtown Sidewalk Project: Council awarded a contract to J. Brueggermann for constructing sidewalks and curbs on Congress Avenue (1st to 11th streets), with property owners to be notified about their share of costs.

Street Improvements: Multiple street projects approved including University Avenue improvements (sidewalks, roadways, and center park space) and established permanent grades for West 10th Street from Guadalupe to Nueces streets.

Municipal Finance: Council authorized the City Treasurer to transmit $30,010 to pay semi-annual bond interest due January 1, 1911.

Business Permits & Petitions: Council granted a cloth sign permit to the Bohn-Shelby Company and approved a property plat for Lewis Hancock, while denying three requests for fee refunds.

610 Regular meeting of the City Council : Austin,Texas,December 01, 1910. The Council was called to order by the Mayor : Roll called: Present Mayor Wooldridge,Councilmen Barthelemew,Gracy,Hart & Powell 5 Absent None. The minutes of the last and subsequent recessed meetings were were read and approved. Petitions,etc: The Mayor laid before the Council a petition from R L Carter,asking to have fine assessed against him in the Recorders Court remitted,which was read and on motion same was refusedby the following vote: Motion Refused To remit Ayes Councilmen Barthelemew & Powell 2 Against remission.Mayor Wooldridge,Councilmen Gracy & Hart 3 The Mayor laid before the Council a petition from B B Fox asking to have Motion refused a pound fee paid by him refunded,which wasrefused. Ayes none . Nays Mayor Wooldridge,Councilmen Barthelemew,Gracy,Hart&Powell 5 TheMayor laid before the Council a petition from W R Hutakisen ,asking to have pound fee refunded.the petition was rejected by the following vote : Yeas Mayor Wooldridge,Councilmen Barthelemew,Gracy,Hart & Powell 5 Nays none. Reports of City Officers: The Mayor laid before the Council the report of the City Assessor and CgTlCollector -eter for the month of November 1910,which was read and ordered filed. New business: Payment of Bond Interest Councilman Gracy offered the following resolution,: Be it resolved by the City Council of the City of Austin : That the City Treasurer be and he is herebgy instructed to transmit in ample.time the sum of Thirty thousand and ten dollars ( $ 30,010 ) to pay the semi-annual interest due by this City on its bonds,which semi-annual interest becomes due and owing on the 1st day of January ,1911. The resolution was adopted by the following vote: Yeas Mayor Wooldridge ,Councilmen Barthelemew,Gracy,Hart & Powell 5 Nays none. The Mayor laid before the Council the following resolution: Side walk improved. Be it resolved by the City Council of the City of Austin : That it is here declared to be the policy of the City Council to improve in the future at such time as may suit the convenience of the City Council, University Avenue,from 19th to 21st streets,in the following manner: (1) There shall be a sidewalk on each side of the street fifteenfeet in width. (2) Next to the sidewalk on each side of the street there shall be a roadway of the width of twenty seven and one-half feet. (3) In the center of the street there shall be a park space of an area of thirty five feet in width . Resolved further ,that all improvements made on University Avenue in the way of curb lines and sidewalk grades shall be made in recognition of the plan of improvements hereinabove set out. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : Grade with That the following grades be and the same are hereby established as the permanent Guadalupe To Nueces. grades of West tenth street from the East side of Guadalupe street to the East side of Nueces street.The elevations are taken from the top of the new fire plug at the south-east corner of 10th and Lavaca streets.Assumed elevation 100 feet. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge ,Councilmen Bartholomew & Hart 3 Absent Councilmen Gracy & Powell 2 The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Bohn - Shelby Co. That permission is here granted to the Bohn-Shelby company to suspend a cloth To Suspend Cloth sign ,three feet wide by twelve feet long ,in front of their store house at 223 on E. side east 6th street,for and during the month of December ,1910. The sign here authorized to be placed must be at least eight(8) feet above the level of the sidewalk. The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew & Hart 3 Absent Councilmen Gracy & Powell 2 The Council then recessed subject to call of the Mayor. --- Page break --- 612 Bids for sidewalk - Curbs on Congress 8 December 5th 1910. The Council wascalled to order by the Mayor with all members present : Councilman Powell laid before the Council bids from J Brueggerman,Jn P Mc Donald and KnoXT Johnson & Wm Mauffries ,for constructing sade walks on Congress Avenue from 1st to 11th streets. The Mayor laid before the Council the following resolution: Whereas,the City of Austin has heretofore advertised for bids for constructing sidewalks and curbs on Congress Avenue from 1st street to 12 11th street , And whereas,on ythe 5th day of December,A D 1910,all bids for such work were opened by the City Council,and the certain bid of J Bruegger-mann was found to be the lowest and best bid therefore Bid of J Brueggermann declared the lowest & best bid Now therefore,be it resolved by the City Council of the City of Austin ,that the said bid of J Brueggermann be and the same is hereby declared to be the lowest and best bid for said work and that the Superintendent of Streets and Public Improvements be and he is hereby instruated to notify all owners in front of whose property sidewalks are to be constructed on said street ,in accordance with the certain resolu-tion heretofore passed by the City Council ,of date 9th day of June A D 1910,to meet with the City Council on the 15th day of December A D1910, at 10 oclock A M ,to offer any objections that such owners may havete the said bid of J Brueggermann for suchwork and to agree with the City Council as the proportionate share that each of such owners should pay for.the cost of such work . The resolution was adoted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. L. M. Ainsworth Awarded Contract for Fence. at 23 cts per ft. Councilman Bartholomew moved that Mr L M Ainsworth be awarded a contract to erect a fence according to plans and specifications on file in the office of Councilman Bartholomew ,approximately 3000 feet at 23 centsa running foot ,Double gate at south end and single gates at north and east ,gates to be extra,Single gates $ 3.00,Double gates $ 5.00,fifteen cents for furnishing and setting extra posts . The motion was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. The Council then took up the matter of the remission of a fine assessed against B N Huggins in the Recorders Court ,and a motion made to remit said fine,which motion prevailed by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew & Powell 3 Nays Councilmen Gracy & Hart 2 The Council then recessed subject to call of the Mayor. Austin Dec 6th 1910. Plat of Lewis Hancock Outlots 73 & 74 Div. D Approved The Council was called to order by the Mayor with all members present. The Mayor laid before the Council a map or plat of Mr Lewis Hancock ,of his property in Out Lots 73 & 74 Div "D"ss sub-divided by him,which plat was approved by Councilmen Powell & Gracy,and approved by the Council by the following vote: --- Page break --- 613 .Yeas Mayer Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. Curb Lines East C.W. F. East Avenue Councilman Gracy moved that curb lines on east 1st street ,be established 30 feet from the center of street as established by the Council on both South and North lines ,commencing at Congress Avenue and running East to East Avenue. The resolution was adopted by the following vote : Yeas Mayer Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. On motion the Council adjourned . City Clerk. Absent none. On motion the reading of the minutes was postponed until some future time by a vote of Mayor Wooldridge,Council,men Bartholomew,Gracy,Hart & Powell 5 School Bond Ordinance Passed. The Mayor laid before the Council an ordinance authorizing the issuance of bonds for the purpose of constructing and repairing public free school buildings and purchasing sites therefor within the City of Austin,and providing for the levying and collection of a tax sufficient to pay the interest and create a sinking fund for the redemption of said bonds ,and repealing conflicting ordinances. The ordinance was read the third.time. Mayor Wooldridge moved that the " ordinance authorizing the issuance of bonds for the purpose of constructing public free school buildings ,and purchasing sites therefor within the City of Austin ,and providing for the levy and collection of a tax sufficient to pay the interest and create a sinking fund for the redemption of said bonds,and repealing all conflicting ordinances ",do now finally pass,which motion prevailed by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. The Mayor laid before the Council the following report: Austin,Texas,December 8th 1910. To the Honorable Mayor and City Council , City of Austin,Texas. Gentlemen : Recon. [illegible] Permit Mrage [illegible] oil Your Committee to whom was referred the petition of Mr Geo W Littlefield asking that he be granted a permit to place storage tank for fuel oil under the ground in the alley at the rear of his building ,same to be put in in accordance with the rules and regulations of the Underwriters Association ,also permit to lay pipe line from same alley to first street and west on first street across Congress Avenue to Colorado street to connect with storage tank at Lone Star Ice Factory ,beg leave to report that he be granted the permit to put his storage tank in,in accordance to the rules and regulations of the Underwriters Association,and under the supervision of the City Engineer and Board of Fire Commissioners,and that he also be granted a permit to lay his pipe line from his building to connect with his storage tank and through the laley across East 6th street,5th,4th,3rd,2nd to 1st streets ,and thence
