Austin Schools Get Bond Funding, Oil Pipeline Approved

School Bond Passed: The council unanimously approved a major bond ordinance to fund construction, repairs, and land purchases for public schools, with a tax levy to cover interest and repayment.

Underground Oil Storage Approved: George W. Littlefield received permits to install an underground fuel oil storage tank and lay a pipeline across multiple city streets to connect with the Lone Star Ice Factory, requiring a $300 security deposit for street repairs.

New Sewer Line Authorized: The council approved a new 10-inch sewer line through downtown alleys, coordinating construction timing with the oil pipeline project and requiring a $100 security deposit.

Street Improvements: Multiple street projects were authorized, including establishing curb lines on East 1st Street and adjusting the center line of Nueces Street to match existing fence locations.

Equipment Purchases and Permits: The city authorized purchases of hoisting equipment and cement supplies, and granted permission for the A.G. Allen Minstrel Show to erect a tent on East Avenue for a December 21st performance.

Councilman Gracy moved that curb lines on east 1st street ,be established 30 feet from the center of street as established by the Council on both South and North Curb Lines East C.W 1st East Avenue lines ,commencing at Congress Avenue and running East to East Avenue. The resolution was adopted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. On motion the Council adjourned . City Clerk. Absent none. School Bond Ordinance Passed. On motion the reading of the minutes was postponed until some future time by a vote of Mayor Wooldridge,Council,men Bartholomew,Gracy,Hart & Powell 5 The Mayor laid before the Council an ordinance authorizing the issuance of bonds for the purpose of constructing and repairing public free school buildings and purchasing sites therefor within the City of Austin,and providing for the levying and collection of a tax sufficient to pay the interest and create a sinking fund for the redemption of said bonds ,and repealing conflicting ordinances . Gentlemen : Your Committee to whom was referred the petition of Mr Geo W Littlefield Geo. W. Littlefield Permit Storage Tank for Oil asking that he be granted a permit to place storage tank for fuel oil under the ground in the alley at the rear of his building ,same to be put in in accordance with the rules and regulations of the Underwriters Association ,also permit to lay pipe line from same alley to first street and west on first streetacross Congress Avenue to Colorado street to connect with storage tank at Lone Star Ice Factory ,beg leave to report that he be granted the permit to put his storage tank in,in accordance to the rules and regulations of the Underwriters Association,andunder the supervision of the City Engineer and Board of Fire Commissioners,and that he also be granted a permit to lay his pipe line from his building to connect with his storage tank and through the laley across East 6th street,5th,4th,3rd,2nd to 1st streets ,and thence --- Page break --- 614 . west on 1st street across Congress Avenue to Celerado street to make his pipe connection with the storage tank at the Lone Star Ice Factory. Provided said work shall be done under the direction and supervision of the Superintendent of Streets and Public Improvements,itbeingabsolutely necessary to cut through thebrick pavement on east 6th street an and Congress Avenue for the purpose of laying pipe ,said pavement is to be repaired and placed in as good order as it was before cutting and to cover this repair work ,a deposit of three hundred dollars ( $ 300.00) or a bond in that amount ,is required to be made,so much of same to be used by the City for repairing said pavement in case he fails to do so within a reasonable time after the pipe has been laid,that said stre streets must be kept open at all times,. Warrant some duplicate Deed to proper of LS Kizinere & Ed m Taxes 1876 On motion the Mayor was authorized to execute,at the expense of the owner,a Quit Claim deed to Estate of Geo W Kizinere,r part of Block 30 Division "G" sold by City of Austin on 5th of June 1877,for tax of 1876,a Quit claim deed having been executed 2nd of August 1979 and lost or mislaid. The Mayor laid before the Council the following resolution: Be.it resolved by the City Council of the City of Austin : That the report of Councilmen Jas P Hart and P W Powell ,recommending th LS Kizinere and Co. Quit claim deed the granting of a permit to Mr Geo W Littlefield to place a storage tank for fuel oil under the ground in the alley in the rear of his building at the corner of Congress Avenue and Sixth street,and a right to lay a pipe from same in the alley east of said propertyfrom the building to east 1st street,and across Congress Avenue to Colorado street ,and connect with the storage tank at the Lone Star Ice Factory,be and all things are approved as set out in said report,with the distinct proviso, however,that the permit here granted shall be subject to revocation at the pleasure of the City Council,whenever,in the judgement of the City --- Page break --- 615 .Council,such revocation shall be for the best interest of the City of Austin. Councilman Bartholomew offered the following resolution : Be it resolved by the City Council of the City of Austin : That the sum of Two hundred and fifty dollars ($ 250.) be and is hereby Cemetary [illegible] transferred from the appropriation for fences and repairs for the City Cemetery for the year 1910.,and set apart for the purchase of a tract of land ten feet (10) by one hundred and twenty eight feet ( 128') north west of the present City Cemetery,and bought by the City of Austin for cemetery purposes of Mrs Mary Nagle. The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. The Council then recessed subject to call of the Mayor. Friday December 9th 1910. The Council was called to order by the Mayor with all members present,except Gracy. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That Jno L Martin be granted the permit to put in 10-inch sewer running in the Permission of new sewer alley east of Congress Avenue from south side of Fifth streetto American National in Alley to City Avenue Bank building .Provided that he put his sewer pipe in the same time Mr Littlefield puts in his oil pipe and that when the ditch is open across east sixth streetboth parties shall cross at the same time,using the same opening through the paving,and he shall guard all openings in the alley and streets or obstructions on streets or alley by day and by night,placing red lights in conspicuous placesat night and shall take all ordinary and reasonable precautions to guard against accidents of any kind. He will be held liable of any accident which may be caused directly or indirectly by the prosecution of the work .Said work shall be done under the direction and supervision of the Superintendent of Streets and Public Improvements . Said pavement and streets are to be repaired and placed in as good order as it was before cutting through pavement ,and to cover this repair work,a deposite of one hundred dollars or a bond inthat amount ,is required to be made,as much of same to be used by the City for repairing said pavement in case he fails to do so within a reasonable time after the sewer has been put in. That said street must be kept open at all times . Councilman Bartholomew presented the following bids for work to be done on making trenches for the Water & Light Dept,viz: Bids in Trenches Water & Light Dept. A A Mundt $15,200.00 for 1st 320 feet &$4,900. for 150 feet additional J O Pelkems $ 17,300. " " $ 6,251. " . Ray Me Donald $ 13,600. " " $ 9,600. " On motion of Councilman Bartholomew all bids were rejected by the following vote: Yeas Mayor Wooldridge ,Councilmen Bartholomew,Gracy ,Hart & Powell 5 Nays none. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : Line Nueces St. That the center line for Nueces street from 10th to 19th streets be and the same is hereby established as follows : At the south side of 10th street,place the center line3.54 feet west of the point where it would be according to the original City plat ;and at the south side of 19th street,8.2feet west ofthe correct point according to City plat. This line checks the present fence at the S W corner of 19th and Nueces streets,and will also check the fence at the S W corner of 15th and Nueces streets.It will also check within 5/100 of a foot the fence at the N E corner of 14th and Nueces streets,and within 15/100 of a foot the fence at the N W corner of 10th and Nueces streets. Other points very considerably ,as shown by the accompanying plat. This same line extended to 6th street,will be 1.69 feet west of the correct point as given by the City plat. The discrepancy ,as the properties now are ,is .5 feet on the east side of Nueces street at 6th street.We have no measurements between 6th and 10th streets. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Allen Minstrel Show That A G Allen Minstrel show be permitted to use a portion of East Avenue from Sixth street to Seventh street ,on the night of Dec 21st 1910, for the purpose of erecting a tent 90 feet by 125 feet ,to have minstrel show.All streets to be kept open and street to be left in a good and clean condition . Councilman Bartholomew offered the following resolution : [illegible] purchase Machinery Be it resolved by the City Council of the City of Austin : That the Superintendent of Parks and Public Property be authorized to purchase from Walter Tipps the following Machinery : 1 No. 4.65 Mundy Triple Drum Hoisting Engine equipped with Wrights --- Page break --- 617 Patent Derrick -Swinging Drum,to cost $ 1,300.00 F O B the factory. 1 Mundy's 3/4 Cu yd Orange peel Dredge bucket to cost $ 550.00 f o b the factory 320 feet of 7/8 "Crucible steel Hoisting rope to cost 12½ cents per foot f o b Austin. 1 Set Byors stiff-leg Derrick Irons together with 12' Bull Wheel for $ 279.60 f o b Austin. 2 extra 14 " steel Blocks and 1 extra Boom Sheave,to use with the above Derrick D Irons,. And be it further resolved that the said Superintendent of Parks and Public Property be authorized to purchase from the Calcasieu Lumber Co a set of six Der-rick Timbers for a stiff -leg Derrick to cost about $ 200.00 and to purchase from Hulls & Co 580 barrels of Trinity Brand Portland Cement to cost $1.93 per barrel according the Hulls & Co's contract with the City of Austin .
