Regular meeting of the City Council: Austin, Texas, December 15, 1910.
The Council was called to order by tl?Councilman Bartholomew, Mayor Pro Tem Roll called Present: All Councilmen. Bartholomew, Grasey, Hart & Powell Absent Mayor Wooldridge. The regular order of business was suspended ,and the matter of Sidewalks on Congress Avenue taken up. The following named citizens appeared before the Council and made statements as to why they should not be required to put in cement sidewalks in front of their property:viz: Protecting citizens against side walk on Ding Avenue August Ziller. Chas Wolf, Estate M Butler, Kreisle, Joseph, Mrs Williams,A J Eilers & Mrs Geo Brush. Mayor Wooldridge entered the Council chamber. The Council then resumed the regular order. The minutes of the last regular and recessed meetings were read and approved.
Reports of City Officers:
The Mayor laid before the Council the reports of the Sexton and City Engineer ,which were read and ordered filed.
New business:
Councilman Bartholomew offered the following resolution :
Resolved that the Superintendent of Parks and Public Property be Subst Authorized to renew authorized to renew the insurance carried on Employees of the Water, Insurance on Employees Light and Power Department for one year from the 16th instin the London Water light dept Guarantee and Accident Company Limited of London England. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilman Bartholomew, Grasey, Hart & Powell 5 Nays none. Ord . The Mayor laid before the Council an ordinance amending TitleXXXIII, Amending T.III 765 & 766 Chapter III Articles 765and 766,of the Revised ordinances of the City Revised Ordinances of Austin ,and prescribing penalties for the violation thereof. The ordinance was read the first time. The Council then recessed subject to call of the Mayor.

Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin : That the following grades be and the same are hereby established as the permanent grades of West Avenue between 16th and 17th streets: Grades wave 16th-17th At the north side of 16th street 209.60 Unchanged Sts 75 feet north of 16th street . 213.20 " South side of 17th street 223.36 " The elevations are taken from the new fire plug at the N W corner of 15th street and West Avenue.Assumed elevation 197.36( 568.51with reference to U S Government B M at the Federal building at 6th and Colorado streets. The resolution was passed by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart & Powell 4 Absent Councilman Gracy 1 The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Central Garage & Co. That authority is hereby granted the Central Garage and Supply company to place put in tanks. under ground in the alley in rear of their premises at 917 Congress Avenue,a one hundred and twenty (120) gallon steel Gasoline storage tank,for the purpose of supplying gasoline to automobiles within the place of business of said Central Garage and Supply Company. Resolved further: that the work authorized under this permit shall be done with the approval of the Fire Commissioners of the City of Austin,and under the supervision of the Superintendent of Streets and Public Improvements. Resolved further : That the permit here granted shall be held and deemed as temporary,and subject to revocation at any time at the pleasure and in the judgement of the City Council of the City of Austin ..
