Austin: Fire Chief, Streets, & Railway Decision

  • Elections and City Leadership:

    New Fire Department officers were declared elected, including a Chief, Assistant Chief, and Recorder. Primary election results also showed incumbent Mayor Wooldridge advancing for re-election, along with several Councilmen.
  • Opening Key Thoroughfares:

    The Council reversed a 1905 decision, ordering the reopening of the West 6th Street railroad crossing (known as the "White Rock Cut") to public travel, and approved a contract for improvements on 24th Street.
  • Controversial Railway Vote Scrapped:

    A previously scheduled public vote on the Austin Dam & Suburban Railway extension was unexpectedly repealed. The Council cited new legal advice, asserting discretionary power and the need for further investigation before proceeding.
  • Early Auto Damage Claim Denied:

    A citizen's petition seeking damages for an automobile, allegedly caused by a defective street, was rejected by the Council.

676 . Regular meeting of the City Council: Austin, Texas March 23rd 16th 1911. The Council was called to order by the Mayor : Roll called; Present Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and approved . On recommendation of Councilman Hart, a fine assessed against one Wm Shumate in the Recorders Court was remitted , by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 Nays none. Fine Wm Shurmate remitted The Mayor laid before the Council the following report: To the Hon A P Wooldridge Mayor & Board of Commissioners City of Austin: We the Judges of the Firemans election make the report we held the election on the 20th day of March 1911. The Mayor declared the following named persons duly elected as Officers of the Austin Fire Dept for the year beginning April 21st 1911, viz: C L Woodward Chief, Chas Smith Asst Chief & N A Turner Recorder. The Mayor laid before the Council the following report from the City Clerk Austin, Texas, March 21st 1911. To the Hon Mayor and City Council, City of Austin, Texas. Gentlemen : City Clerk Rpt. Primary Election As required by the City Charter, I have the honor to report the following as the result of the Primary election held in this City on Monday March 20th 1911, for Mayor and Four Councilmen ,viz: For Mayor , W M McElroy received 1541 votes A P Wooldridge received 2242 " For Councilmen , E C Bartholomew received 3096 votes P M Covert " 1545 " Jas P Hart " 2019 " K L Haynes " 1477 " --- Page break --- 677 .I P Jookridge received 1653 votes C B Moreland " 1450 " P W Powell " 2013. Pay Judges & Clerks of Councilman Gracy submitted for approval by the Council the pay roll of Judges and Election Clerks of the election held on Monday March 20th 1911,which was approved for payment by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. Rot citizens to open W 6th Councilman Powell presented to the Council a petition of quite a number of Citizens and taxpayers of the City,asking that West 6th street where it crosses the I & G N R R track immediately south of the Deep out ,be opened up for travel,wh which was read. Councilman Powell offered the following resolution : Supt Streets Authorized to Entract Be it resolved by the City Council of the City of Austin : for work on 24th st from That the Supt of Streets and Public Improvements be,and he is hereby authorized Lampasas to Guadalupe and directed to enter into a contract with J P Pool for the following workon 24th street from Lampasas to Guadalupe streets: (1) Plow up whatever dirt needs to excavated ,move same to points where it is neededfor filling on the above street in the portion named,and spead and grade same where placed on this street in proper shape for putting on gravel,for the amount of $ 40.00 ,forty dollars. 2 . Haul from the street all suplus dirt,to an average of six blocks,at the rate of twenty five cents ( 25cents ) per cubic yard. ( 3) Purchase haul to the above street,spead and grade to surface gradeas given by the City Engineer,first-class clay gravelfrom the pit on 38th street south of the Insane Asylum grounds,or other gravel equal to the best of that in the above pit,at the rate per cubic yard of sixty-five cents ( 65cents) ( 4) Place upon the street,break and spead the rock now piled along the sideas of the street,at the rate of twenty fivecents ( 25 Cents) per cubic yard. ( 5) The above work is to be done with the understanding that if any blasting is necessaryin connection with said work on 24th street,the City will do the same at its own expense,and will break up at its own expensethe blasted rock to size to be used on the street,or size which can be handled in hauling,and will remove same to other parts of the workor haul it away under items '(1) and (2)of this resolution. ( (6) The work authorized herein is to begun at once on completion of the 16th street work,and is to be prosecuted continuously and without delay and until entirely completedto the satisfaction of the Superintendent of Streets and Public Improvemen The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. Sidewalk from W 5th st to [illegible] Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin : That the resolution passed by the City Council August 25th 1905,closing the cross-ing of West sixth street over the main line track of the International and Great Northern Railroad south of the cut in the right-of-way of said railroad ,known as --- Page break --- 678 " The White Rock Cut " ,be and the same is hereby rescinded,and that said railroad .Company be required to open the said West sixth streetcrossing,and put ' the crossing in a good and passable condition. That this resolution take effect and be in force from and after its passage. The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. The Council then recessed subject to call of the Mayor. Friday March 24th 1911. The Council was called to order by the Mayor,with all members present. The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin : Invitation State Firemans Association to hold annual Meeting in this City That an invitation is here extended to the State Fireman's Association to hold its annual Convention for the year 1911 in this City. Should the Firemen honor Austin by holding their next convention in this City,our most cordial hospitality is here pledged for their entertain-ment on this occasion. The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the center line of West Fourteenth street be and the same is hereby established as follows: Line 14th Street Established Measure the correct distance ,according to the City map on file in the Ge neral Land Office,from the iron pin at the center of the inter-section of Congress Avenueand Sixth street,North along the established center line of Congress Avenue,to the center of 14th street,and turn a right-angled line to the west. For point " A "set a stake sixty feet ( 60 ) west of this center line of Congress Avenue ,i e in the west line of Congress Avenue,one foot (1') n North of the right-angled line. For point (" B " )Set a stake in the East line of West Avenue fourteen and seven tenths feet ( 14.7 ) north of the right-angled line. A straight line joining points "A" and "B" to be authoized center line of West Fourteenth street. The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin: That the City Clerk be and he is hereby instructed to remove the contents of the ballot boxes ,as placed in the same at the election in this City on the 20th inst,and to place said contents in a package,properly wrapped and bound ,and so marked as that the same can be easily recognized. --- Page break --- 679 The purpose of this action upon the part of the Council is to enable the same ballot boxes as were used on the 20th inst,to be used at the general election, to come off April 3rd 1911. The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. The council then recessed subject to call of the Mayor. Saturday March 25th 1911. The Mayor was called to order by the Mayor with all members present. Election on proposition Austin Dam & Suburban Ry. repealed The Mayor laid before the Council the following resolution : Whereas,on the 21st day of March ,1911,the City Council under the belief that it was compulsory upon them so to do,directed that at the General election to be held in this City April 3rd,the proposition as to whether or not the Dam & Suburban Railway Company should have the right to extend its tracks from a certain point on fourth street,to the intersection with the I & G N tracks at a certain other point on third street,should be submitted to the voters; and, Whereas,the City Council,under the advice of the City Attorney,has learned that it is not compulsory upon the City Council to submit said matter to the voters,but discretionary with them so to do ; and, Whereas,the City Council does not believe that up to the present time it has been able to make such investigation of the facts upon which said election was ordered,as would enable to exercise a wise discretion one way or another,in this matter,:thereof -fore, Be it resolved by the City Council of the City of Austin: That the resolution heretofore passed,ordering an election upon the proposition submitted by the Austin Dam & Suburban Railway Co ,submitting said matter to a vote of the people on the 3rd day of April next,be and the same is hereby reconsidered,rescinded and revoked. The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. J.C. Randolph The Mayor laid before the Council a petition from J D Randolph,asking for damages to Autimobile,caused by defective street ,as he claimed. On motion the petition was rejected by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powellxxxxxx 2 Nays Councilmen Gracy ,Hart '& Powell 3 The Council then adjourned.
