Austin Elects New Leaders, Approves Rail, Eyes Paving

  • New City Leadership Confirmed:

    A P Wooldridge was officially declared Mayor, alongside four Councilmen (E.C. Bartholomew, P.W. Powell, Jas. P. Hart, I.P. Lockridge), following the April 3rd city election.
  • Major Infrastructure Decisions:

    The Council approved an ordinance for H.M. Moore to construct a railroad track across city streets and extensively discussed street paving. After reviewing a report on New Orleans' paving methods, multiple bids for various materials (including Granatoid, wood block, and brick) were received for upcoming projects.

    The 1911 budget for the Water, Light, and Power Department was approved. Additionally, J.P. Wallace was removed from his position on the Board of Equalization.

684 . Regular meeting of the City Council: Austin, Texas. April 13, 1911. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Gracy & Hart 4 Absent Councilman Powell 1 The minutes of the last regular meeting and subsequent recessed meet-ings were read and adopted. The Mayor laid before the Council a protest signed by the Protest against confirmation N A Turner as Recorder Fire Dept 911 Chief of the Fire Dept and Foremen of several of the Fire Companies, protesting against the confirmation of N A Turner as Recorder of the Fire Dept for the year beginning April 21st 1911, which was read, and action on same postponed for the present. Reports of City Officers: Reports, Sumy. The Mayor laid before the Council the reports of the Plumbing Inspec-tor for the months of January, February and March 1911, which were read and ordered filed, also that of the Fire Marshal for the quarter ending March 31st 1911, and that of the City Marshal & Sexton for the month of March 1911, all of which were ordered filed. New Business: L A Suhring J S Jackson Julius Martinez Pound Fees Councilman Hart presented petitions from L A Suhring, Jno S Jackson and Julius Martinez, asking to have pound fees refunded, which were read and the same rejected by the following vote,: Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy & Hart 4 Nays none. Councilman Hart presented a petition from Mrs Edith L Cooper, asking the Council to remit the unpaid portion of a fine assessed against Thos Lewis fine remitted . Thos Lewis, in the Recorders court, amounting to $ 14.75, which petition was recommended by Councilman Hart. The petition was granted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy & Hart 4 Nays none. Councilman Gracy offered the following resolution: J P Wallace removed from member Board Equalization Be it resolved by the City Council of the City of Austin: That for reasons satisfactory to the Supt of Receipts, Disbursements and Accounts Mr J P Wallace, a member of the Board of Equalization of the City of Austin, be and he is hereby removed from his office as a member of said Board of Equalization. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy & Hart 4 Absent Councilman Powell 1 The Council then recessed until 2 O'Clock P M this day. --- Page break --- 685 Friday April 14th 1911. .The Council was called to order by the Mayor with all members present . The Mayor laid before the Council the following resolution : It appearing to the Council that J B St John was the owner of a certain animal described in the attached affidavit, sold by the City for pound fees,etc, and he having made proof of ownership as required by Article 10 of the Revised Ordinan-ces, and is entitled to the sum of eleven and 50/100 dollars( $ 11.50 )now on deposit in the City Treasury, being the amount of balance from sale of said animal after deducting all cost and expense due the City; therefore, Be it resolved by the City Council of the City of Austin : That the sum of $ 11.50 be paid to the said J B St John, and the City Clerk is hereby directed to issue a warrant in his favor for said amount. The resolution was adopted by the following vote : Yeas Mayor Wooldridge ,Councilmen Bartholomew, Gracy, Hart & Powell 5 Nays none. J B St John Refunded from stock pens from Pound The Mayor laid before the Council an ordinance to grant H M Moore the right to construct ,maintain and operate a railroad track upon and across certain streets in the City of Austin,subject to certain conditions and penal-ties. The ordinance was read the first time and the rule suspended and it placed on its second reading by the following vote : Yeas Mayor Wooldridge ,Councilmen Bartholomew, Gracy, Hart & Powell 5 Nays none. H M Moore Spur R R track The ordinance was read the second time and laid over. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the following grades be established as the permanent grades of sidewalk south side of east 9th street between San Jacinto and Trinity street, the bench mark being the top of the fire plug at the S W corner of Congress Avenue and Ninth street, assumed elevation 100: At East side of San Jacinto street 118.6 Cut 3.9' 46 Feet east of San Jacinto street 119.1 " 4.5' 92 Feet east of San Jacinto street 119.3 " 2.5 ' Sidewalk grade Eqin Creek 9th & Trinity The above grades are 7'10" above the established grade of the center of the street ,which latter is also the established curb grade. 138 feet east of San Jacinto street 118.8 Fill .4' 92 feet west of Trinity street 117.7 " 2.3' 46 feet west if Trinity street 117.7 " 2.3' That the sidewalk grade heretofore established on the - day - 1911 be and the same is hereby repealed. The resolution was adopted by the following vote : Yeas Mayor Wooldridge ,Councilmen Gracy, Hart '& Powell 4 Absent Councilman Bartholomew 1 The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin: Invitation Pretorian Annual Convention That a cordial invitation be and is hereby extended to the modern order of Pretorians to hold its annual convention for the year 1913 in this City. The Mayor laid before the Council the following report: We the undersigned Committee appointed to canvass the election returns of the election held in this City on the 3rd of April,1911,for the election of a Mayor and four Councilmen ,beg to report as follows: We have canvassed said returns and find that: W M McElroy nominee for Mayor,received 1321 votes A P Wooldridge nominee for Mayor,received 2315 votes E C Bartholomew nominee for Councilman ,received 2162 votes F M Covert nominee for Councilman,received 1338 votes Jas P Hart nominee for Councilman,received 2170 votes H L Haynes,nominee for Councilman ,received 1113 votes I P Lockridge,nominee for Councilman ,received 1697 votes C B Moreland,nominee for Councilman,received 1554 votes P W Powell,nominee for Councilman ,received 2978 votes Total number of votes cast in said election 3671 Report Committee Election April 3rd 1911 The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin: That whereas the report of the special committee of the City Council app-ointed to canvass the returns of the election held in this City on the 3rd of April 1911,for the election of a Mayor and four Councilmen ,shows Mayor declared Select Reso. adopted that A P Wooldridge received a majority of the votes cast for the Mayoralty at said election,he the said A P Wooldridge,is therefore hereby declared to be the duly and legally elected Mayor of the City,to serve for the two years ending after April 3rd 1913. And,Whereas,it also appears from said report that E C Barthol-omew,F M Covert,H L Haynes,C B Moreland, and W M McElroy, the five -ber of votes cast at said election for Councilmen,they,the said E C Bar-tholomew,P W Powell,Jas P Hart and I P Lockridge,are hereby declaroe to be the duly and legally elected Councilmen of this City,to serve for two years next ensuing after April 3rd 1911. The Mayor laid before the Council the following resolutions: --- Page break --- 687 Invitation Grand Lodge Sons of Herman Be it resolved by the City Council of the City of Austin: That a most cordial invitation is here extended to the Grand Lodge of the Sons of Herman of the State of Texas to hold its annual convention for the year 1913 in this City. The City of Austin will esteem it a privilege to entertain the Sons of Herman,and pledges the cordial hospitality of its people to the Sons of Herman, should they come to us in 1913. The resolution was adopted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. The Mayor laid before the Council the following communication: Austin,Texas,April 15 th 1911. To the Hon Mayor and City Council, City of Austin. Gentlemen: Report C.H. Powell Supt Streets Inspection Trip to New Orleans I left Austin April 8th for the purpose of inspecting the different street paving in New Orleans and other Cities which put in permanent street work. I found more different kinds of paving in New Orleans than in any of the other Cities which I visited-Granite Blocks,Brick,asphalt,Bitulithic and Granitoid. The Granitoid I consider as good ,if not better than most of the paving that I inspected,and it was recommended by the City Engineer of New Orleans as one of their best materials.It is sanitary and much cooler in the summer.There is no slipping of horses,either on the level or grades,and automobiles will not skid. This paving is laid with expansion joints,preventing the depression.I found no cracking in the surface.In appearance it is a bright and grayish color.The paving which I inspected had been in use three years ,and I could not distinguish any w wear on its surface. The trip was,I consider,very advantageous in the way of probably secu-ring the best and most economical material for paving the streets of Austin. The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin: That the Budget of the Mayor of this City for the Water,Light and Power Dept , Budget Wat & Lt Rept W.L. Dept 10 for the year 1911,be and the same is hereby approved,and the appropriations therein recommended be and the same are hereby made. The resolution was read the first time and the rule suspended and theresol-ution placed on its second reading by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. The resolution was then read the second time and laid over. The Council then recessed subject to call of the Mayor. --- Page break --- 688 Saturday April 15th 1911. The Council was called to order by the Mayor,with all members present: The following statement was presented. The resolution calling for bids for street paving,restricted the street paving to Bithulitic pavement,wood block pavement and vitrified brick pavement. The advertisement for bids for street paving also called for paving with bitulithic,Wood blocks and vitrified brick. At a meeting of bidders for street paving,held this day,other Bids for Street Paving sorts of street paving were proposed to the City Council. As a matter of convenience and information to the Council,and consent of the representatives of the Buthilithic,Wood block and vitrified brick paving,consent was granted the representatives of other sorts of Certain streets named paving to file and open their bids andpresent the merits of their several sorts of street paving,but no waiver of legal rights was granted by the City Council or the representatives of the Bithulitic,Wood block,and vitrified brick paving ,by reason of the consent granted to the represent-atives of other sorts of paving to submit bids and discuss the merits of their several sorts of paving. This record of the action of the City Council in this matter is here made for the information of the City Council ,the bidders and of the public,should there be future occasion to know the definite action of the City Council in this particular matter. This statement is here ordered by the City Council to be filed and recorded in the minutes of the Council ,as of date April 15th 1911. Councilman Powell presented to the Council bids from several parties ,for paving certain streets in this City ,as set out in specifications made and published by the Supt of Streets and Public Improvements,as follows: Bithulitic Paving Co2$ 2.21 cents per sq yard,and for excavating dirt and loose rock 35 cents per sq yard.Solid Rock excavation $ 3.00 per CuYd Granatoid Paving Co $ 1.85 per sq yard,excavating dirt and loose rock 45 cents per sq yard.Solid Rock $ 2.00 per sq yard. Creosoting Wood Block Paving Co ,Gulf Port Miss , Wood Blocks $ 2.45 per sq Yard,excavating ,dirt and loose rock 45 cents per sq yard.Solid Rock $ 1.50 per sq yard. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That leave of absence is here granted to Jas O Johnson,City Clerk,from April 15th to April 22nd inclusive.
