706 Regular meeting of the City Council : Austin, Texas, May 11, 1911. . The Council was called to order by the Mayor : Roll called : Present Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge 7 Powell. 5 The minutes of the last regular and subsequent recessed were read and approved. The Mayor laid before the Council a communication from Claud Leonard asking employment, which was read and ordered filed . Reports of City Officers: The Mayor laid before the Council the reports of the Assessor & Collector of Taxes, the Clerk, the Sexton, the Matron of the Hospital, the City Health Officer & his Assistant which were read and ordered filed. W.T.Plumb damages The Mayor laid before the Council the report of the City Attorney on the petition of W T Plumb for damages, recommending that the claim be not paid. The Mayor laid before the Council a petition from Milton Whiles asking Ed Fogo fine the Council to remit balance of fine & costs against Ed Fogo in Corporation Court. On motion of Councilman Hart the Council declined to grant the petition by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell 5 Nays none. Walter Washington fine On motion of Councilman Hart the Council remitted the amount of $ 5.00 on the fine & Costs assessed against Walter Washington in the Recorders Court by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell 5 Nays none. Appropriation - $60.00 for horse food, supt of Streets. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the sum of sixty ( $60.00) dollars be and the same is hereby appro-priated out of the contingent fund of the City of Austin, for the current year, to pay for feed of horse, for the Superintendent of Streets and Public Improvements. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart & Lockridge 4 Not voting Councilman Powell 1 By Mayor Wooldridge resolution: Resolution Amended Transfer funds. Be it resolved by the City Council of the City of Austin : That twelve hundred ,fifty ' & no/100 ( $ 1,250.00 ) dollars of the appro-priation heretofore made for the current year for the purchase of ali- -brary site, and unused, be and the same is hereby transferred ,set aside and appropriated to general street work for the current year, and made subject to the disbursement of the Superintendent of Streets and Public Imp -rovements. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell 5 Nays none. SW Tel & Tel Co Underground conduits The Mayor laid before the Council a petition from the SW Tel & Tel Co for permission to place underground Condits on certain streets of the City ,which was read and referred to the City Attorney, with instructions to bring in an ordinance on the subject. --- Page break --- 707 . Councilman Hart offered the following resolution: Be it resolved by the City Council of the City of Austin: That the Superintendent of Police and Public Safety be and he is hereby authorized to appoint by and with the consent and approval of the City Council, an advisory Committee for the City Hospital, to be known as the "City Hospital Advisory in – Police to To appoint advisory Hospital Committee Committee" consisting of five ( 5 ) representatives of the City of Austin, male or female as the Council may deem best, whose duty it shall be to visit, inves-tigate and report to the Superintendent of Police and Public Safety and by him to the City Council such suggestion as may by said Committee seem for the best interest, welfare and success of said institution, and to the best interest of the citizens of Austin, and especially to investigate and report on such special matters as may be called to their attention by said Superintendent or the City Council, so that harmony may prevail and the best results obtained for said institution. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge & Powell 5 Nays none. The Council then recessed until 2 Oclock P M this day. May 11th 1911, 2 P M . The Council was called to order by the Mayor with all members present. Councilman Lookridge presented the bond of Fred Sterzing as Assessor and Collector Bond of [illegible] Assessor & Collector approved of taxes, which was approved and ordered recorded in the minutes of the Council by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge & Powell 5 Nays none. Councilman Lookridge nominated Chester Thrasher for City Treasurer, which nomination was confirmed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart & Powell 4 Not voting Councilman Lookridge 1 Bond of City Treasurer fixed at $100,000.00. On motion the bond of the City Treasurer was fixed at $ 100,000.00. by the follow-ing vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge & Powell 5 Nays none. Mayor Wooldridge nominated the following named Citizens as the Citizens Paving Paving Committee appointed Committee, viz: Messrs A C Goeth, A J Eilers & Jo Harrell, which nominations were confirmed by the following vote: Yeas Councilmen Bartholomew, Hart, Lookridge & Powell 4 Not voting Mayor Wooldridge 1. Mayor Wooldridge made the following nominations for members of the Board of Health Board of Health appointed for the City of Austin: viz, Drs T J Bennett, L B Bibb, T R Fetway, W A Harper G H Wooten & Z T Bundy, which nomina-tions were confirmed by the following vote: Yeas Councilmen Bartholomew, Hart, Lookridge & Powell 4 Not voting Mayor Wooldridge 1 Paving Ordinance The Mayor laid before the Council a resolution ordering the improvement of certain streets in the City of Austin, which was read the third time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge & Powell 3 Nays none. --- Page break --- 708 Street lines & 14th Street Line of 15th St. 24th street width . Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin: That the center line of East fourteenth street be established as follows Measure along the established center line of Congress Avenue from the pin at the center of the intersection of Congress Avenue and Sixth street the correct distance to the center line of Fourteenth street and turn a right angle to the east. For point "A" set a stake in the east line of Congress Avenue, ( 1 o 60ft east of said center line ) one foot north of said right angled line. For point "B" set a stake in the west line of East Avenue ten (10) f feet north of said right angled line. A straight line joining the points "A" and "B" to be the established center line of East fourteenth street from Congress Avenue to East Avenue. The resolution was adopted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew ,Hart,Lockridge & Powell 5 Nays none. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin: That the center line of East fifteenth street be and the same is hereby established as follows: Measure the correct distance from Sixth street along the established center line of Congress Avenue to the center line of Fifteenth street as it should be ,andturn a right angled line to the east. For point "A" set a stake in the east line of Congress Avenue ( 60 feet from the center line of same) and 1.77' north of said right angled line. For point "B" set a stake in the west line of East Avenue ten feet north of the right angled line. A straight line joining points "A" and "B" to be the center line of east fifteenth street. The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lockridge & Powell 5 Nays none. Councilman Powell offered the following resolution: Whereas,the width of twenty fourth street from Waller Creek to Trinity street is fifty feet,and from Trinity street to Red River street sixty feet ,and the offset is on the south side of the street;and, Whereas,to place the curbs and sidewalks according to ordinancewould make an offset in them at Trinity street,which would be unsightly and otherwise unsatisfactory;therefore, Be it resolved by the City Council of the City of Austin: That the curb and sidewalks lines of twenty fourth street be given accor -ding to ordinance in the fifty foot section of the street from Waller Creek to Trinity street,and that from Trinity street to Red River street these lines be continued without offsets,thusmaking a uniform and contin-uous thity foot roadway from Waller creek to Red River street. --- Page break --- 709 .The width of the sidewalk betweenTrinity and Red River streets & south side of 24th. street,shall under this resolution be and remain 20 feet in width. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the following grades for West Ninth street from the west side of Guadalupe street to a point 92 feet east of Nueces street,be andthe same are hereby estab-lished as permanent grades on said west Ninth street.Bench mark is the N W bolt at the base of the light tower at the S E corner of 9th and Guadalupe streets, elevation 541.43: Grades W 9th street West line of Guadalupe street 533.0 unchanged East curb line of San Antonio street 521.5 Fill .2' Maximum cut between these points-1.7' Center of San Qantonio street 520.3 Fill .5' 92 feet east of Nueces street 502.3 unchanged Maximum fill between last two points -1.5' The resolution was adopted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lookridge,& Powell 5 Nays none. Know all men by these presents,that we,Fred Sterzing as principal and Herman Pressler, J P Schmieder and Chas Wolf as sureties are held and firmly bound unto the Mayor of the City of Austin andhis successors in Office in the sum of thirty eight thousand dollars good and lawful money of the United States ,for the payment of which well and truly to be made ,we hereby bind ourselves ,our heirs,executors and administrators,jointly,severally and firmly by these presents. Bond Fred Sterzing Assessor & Collector The condition of this obligation is such ,that whereas the above bounden Fred Sterzing was on the 27th day of April A D 1911,duly appointed Assessor and Collector by the City Council of the City of Austin,and to serve until his successor is appointed and qualified as is shown by the records of the City of Austin ,now if the said Fred Sterzing shall strictly account for and pay over all monies,to the City Treasurer that may come into hishands and otherwise perform all of his duties,that are or may hereafter be im-posed upon him by or under the Charter or ordinances of the City or by order of the City Council or by the Superintendent of Receipts,Disburse-ments and Accounts ,then this obligation shall be null and void,othe rwis to remain in full force and effect.
