711 * Regular meeting of the City Council ,Austin,Texas,May 18, 1911 The Council was called to order by the Mayor : Roll called : Present Mayor Wooldridge,Councilmen Bartholomew,Hart,Lockridge & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and approved. The regular order of business was suspended; Attorneys for J D Randolph whose claim for damages,appeared before the Council and asked that they be granted a rehearing on this claim,which was granted. After discussion of the matter by the Attorneys and the City Attorney,it was moved that the claim of Mr J D Randolph for damages to Automobile ,caused by defect in the street,be allowed for the sum of $ 59.00.which motion prevailed by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lockridge & Powell 5 Nays none. The Mayor laid before the Council the report of the City Treasurer for the month of April 1911,which was read and ordered filed. A communication from Mr E A Alley,in regard to the animal burying grounds was read and action thereon postponed for the present. The Mayor laid before the Council a petition from Mr E M Temple asking permission to erect an electric sign across Congress Avenue between 4th & 5th streets. Action on same was postponed until a later date. The Council then recessed until 2 O'lock P M this date. J. D. Randolph damages. E. M. Temple to erect sign May 18th 1911,2 P M . The Council was called to order by the Mayor with all members present. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin : That the center line of East fifth street east of East Avenue be established as follows : For Point "A" extend the center line of East fifth street as already established between Congress Avenue and East Avenue, to the east side of East Avenue,and set a stake where it intersects the east line of East Avenue.This will be 39.6' from a cross on the rock base of building at the N E corner of East Avenue and fifth street ,measured along the line of East Avenue. For point "B" set a stake in the West line of San Marcos street 40' south of the N W corner of fifth street and San Marcos street. A straight line joining points "A" and "B" to be the center line of East Street line E 5th E of E Avenue fifth street between East Avenue and San Marcos streets.This will make an angle to the south with the established line from Congress Avenue at 2°511/2' For point "C" extend line "A-B to the east to a distance of 641ft,from the stake at East Avenue,and set a stake. For point "D",set a stake in the West line of Chicon street 40 ft south of the fence at the N W corner of fifth and Chicon streets. A straight line joining points "C" and "D" to be the center line of East fifth street from San Marcos street to Chicon street. --- Page break --- 712 . This line "C-D"will make an angle wi thline "A-B"of 55 ½' to the south . Line "C-D " extended towards the west will be 39.8'from the N W corner of 5th and San Marcos streets. The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lookridge & Powell 5 Nays none. The Mayor laid before the Council the following communication: To Hon Mayor and City Council- Gentlemen : You would do a good work ,and oblige many people if you would put a spped limit on the Motorcycle Machine. They make more noise and frighten more horses than all the cars or autos on the street,and there is no limit on their speed. V O Weed. Transfer funds. The communication was ordered filed. Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : That one hundred and seventy ($ 170.00) dollars charged to general contingent expense in th month of April 1911,for Transit for the Engi-eering department ,be credited back to general contingent expense account and charged to the incidental appropriation of the department of streets and public Improvements. The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lookridge & Powell 5 Nays none. Mayor Wooldridge offered the following resolution: Be it resolved by the City Council of the City of Austin : That fifteen ( $ 15.00) dollars paid for daily Court Reporter in the month of April 1911 and charged to general contingent expense ,be credited back to general contingent expense and charged to miscella-neous appropriation of the Department of Receipts Disbursements and Accounts. The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart ,Lookridge & Powell 5 Nays none. Budget amended Mayor Wooldridge offered the following resolution: Be it resolved by the City Council of the City of Austin : That the sum of one hundred ( $ 100.00 ) dollars out of the appropri-ation of five tho:sad ( $ 5,000.00 ) dollars for the present year for the purchase of library site ,be and the same is hereby tranfered to the account of the salary for the Pure Food Inspector for the eight (8) months of the present year beginning Maylst ,1911,and made subject to the disbursement of the Superintendent of Police and Public Safety. The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lookridge & Powell 5 Nay none. Ordinance regulating persons hanging onto street cars.
