744 . Regular meeting of the City Council: Austin,Texas,June 15, 1911. The Council was called to order by the Mayor : Roll called: Present Mayor Woolridge,Councilmen Bartholomew,Hart,Lookridge & Powell; Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted. The regular order of business was suspended ,and the matter of paving certain side streets taken up . This being the time set for hearing protests from Citizens against whose property assessments are proposed to be made for the improvement of streets in front of their property ,quite a number of Citizens appeared before the Council and discussed the matter of paving as proposed by the Council.The matter of further hearing on the subject was adjourned until a later date. Petitions: Jno Lundell damages. Councilman Powell presented a petition from Jno Lundell,asking the Council to allow him damages to the amount of $ 50.00 ,caused by the washing away of rock wall on E 6th street . Councilman Powell presented a report on the above petition recommend-ing that Mr Lundell be allowed $ 25.00 to cover the damages claimed by him . The report was adopted by the following vote: Yeas Mayor Woolridge,Councilmen Bartholomew,Hart,Lookridge & Powell 5 Nays none. Reports of City Officers-:. The Mayor laid before the Council the following reports of City officers which were read and ordered filed: Assessor & Collector of Taxes,Treasurer,Sanitary Inspector and the Supt of the Water & Light Plant. D G Flury for permission The Mayor laid before the Council a petition from D G Flury ,asking perto erect sign across -mission to put up an Electric Sign across the street at the Littlefield sidewalk at Littlefield building The Mayor laid before the Council a communication from Jno Shelton Atty for Claud W Birkhead,et al ,in regard to Track of Street railroad South Austin,which was read but no action taken. The Mayor laid before the Council from the Austin Dam & Suburban Ry Co, Austin Dam & Suburban asking permission to extend track,which was read and referred to the Ry Co to extend Track. City Attorneyfor investigation and report. The Mayor laid before the Council a petition from the X X & T Ry Co atto W & T Ry Co to extend extend track on east 4th street,which was read and referred to the switch & [illegible] 4th City Attorney to draw ordinance granting same and report to the Council. The Mayor laid before the Council a petition from H E Edgar asking perH E Edgar to erect -mission to put up a shooting gallery,at River Side Park,which was shooting gallery. read and laid over for investigation. The Mayor laid before the Council the Bond of Chester Thrasher as City Treasurer,which he stated he had approved. The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin : That two hundred and fifty ($ 250.00) dollars of the amount set apart in --- Page break --- Amend Budget in the budget for the Mayors Department for 1911, for purchase of library site, be and the same is hereby transferred and appropriated to the expenses of the Street Department for the year 1911, and made subject to the disbursement of the head of that department. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell 5 Nays none. Councilman Hart offered the following resolution: R. W. Lowry fine Be it resolved by the City Council of the City of Austin : remitted That the fine and costs entered against the defendent R W Lowry, amounting to thirty four and 80/100 ($ 34.80 ) dollars ,be not enforced at this time but the same be held in abeyance until further order of the City Council, the defendent being an epileptic unfit for manuel labor and a charge upon the City, and the best interest of the public will be subserved by allowing the defendent his freedom, subject to the orders of the Council in this case. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell 5 Nays none. Councilman Hart offered the following resolution : J. F. Huddle fine Be it resolved by the City Council of the City of Austin : remitted That the fine and costs entered against one J F Huddle for drunkenness, amounting to ten & 80/100 ($ 10.80) dollars ,be not enforced at this time but held in abeyance until the further order of the City Council, the defendent being a very old man and an inmate of the Confederate Home. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell 5 Nays none. Councilman Hart offered the following resolution : E A Burkoneir Be it resolved by the City Council of the City of Austin : fine remitted That the balance due, to-wit $ 7.35, on the fine and cost heretofore entered against the defendent E A Burkoneir in case No 4071 for reckless driving, be and the same is hereby remitted, it appearing to the Council that the defendent has paid $ 15.00 on said fine and cost and that this was not an aggravated case and deserves same leniency on behalf of the Council, the total fine and cost in this case being $ 22.35. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell 5 Nays none. Councilman Hart offered the following resolution : Jno Schultz Be it resolved by the City Council of the City of Austin : fine remitted That the fine and cost entered against the defendent ,John Scultz,amounting to $ ,be not enforced at this time ,but held in abeyance until the further orders of the City Council, the defendent being a chronic epileptic unable to work out or pay the same, and will be a charge upon the City ,and the best interest of the public will be subserved by giving him his freedom, subject to the further of the City Council in this case. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell 5 Nays none. --- Page break --- 746 .The Mayor laid before the Council .the resolution heretofore offered by Councilman Powell establishing the center lines of East 16th,17th & 18th streets in the City of Austin,was finally passed by the following vote Yeas Mayor Wooldridge ,Councilmen Bartholomew,Hart,Lockridge &Powell 5 Nays none. Bond of Chester Thrasher as City Treasurer. American Surety Company of New York. State of Texas County of Travis S S Know all men by these presents: That we, Chester Thrasher as principal and The American Surety Company of New York as surety are held and firmly bound unto Honorable A P Wooldridge,Mayor of the City of Austin,Texas,and his successor,and to join in the sum of One Hundred Thousand ( $ 100,000.00 ) dollars,good and lawful money of the United States of America,for the payment of which well and truly to be made we hereby bind ourselves,our heirs,executors,administrators and successors,jointly and severally,firmly by these presents: The Condition of the above obligation is such that whereas the above bounden Chester Thrasher was on the 11th day of May ,1911,duly elected Treasurer of the City of Austin,Texas,in accordance with Art 7,Section16 of the Charter of the City of Austin,Texas,or shown by the records of the City of Austin,Texas. Now if the said Chester Thrasher as such City Treasurer of the City of Austin,Texas,shall securely keep,strictly account for,and pay over in accordance with law,all monies that may come into his hands as such City Treasurer and shall otherwise faithfully perform and discharge all of the duties that are or may hereafter be imposed upon him by or under the Charter or the Ordinances of the City of Austin,Texas,or by the order of the City Council of the City of Austin,Texas,or may by any other lawfully constituted authority,then this obligation shall be null and void,otherwise to remain in full force and effect. Provided,however,and this obligation is upon the further express condition: that no suit,action or other proceeding shall be commenced or instituted against the principal or surety on this bond after the 11th day of May Nineteen hundred and seventeen,( 1917). Bond Chester Thrasher City Treasurer --- Page break --- 747 Wm Bradfield & Harper Kirby permission to put banner across Cung Avenue Austin, June 16th 1911. The Council was called to order by the Mayor with all members present. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That permission is here granted to Messrs Wm D Bradfield and Harper Kirby, as representatives of the Prohibition sentiment of this community ,to install and maintain for the period of sixty (60) days from this date ,a banner, which banner is permitted to be suspended across Congress Avenue, from the Voss & Koock build-ing in this City on the east side of Congress Avenue, to the Phil Bosche buil d- -ing on the west side of Congress Avenue. Said banner is to be of about the foll-owing dimensions, and be strongly attached to the buildings in front of which it is to be suspended, and have inscribed thereon these words "Anti Saloon Head-quarters" : Dimensions : 40 inches wide by 45 feet in length. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge & Powell 5 Nays none. The Council then recessed subject to call of the Mayor. Saturday June 17th 1911. The Council was called to order by the Mayor with all members present. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Eugene Martin Mfgr. Electric Sign across Sidewalk & bldg That a permit is hereby granted Eugene Martin to reect and maintain infront o of his cafe in the Littlefield building ,in this City, and across a part of the sidewalk south of said building, an Electric sign of the following dimensions: Said sign is to be about seven (7) feet long, by two ( 2 )feet high, and ten (B10) inches in thickness, and is to be securely bolted to the eye beams in the canopy in the south side of said Littlefield building, and be not less than 8 feet above the sidewalk. This permit is revocable at the pleasure of the City Council. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge & Powell 5 Nays none. The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin : Budget Amended That five hundred ($500.00) dollars of the amount heretofore appropriatd in the Budget for 1911 for the purchase of Library Site, be and the same is hereby tratransferred ,assigned and appropriated to the expenses of a survey of a sewer system for the City of Austin, Texas. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge & Powell 5 Nays none. The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin : Budget [illegible] That two hundred and fifty ($250.00) dollars of the amount heretofore ap:priat appropriated in the budget for 1911, for the purchase of a Library sit, be and the same is hereby transfrred ,assigned and appropriated to an appropriation for public Healh. --- Page break --- 748 The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lookridge & Powell 5 Nays none. The Council then recessed subject to order of theMayor Monday June 19th 1911. The Council was called to order by the Mayor with all memberspres t. Councilman Bartholomew Presented bids for work on East AvenuePark, viz: as follows,viz: For all work except Curbing and gutters: W R Canion and D P Pool. Bids for work East Avenue Park For Curbing and Gutters, J G Parker.at 53 cents per lineal foot. Councilman Bartholomew moved that the bid of,J G Parker for curbng and gutters be accepted,which motion prevailed by the following vote: Yeas Mayor WooldridgeCouncilmen Bartholomew,Hart ,Lookridge &Powell 5 Nays none. On Motion of Councilman Bartholomew the contract for other work on Esat AvenuePark ,as per his bid for same was awarded to W RCanion at $195.70 b y h t efollowing vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lookridge &Powell 5 Nays none. On motion the Clerk was directed to return to D P Pool, his deposite made with his bid. The Council then recessed subject to call call of the Mayor. Wednesday June 21st 1911. The Council was called to order by the Mayor with all members present. Councilman Hart presented bids for making addition to the West Austinfire hall as follows,viz : R A Flume & A A Mundt,J D Riley, J H Nunn & Co, C W Moore & J O Polhe mus. The Bid of J O Polhemus for $ 4,125.00 being the lowest bid offered, Contract additions W Austin Fire Hall Awarded. Councilman Lookridge moved that he be awarded the contract,which motion prevailed by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lookridge & Powell 5 Nays none. Geo Bones appointed Supt work on W A Fire Hall Councilman Hart nominated Mr Geo Bones to be Superintendent of construc-tion of said building at a salary of $50.00 per month,which nomination was confirmed by the following voe Yeas Mayor Wooldridge,Councilmen Bartholomew,Lookridge & Powell 4 Not voting Councilman Hart 1 On motion of Councilman Bartholomew,the City Clerk was directed to return to the unsuccessful bidders their certified checks.
