Major Infrastructure Revamp:
The city rejected all current bids for rebuilding the crucial dam across the Colorado River, deciding instead to hire top engineers for new, detailed plans and secure legal advice on financing options. 751 .Regular meeting of the City Council: Austin, Texas, June 29, 1911.
The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings
were read and adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell 5 Nays none.
Petitions, etc. The Mayor laid before the Council a petition from Citizens asking that property petition citizens to have sidewalks put in on E. 6th st owners on East 6th street be required to put in Cement sidewalks in front of their property, which was read but no action taken. Councilman Lockridge offered the following resolution : Whereas, certain propositions have been made to the City of Austin to rebuild the dam across the Colorado River and to furnish power therefrom to operate the City plant; and, Whereas , it is apparent, after mature consideration by the Council, that said propositions each contain features that are objectionable from a business standpoint and that they also contain features that are probably objectionable from Engineering and legal standpoints ; and that the absence of definite information on which contractors can predicate their bids has precluded all real competition in bidding for the work; and, Whereas, it is the sense of the Council that the interest of the City will be best served by letting the contract to rebuild the dam only after competitive bids have been invited for its re-construction in accordance with detailed and specific plans to be formulated by the best engineering talent obtainable and only after the legal and business features of the proposed contract have been settled so definitely that persons desirous of bidding may have opportunity to do so intelligently; therefore, Resolution Councilman Lockridge on rebuilding dam Be it resolved by the City Council of the City of Austin : Section 1. That all pending bids for work be and are hereby rejected. Sec 2. That the Mayor be and is hereby authorized to employ the best engineering talent obtainable (Government Engineer's preferred ) to make the necessary investigations and to draw detailed and specific plans and specifications for re constructing the dam and its appurtenances that the structures will be modern, permanent, safe and efficient.
Sec 3. That the City Attorney be and is hereby instructed to submit to the Council a draft or form of contract according to which said work can be contracted for and paid for in installments out of gross receipts from the City water, light and power plant, without violating limitations on the power of the City, if in his opinion the City can legally make such a contract., If in his opinion the City cannot legally make such a contract, he is instructed to so advise the Council in writing, stating the legal objections to a contract of the character mentioned. The resolution was read and laid on the table subject to call. Councilman Bartholomew presented a communication from T A Wroe, representative of the J P Cogan Co, in regard to the propositions for rebuilding the dam, which was read and filed. Supt. Streets to advertise for bids for Fredricksburg Dyke. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin : That the Superintendent of Streets and Public Improvements be authorized to advertise for bids for the widening of the Fredricksburg Dyke from Congress Avenue to South First Street ,South Austin. The roadway embankment is to be widened on the north side only on an average of approximately seven (7') feet,the new line of top of embankment to be twenty six (26) feet north of the center line of the street. The approximate cost to be $ 1,000.00 ,the City of Austin paying.$ 500.0 and the County of Travis paying $ 500.00 . Councilman Powell offered the following resolution : Resolution repealing a resolution passed by the City Council on February 25th 1911,and establishing permanent grades for West Avenue between 17th & 18th streets. 753 Will Watson fine remitted . Councilman Hart offered the following resolution: That whereas on the day of Will Mabay ,an old negro ,was fined in the Corporation Court in the sum of twenty five ($25.00) dollars and costs,amountingl in the aggregate to the sum of $ 35.55,for slapping his Wife,that the man is quite old,very quiet and law abiding,that he has paid $ 22.50 on said fine, leaving a balance of $ 13.05 still due,and being very poor,asks leniency of the Council,therefore, Be it resolved by the City Council of the City of Austin : That the collection of the unpaid balance of said fine be held in abeyance until the further order of the Council in this case. Councilman Hart offered the following resolution: Be it resolved by the City Council of the City of Austin : That the pound fees heretofore paid by Mrs Chas Schroeder on the 18th day of June 1911,on three head of cattle,amounting to Four & 50/100$ ( 4.50) dollars be and the same are hereby remitted,and it appearing from the statement of Mrs Shroeder that her cow and calves were staked on the river below the bridge and were turned loose by some mexicans. She further states that hereafter she will keep her stock confined. She further states that she sells milk which partially supports the family and that the payment of these fees works a great hardship upon her. The Hon City Council : Gentlemen :
I would most respectfully represent that on Dec 31st 1910 one Jean Winns was arrested and fined $ 20.20 in the Corporation Court of the City of Austin,Texas,that he laid out 75 cents of said fine in the City jailand was released upon a hiring bond,the first payment of $ 7.50 being paid in cash. And that on January 14th 1911,and before the second payment on said bond was due, Jean Winns fine the said Jean Winns was arrested on a charge of vagrancy,and was released on condition that he leave our City at once. Now Gentlemen,as he was released on the condition that he leave town immedi-ately,and he having left before any subsequent payment on said bond was due, I feel that it would not be just to compel the bondsmen to pay the balance on this fine.I therefore most respectfully recommend that your Hon body remit $ 11.95 the balance due on this fine. Respectfully, J T Laughlin, City Marshal ,Austin,Texas.
On motion the recommendation was adopted ,and the balance of said fine remitted, by the following vote :

By Mayor Wooldridge An.ordinance amending Article 334 of the Revised ordinances of the City of Austin,Texas,concerning the granting of leave of absence to Officers and employees of this City. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lookridge & Powell 5 Nays none. Width sidewalks on Certain streets fixed By Mayor Wooldridge an ordinance amending in part sub-division 2 of Article 375 of the Revised ordinances of the City of Austin,Texas,and declaring ten feet to be the legal width of the sidewalks on Brazos,San Jacinto,Neches,Red River and Sabine streets from third to sixth streets in this City. Whereas,portions of Brazos,San Jacinto,Neches,Red River and Sabine streets,from third to sixth streets in this City are rapidly becom-ing business streets ,and merchants and other business men upon said streets prefer the sidewalk to be ten (10) feet rather than twenty ( 20') feet in width ,as is the present law,therefore, Be it ordained by the City Council of the City of Austin : Sec 1. That the sidewalks on each side of Brazos, San Jacinto,Trinity, Neches,Red River and Sabine streets, from third to sixth streets,be and the same are hereby declared to be of the legal width of ten feet (10') Sec 2. 755 Councilman Hart offered the following resolution: Be it resolved by the City Council of the City of Austin: That whereas the the City of Austin is the owner of 4 35-gallon chemical tanks bought years ago for use in the fire department,that more than two of said tanks have Chemical tank ordered Sold have ever been usedand only one to any great extent,at least two of these tanks are useless to the City and will be for years to come,thechief of the Fire Dept has an offer of $ 40.00 for one of these tanks,and recommends its sale,therefore, Be it resolved by the City Council of the City of Austin,that said offer for $ 40.00 for one of said tanks be and the same is hereby acceptedand said sale authorized upon the payment of said sum into the City treasury. For Butter & butter milk for Hospital to H F Hodge. For Hardware for all Depts to W H Richardson & Co. For Lumber for all Depts to Calcasieu Lumber Co.
