  • Austin Dam Rebuilding Project Approved:

    The City approved a major contract with William D. Johnson to rebuild the Austin Dam. The agreement includes specifications for new turbines and generators, a 25-year financial commitment ($100,000 upon completion plus $64,800 annually), and the city operating the plant, with the final ordinance subject to citizen approval.
  • Private Alley Permanently Closed:

    An 18-foot alley-way in the Gypsy Grove Addition was permanently closed and vacated by resolution, following a petition from all affected property owners who stated the alley had never been used and was already privately enclosed.
  • Shooting Gallery Permit Granted:

    H.C. Edgar received a one-year permit to operate a shooting gallery at Riverside Park.
  • Barb Wire Fence Ban Progresses:

    An ordinance prohibiting the construction and maintenance of barb wire fences moved closer to becoming law, passing its second reading.

Smith Other Contracts Awarded. --- Page break --- 758 Thursday July 6th1911,2,30 P M . The Council was called to order by the Mayor with all members present. Reports of City Officers. The Mayor laid before the Council the reports of the Treasurer, Assessor & Collector,The City Health Officer and his Assttant, The Matron of the Hospital,the City Health Inspectoramwhich were read and ordered filed. The Mayor laid before the Council the following petition: To the Honorable ,the City Council of the City of Austin: Mrs Ro.willott Close alley. The undersigned petitioner ,Mrs Clarence H Miller,of said City, hereby petitions your Honorable body to pass an ordinance whereby the eighteen foot alley-wayextending from the north line of Block No Nine(9)in the Gypsy Groves addition to the City of Austin,Travis County,Texas,across Lot No seven (7),in said block,to the alley in the south line of said lot,be for-ever closed. Your petitioner showsin this regard that heretofore, the owners of the property now comprising said Gypsy Grove addition filed in the Office of The County Clerk of Travis County ,Texas,a plat of said sub-division ,same being recorded on page 588 of plat Book No 1 of said Travis County records,and thereafter the owners of said block No nine (9) and also of blocks Nos ten(10) and two(2) in said Gypsy Grove addition , filed another plat of said blocksnine(9),ten (10) and two(2), which is recorded in volume No 2,page 150,of the Travis County plat records,which said last plat dedicates the said alley-way aforesaid; that heretofore, on the 11th day of April 1911, all of the owners of said property in said blocksnine(9) ten (10) and two (2) of said Gypsy Grove addition entered into an agree-ment in writing whereby the said alley-way was agreed to be forever closed. Mayor Woolridge offered the following resolution : Whereas, there has been filed in the office of the City Clerk the written agreement of all owners of property situated in block No nine (9) of the Gypsy Grove Addition to the City of Austin that the certain alley-way shown in plat book No 2, page 150, of the Travis County records, as running through said block, shall be perpetually closed and that said property shall surrender all easement rights thereto. Therefore Be it resolved by the City Council of the City of Austin : That the certain alley-way provided for in the supplemental plat of block No nine (9) of the Gypsy Grove Addition to the City of Austin, Travis County Texas, being a sub-division of Out Lots Seventy five (75) and Seventy six (76), in Division "D" of said City, said plat being recorded in plat book No 2, page 150, of the records of Travis County, Texas, said alley-way as shown on said plat being eighteen feet in width and extending from the north line of said block across lot 7 thereinto to the certain alley at the south line of said block, be and the same is hereby perpetualyched and vacated. The resolution was adopted by the following vote ; Yeas Mayor Woolridge, Councilmen Bartholomew, Hart, Lookridge & Powell 5 Nays none. The Mayor laid before the Council a petition from H C Edgar asking per-mission to erect a shooting gallery in the City, to be located at "Riverside Park " which was read. Mayor Woolridge offered the following resolution : Be it resolved by the City Council of the City of Austin : That inasmuch as H C Edgar has fully complied with the spirit of the provisions of Article 744, Revised ordinances of the City of Austin, regul-ating shooting galleries, that a permit be and is hereby granted him to conduct at Riverside Park in this City a shooting gallery, for the p period of one year, beginning July 1st 1911 and terminating July 1st 1912. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the following grades be and the same are hereby established as the permanent grades of the center of Colorado street from 6th to 8th street.The bench mark is the U S Geological Survey bench mark on the Post Office building ; elevation above sea level,508'. North side of 6th street 504.1 unchanged Grades Colorado St - 46' north of 6th street 505.5 " 6th to 8th Streets 92' " " 519.4 " 138' " " 521.8 " 184' " " 524.7 " 230' " " 528.7 " South side of 8th street 532.4 " The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lookridge & Powell 5 Nays none. Unfinished business. The Mayor laid before the Council an ordinance prohibiting the construction or maintenance of Barb Wire Fences ,which was read the second time. Barb Wire fence The Mayor laid before the Council an ordinance amending Article 1045,Section 15 Ordinance of the Revised ordinances of the City of Austin,State of Texas,which was read the second time and passed under suspension of the rule by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lookridge & Powell 5 Nays none. The Council then recessed subject to call of the mayor. --- Page break --- 762 Saturday, July 8th 1911. The Council was called to order by the Mayor with all members present. The Mayor laid before the Council the resolution heretofore offered by Councilman Lockridge in regard to propositions for rebuilding the dam, which was read. Mayor Wooldridge offered the following as a substitute for the resolution vis: Be it resolved by the City Council of the City of Austin: That the City of Austin hereby accepts the proposition of William D Johnson to rebuild the Austin dam, in accordance with the proposal, plans and specifications submitted by him to this City on the last day of June 1911, with such changed therein for the benefit of this City as mayhave been submitted to the said William D Johnson by members of this Council, and agreed to by his authorized agent, Mr Frank S Taylor. The principal features of said Johnson's proposition, with changes proposed to said Johnson and accepted by him, and adopted by this resolution, are the following: (1) The present proposition to stand as it is, except that the reservoir shall be built with the same capacity on site to be selected by the City. (2) That there shall be three turbines of 2,400 H P each. (3) Three generators of 2,250 capacity maximum, with normal rating of not less than 2,000 H P each (any two units to deliver to City's power house 4,000 H P. Net ). (4) The City to operate and maintain the plant at the dam, the trans-mission line and the pump station at City steam power plant. (5) Johnson to guarantee 600.000 H P hrs per month whenever the water in the lake is less than one foot below crest of the dam, the City to have all excess power, and the said Johnson to be charged for City's shortage of his guaranteed power at the rate of .0135 cents per H P hour. (6) Johnson to convey all patent rights for appliances used on his contract to the City in so far as they relate to that particular work (7) The City shall pay to Johnson the sum of Sixty-four thousand, eight hundred dollars ($ 64,800.00 ) annually, in semi-annual payments in addition to the Hundred thousand dollars ($ 100,000.00) when the dam is completed ,except the terms shall be for twenty five years, instead of twenty six years as in the present proposition. (8).All forfeitures for continuation of work ,particularly in dam or appliances, to remain as in the original proposition. (9) The twenty four inch water main to be carried on upper side of dam, if reservoir is located on West side of River, in which case the track on the dam and the two cars mentioned in the specification are to be provided by the said William D Johnson. Be it further resolved, that the City Attorney be instructed to confer with the said William D Johnson, or his agent, as to the drawing proper ordinance containing these conditions, and when so drawn it shall be presented to the Citizens for their approval. --- Page break --- 763 The substitute was adopted by the following vote : Yeas Mayor Woodridge, Councilmen Bartholomew, Hart & Powell 4 Nays Councilman Lockridge 1 xxxxx The Council then recessed subject to call of the Mayor.
