766 Regular meeting of the City Council : Austin, Texas, July 20, 1911. The Council was called to order by the Mayor : Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell Absent none. The Minutes of the last regular and subsequent recessed meetings were read and adopted. Petitions, etc:
Petition to amend Pound Ordinance By Councilman Hart petition of Citizens asking the Council to amend the Pound ordinance so as to exempt ALL of South Austin from the provision of the ordinance. The petition was read and laid over until the next regular meeting of the Council-.
W Templer et al to open crossing over I & B N R.R. South Austin The Mayor laid before the Council a petition from J W Templer and 15 other Citizens of South Austin, asking the Council to have a street crossing opened across the I & B N Rail Road track on West James street in South Austin. The petition was read and laid over for investigation by the Council. Reports of City Officers: The Mayor laid before the Council the annual report of the Fire Marshal for the year ending July 14th 1911, which was read and ordered filed. He also presented the report of the Supt. of the Water & Light Plant, and that of the City Sexton for the month of June 1911, which were read and ordered filed.
Unfinished business: Theater, Circus, Art 1073 & 1075 Amended The Mayor laid before the Council an ordinance amendingxxrepealing Articles 1073 and 1075 of the Revised ordinances of the City of Austin, "regulating Theaters, Circuses, Public Balls, and Public Dance Houses" which was read the second time and passed under suspension of the rules by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell 5 Nays none.
Barb Wire fences The Mayor laid before the Council an ordinance prohibiting the construction of Barb Wire Fences within the City ,which was read the third time and laid on the table subject to call New business :
Bids for Painting at City Hospital rejected Councilman Hart & Lockridge to whom was referred the bids submitted to the Council for painting at the City Hospital, which were referred to them for investigation and report, moved that all of said bids be re-jected ,and that the Supt of Receipts, Disbursements and Accounts be instructed to advertise for new bids for said work ,which motion pre-vailed by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell 5 Nays none.
Bettie C. Caldwell Pound fees Councilman Hart offered the following resolution: Be it resolved by the City Council of the City of Austin : (1) That upon the recommendation of the Superintendent of Police and Public Safety, the following pound fees be and are hereby remitted, to-wit: (2) The pound fee of $1.50 for impounding the horse of Bettie Caldwell

768 Tuesday, July 25th 1911 The Council was called to order by the Mayor with all members present. The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin: That the City of Austin here agrees with the National Humane Alliance of New York City, to take the drinking fountain ,about to be donated by said National Humane Alliance to the City of Austin off the car upon its arrival in this City ,and here stipulates that it will place said fountain upon a good and substantial foundation in the center of West first street in this City at a position not exceeding forty (40')feet from Congress Avenue.It further stipulates that it will establish good and sufficient water connections, plumbing, etc. And it further stipulates and agrees that it will supply a continuous and adequate flow of water for the proper use of said fountain. And it further and finally agrees to take and maintain permanent care of said fountain. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell 5 Nays none.
The Council then adjourned.
