Paving & Property Assessments:
Plans were approved for extensive wood block paving on Fourth Street and two downtown alleys. Public hearings are scheduled for August 17th to discuss how property owners will be assessed for these improvements (e.g., $7.11 per front foot on Fourth Street).Public Cemetery Bond Election:

Regular meeting of the City Council : Austin,Texas,August 03, 1911. The Council was called to order by the Mayor: Roll called : Present Mayor Wooldridge,Councilmen Bartholomew,Hart,Lockridge & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and approved.
Petitions,etc: By Councilman Hart ,Petition of M A Louthen ,asking the Council to remit Fine assessed against him in the Recorders Court.The Petition was read and a motion made that the petition be NOT granted,which motion prevailed by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lockridge & Powell 5 Nays none. The Mayor laid before the Council a petition from the H& T C RyCo,asking permission to put in a Spur track on East third street ,which was read and the City Attorney directed to prepare and ordinance on the subject.
Reports of City Officers. The Mayor laid before the Council the report of the City Health Officer,the Asst Health Officer,The Matron of the Hospital and the City Assessor & Collector, which were read and ordered filed.
New Business . The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That a leave of absence for fifteen days, from and after this Aug the 3rd,1911,is hereby granted to E H Warner ,general stenographer for Mayor and Board of Councilmen The resolution was adopted by the following vote : Yeas Mayor Wooldridge ,Councilmen Bartholomew,Hart ,Lockridge & Powell 5 Nays none.
Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the center line of San Antonio street,between seventh and nineteenth streets, be and the same is hereby established as follows: For the center line at the south side of eighth street,set a stake one foot (1') west of the correct right-angled line as measured from Congress Avenue. This checks exactly the building on the southwest corner of eighth street and San Antonio street. For the center line at the south side of nineteenth street,set a stake seven and one-half feet (7 ½) west of the correct right-angled line as measured from Congress Avenue. This checks within 5/10 foot of the correct distance to the fence at the southeast rner of nineteenth.[illegible] and San Antonio streets. A straight line joining these two points and extending to the bluff near the center of seventh street,to be the established line of San Antonio street. The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lockridge & Powell 5 Nays none. The Council then recessed until 3 P M this day.

Thursday August 3rd 1911,3.30 P M The Council was called to order by the Mayor with all members present: The Mayor laid before the Council the resolution ordering the improvement of fourth street from Colorado street to San Jacinto street,also th alley from fifth street to seventh street between Congress Avenue and Colorado str street, and also the alley from fifth street to seventh street between Congress Avenue and Brazos street, in the City of Auayln ,Texas., and making an appropriation therefor. The resolution was read the second time and passed under suspension of the rule by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Loakridge & Powell 5 Nays none. Councilman Powell offered the following resolution : Resolution approving City Engineer's report concerning improvements on fouth street in the City of Austin,and directing a hearing to property owners con-oerning the assessment for a part of the costof such improvements against them and their property,fixing a time for said hearing and directing that a notice be given to said property owners concerning the said hearing. Whereas, the City Council of the City of Austin has heretofore determined to improve fourth street in said City from Colorado street to San Jacinto street, by paving the same with wood block; pavement upon a concrete base and sand cushion ,and has adopted specifications for said work ,and has entered into contract for the same with Knox T Johnson: and, Whereas, the City Engineer of the City of Austin has this day filed his report in writing with the City Council ,showing the total cost of the said. improvementsupon the said street,the amount per front foot of the abutting propertyto be paid by the owners thereof,and also the names of persons, eastates or corporations owning property abutting on said improvements,with a discription of their propertyand a statement of the total amount payable by each of said owners for said improvements;and, Whereas, the City Council has examined the said report and finds the same correct : and, Whereas, the necessity exists that a portion of the cost of said improve-ment should be assessed against said property owners and their property, subjes t to the terms of the Charter of the Cityand the ordinances in such cases made and provided, and after the notice and hearing provided by said Chater and ordinances, Now therefore, be it resolved by the City Council or the City of Austin: Texas, as follows,to-wit: (1) That the said report of the City Engineer be and the same is hereby approved and adopted. (3) That a hearing shall be given before the City Council to said property owners on the 17th day of August A D 1911,at 10 Oclock A M ,at the Council chamber in the City Hall,in the City of Austin,Texas,at which hearing said property owners , their agents or attorneys,shall be fully and fairly heard as to all matters con-cerning the said improvement,or any irregularity or invalidity in the proceed- -ings with reference thereto,or as to the benefits thereof,if any,to their property and as to the assessment proposed to be made against them and their property,and as to any other matter or thing connected therewith. At which hearing the said owners shall have the right to produce witnesses and testimony ,and which hearing shall be adjourned from time to time and from day to day until all are fully heard,and all matters in connection with the said improvement and assessment fully ascertained; that after said hearing shall be closed,said City Council will proceed to assess against owners of property upon said street and their property,who shall agree with the City Council upon the said assessments,such sums as may be so agreed upon and determined by the Charterof th the City and the said ordinance;that as to any such property,owners,who may not so agree the City Council will ,after said hearing, appoint a commission to deter-mine said assessments,and will take such further steps in the ascertainment thereof as are provided by the City Charter and ordinances. Report of the City Engineer as to paveing assessment on Fourth street.
To the Honorable Mayor and City Council of the City of Austin : Gentlemen : I herewith submit to you my report as to improvements upon Fourth street in this City between the east curb line of Colorado street and the west curb line of San Jacinto street,as follows,to-wit: I estimate the total cost of the said improvements in accordance with the con-tract and specifications therefor at the sum of $ 16,488.29 I estimate the cost of the said improvements to owners of abutting property per square yard at $ 2.325. The above estimates include excavation to the depth of nine inches,(9'') ,this being the thickness of the wood block pavement including concrete base and sand cushion,additional excavation to be paid for by the City. The names of the persons ,estates or corporations owning property on the por-tion of the street to be improved ,with a description of their property,and amounts pay able by each owner, are as follows,to-wit: Fourth street from east curb line of Colorado street to west curb line of San Jacinto street to be paved with wood blocks. Roadway 60 ' in width . Each abutter to pay for width from curb to center less portions to be paid for by railroad company ,which latter is the width of their tracks plus a strip of one foot on each side of the same. Cost per square yard $ 2.325. Cost per front foot varies on account of variation of tracks.

The Mayor laid before the Council a petition from the Austin Dam and Suburban R R Co ,to put in Switch track on West 4th street,which wasread. The Mayor laid before the Council an ordinance Granting to AustinDam and Suburban Railway Company the right and requiring said company to construct maintain and operate a railroad switch track or turnout upon and across certain streets in the City of Austin,subject to certain conditions. The ordinance was read the first time andpassed under suspension of the rules by the following vote : Yeas Mayor Wooldridge,Councilmen Barthel mew,Lockridge & Powell 5 Nays none. The Mayor laid before the Council an ordinance ordering an election to obtain the consent of the qualified votersof the City of Austin, who pay taxes on property situated within the limits of said City,to the issuance of bonds by the City Council ,for the purpose of purchasing and improving a public Cemetery.

The Council was called to order by the Mayor with all members present. The Mayor stated that this was the day set apart for hearing objections to the contract made by the Council with Knox T Johnson for putting sidewalks and curbing on certain streets of the City. No one being present to offer any objections to the said contract, the Council recessed subject to call of the Mayor.

The Council was called to order by the Mayor with all members present; The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin,that the SupT of Receipts, Disbursements an Accountsbe and he is authorized and instructed to approve for payment the following enumerated bills,arising out of the submission by the City Councilto the voters of this City of the Wm D Johnson proposition to re-build the dam. Bill of Pro A T Scott for professional services rendered $ 300.50 Bill Gregory,Batts & Brooks Attorneys fee 250.00 Bill Austin Statesman printing proposed ordinance 38.60 Bill Daily Tribune printing proposed ordinance 37.55 The resolution was adopted by the following vote : Yeas Mayor Wooldridge ,Councilmen Bartholomew,Hart,Lockridge & Powell 5 Nays none. Councilman Bartholomew offered the following resolution: Resolved that the Supt of Parks and Public Propertybe authorized to advertizw for bids for one 2300 volt ,three phase,60 cycle turbo generator with a nomi-nal load capacity of 1000 K W at 80% power factor,one surface condensor for 1000 K W unit with vacuum pumps, one twenty five K W three-phase,2300 volts,60 cycle induction motorgenerator set,and one 2300 voltthree phase 60 cycle induc-tion motor driver suction volnte pumpto furnish circulating water condensor. The Resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lockridge & Powell 5 Nays none.
Councilman Hart presented the following communication: Austin,Texas, 8/9 /11 Hon City Council :
I hereby most respectfully ask that the contract entered into between the City and myself for curbing and guttering East Avenue Park be cancelled and my bondsmen released from liability on said bond.
