  • Major Infrastructure & Utility Upgrades:

    The council approved property assessments for a significant street paving project on Fifth Street. They also awarded major contracts for new turbines and condensers, investing in the city's water and light plant.
  • Community Services & Citizen Petitions:

    Residents brought forward various requests, including extending street lighting hours and paving city alleys. A new "Rescue Hose Company" also sought official admission into the Austin Fire Department.
  • Social Welfare & Unique Aid:

    The council remitted fines for several individuals, notably an elderly, indigent man from the Confederate Home. In a particularly compassionate decision, funds were allocated to a "very poor colored man" for flood damages to his home, explicitly stating this was an act of compassion and not an admission of city liability or a future precedent.

3 Regular meeting of the City Council : Austin,Texas, August 17, 1911. The Council was called to order by the Mayor : Roll called: Present Mayor Wooldridge,Councilmen Bartholomew,Hart,Lookridge & Powell 5 Absent none. The minutes of the last and subsequent recessed meetings were read & Approved. The regular order of business was suspended ,and the matter of hearing protests from Citizens on 4th street and the alleys from 5th to seventh streets on Brazos and Colorado streets as to paving the same ,taken up. Several citizens appeared ,but made no objections to said contract,and no further action was taken in the matter. The regular order of business was then resumed. Petitions,etc: Protest Citizens Councilman Bartholomew presented a petition from Citizens on East 6th street,asking Paving Brazos that the Light service be continued on that street until day light. Colorado St. The petition was read and on motion laid on the table subject to call. Petition Citizens Councilman Powell presented a petition from Citizens & business men ,doing business on To pave alley Congress Avenue between 3rd & 4th streets, asking to have the alley between 4th & 5th bet 3rd & 4th streets and between Congress Avenue & Colorado streets paved,which was read and laid on Brazos & Colorado on the table subject to call. Rescue Hose Co. Councilman Hart presented a petition from Rescue Hose Co ,a company proposed to be for admission Dept. organized in East Austin ,for admission into the Austin Fire Dept,with a report of the the Fire Commissioners of this City,recommending that the petition be granted, The petition was read and laid on the table subject to call. Councilman Bartholomew presented the report of the Supt of the Water ,Light & Power Plant presented his report for the month of July 1911,which was read and ordered filed. New business. Louis Sacker to Councilman Hart presented the following resolution: remit fine Be it resolved by the City Council of the City of Austin : Refused That the application of Louis Sacker for the remission of the fine and costs entered against him in the Corporation Court on Aug 11th 1911, for assault, be and the same is hereby refused. It appearing that the defenent has appealed from the judgement in this cause,and perfected his appeal to the County Court,which leaves the Council without jurisdiction in this matter. The resolution was adopted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart, Lookridge & Powell 5 Nays none. Councilman Hart offered the following resolution: Resolved by the City Council of the City of Austin : Fine for John Huddle That the fine and cost entered against John Huddle in the Corporation Court on the 12th remitted 12th day of August 1911,for intoxication,amounting to $ 14.80,be and the same is hereby remitted. It appearing to the Council that the defendent is a very old man ,an inmate of the Confederate Home, witout means, and promises in the futureto abstain from from the use of intoxicants. The resolution was adopted by the following vote : Yeas Mayor Wooldridge ,Councilmen Bartholomew ,Hart ,Lookridge & Powell 5 Nays Councilman Hart offered the following resolution : C G Wagner Be it resolved by the City Council of the City of Austin : fine remitted That the fine and cost amounting to $ 14.80,entered against C G Wagner,in the Corporation Court on the 8th day of Aug 1911,be and the same is hereby remitted ,for the reason set out in the accompanying application. Mayor Wooldridge moved that the claim of B Gates ,for damages from overflow of wa water,which motion prevailed by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Lookridge & Powell 5 Nays none. The Council then recessed until 2.30 P M thisday . Thursday Aug 17th 1911 P M The Council was called to order by the Mayor with all members present. The Mayor laid before the Council a tesolution appropriating the sum of $ 738.14 ,for paying certain fees due Geo S Mathews ,Sheriff of Travis County, for official services rendered in connection with certain tax suits ,wherein Appropriation to pay Geo S Mathews services the City of Austin was plaintiff. in the Dist Court of Travis County. The resolution was passed by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lookridge & Powell 5 Nays none. The Mayor laid before the Council an ordinance making an appropriatior Claim of R V Dixon paid to settle the judgement claim of R V Dixon, against the City of Austin : The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Mayor Wooldridge ,Councilmen Bartholomew,Hart ,Lookridge & Powell 5 Nays none. Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : That the appropriation of twenty five hundred ($ 2,500.00 ) dollars to East Budget Amended East Ave Park Avenue Park in the budget of 1911,which appropriation is contingent upon the citizens of Austin contributing an additional one thousand ( $ 1,000.00) dollars to the parking of East Avenue,be so amended as that such proportional part of said twenty five hundred ( $ 2,500.00) dollars shall be appropriated to the East Avenue Park as will correspond to the proportional part of the one thou-sand ($ 1,000.00) dollars contributed by the Citizens of Austin to said East Avenue Park . The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lookridge & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Resolution fixing amount for paving Colo & Trinity 5th St paving A resolution declaring and fixing the amount per front foot and total amount of the cost of improvement on fifth street between Colorado and Trinity streets to be paid by each owner of property abutting thereon who has agreed with the City Council concerning the same. Be it resolved by the City Council of the City of Austin ,Texas: That the hearing to property owners concerning an assessment to be made against them and their property for the improvement of fifth street between Colorado and Trinity streets,having been closed and the said property owners having been fully heard as to the assessment ,the benefits thereof and all matters connected with the proceedings with reference and the property owners whose names are given below having in writing consented with the City and agreed to the amount of the proportion of said costs to be assessed against them respectively and their property. 1st .That the said Council does declare and fix the total amount of the cost of said improvement to be paid by each of the said owners who have agreed with the City Council concerning the same and the amount per front foot as herein below set forth opposite the name of the said property owner and the descrip-tion of their property,the names of the said owners,the description of their --- Page break --- 5 .property, the amount to be assessed against each of them and the amounts per fron foot to be assessed as being as follows,to-wit: Name, .Lot No, Blk No, No front feet, Amount per front foot, Total Cost Herman Becker, . 7, 43, , 160, $ 7.59 1/3 $ 1,214.93. Councilman Bartholomew moved that the contract for Condenser and Pump , be [crossed out: KeardMayor Wooldridge,Councilmen Bartholomew,Hart,Lookridge & Powell XXXXXXXXXXXXXX] [crossed out: The following vote:] awarded to the Worthington Co, which motion prevailed by the following vote : Yeas Mayor Wooldridge Councilmen Bartholomew,Hart,Lookridge & Powell 5 Nays none. The Council then recessed subject to call of the Mayor. Contract awarded Allas Chalmers Co Saturday August 19th 1911. The Council was called to order by the Mayor with all members present: Councilman Hart laid before the Council bids for constructing Curbs and Gutters on East Avenue ,East Avenue Park, as follows, to-wit: J Brueggermann 66 cents per lineal foot. Knox T Johnson 67 cents per lineal foot. On motion these bids were laid over for consideration by the Park Committee and Councilman Hart. Bids for work East Ave Park On motion of Councilman Hart the fine and cost assessed against one Sowder in the Recorders Court ,amounting to $ 13.80 was suspended until further orders of the Council by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Lookridge & Powell 5 Nays none. The Mayor laid before the Council a petition from C Flury ,asking permission to erect a shed,within the fire limits ,which was recommended by the Chief of the Fire Dept. On motion the petition was granted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew Hart,Lookridge & Powell 5 Nays none. On motion Councilman Hart was granted leave of absence for two weeks by the following vote : Yeas Mayor Wooldridge ,Councilmen Bartholomew,Lookridge & Powell 4 Not voting Councilman Hart 1 On motion Mr Milton Morris was granted leave of absence for 7 days by the following vote: Yeas Mayor Wooldridge ,Councilmen Bartholomew,Hart ,Lookridge & Powell 5Nays none. Mayor Wooldridge offered the following resolution : Whereas, Bristow Gates ( Colored ) ,in the flood of April 30th 1911, was seriously damaged in the overflow of waters at his house 1109 East Sevent Street, and for repairs to the same has made an expenditure of $ 17.50,and, Whereas, said Gates is a very poor colored man ,and,as suc, worthy of compassionate consideration,therefore, Be it resolved by the City Council of the City of Austin : That the sum of $ 17.50 be and the same is hereby appropriated out of the general contingent fund of this City, to be paid to said Gates as an act of public compassion to cover the damages sustaine dby him in said flood, but it is distictly understood upon the part of the Officials of this City and upon the part of said Gates, and so publicly stated by him to this Council,that said appropriation constitutes no precident either in his favor or in favor of any other citizen for payment or acknowledgement of liability for damages upon the part of this City for floods arising from any cause in or about the premises of said Gatesor any where on East Seventh Street between Comal and Concho streets.
