Regular meeting of the City Council: Austin, Texas August 17, 1911 The Council was called to order by the Mayor: Roll called: Present mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell Absent None The minutes of the last and subsequent recessed meetings were good & approved. The regular order of business was suspended, and the matter of hearing protests from Citizens on 4th street and the alleys from 5th to seventh streets on Brazos and Colorado streets as to paving the same, taken up. Several citizens appeared, but made no objections to said contract, and no further action was taken in the matter. Petitions, etc: Councilman Bartholomew presented a petition from Citizens on East 6th street, asking that the Light service be continued on that street until day light. Councilman Powell presented a petition from Citizens 7 business men, doing business on Congress Avenue between 3rd and 4th streets, asking to have the alley between 4th & 5th streets and between Congress Avenue & Colorado streets paved, which was read and laid on the table subject to call. Councilman Hart presented a petition from Rescue Rose Co., a company proposed to be organized in East Austin, for admission into the Austin Fire Dept., with a report of the Fire Commissioners of this City, recommending that the petition be granted. The petition was read and laid on the table subject to call. Councilman Bartholomew presented the report of the Supt. Of the Water, Light 7 Power Plant presented his report for the month of July 1911, which was read and ordered filed. New business Councilman Hart presented the following resolution: Be it resolved by the City Council of the City of Austin: That the application of Louis Sacker for the remission of the fine and costs entered against him in the Corporation Court on August 11th 1911, for assault, be and the same is hereby refused. It appearing that the defendant has appealed from the judgement in this cause, and perfected his appeal to the County Court, which leaves the Council without jurisdiction in this matter. --- Page break --- The resolution was adopted by the following vote: Yeas Mayor Wooldridge, councilmen Bartholomew, Hart, Lockridge & Powell Nays None. Councilman Hart offered the following resolution: Resolved by the City Council of the City of Austin: That the fines and cost entered against John Huddle in the Corporation Court on the 12th day of August 1911, for intoxication, amounting to $14.50, be and the same is hereby remitted. It appearing to the Council that the defendant is a very old man, an inmate of the Confederate Home, without means, and promises in the future to abstain from the use of intoxicants. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell Nays Councilman Hart offered the following resolution: Be it resolved by the City council of the City of Austin: That the fine and cost amounting to $14.50, entered against C.G. Wagner, in the Corporation Court, on the 8th day of august 1911, be and the same is hereby remitted, for the reason set out in the accompanying application. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell Mayor Wooldridge moved that the claim of B. Gates, for damages from overflow of the water, which motion provided by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell Nays None. The Council then recessed until 2:30 P.M. this day. Thursday Aug. 17th 1911 P.M. The Council was called to order by the Mayor with all members present. --- Page break --- The Mayor laid before the Council a resolution appropriating the sum of $738.14, for paying certain fees due Geo S. Matthews, sheriff of Travis County, for official services rendered in connection with certain tax suits, wherein the City of Austin was plaintiff, in the Dist. Court of Travis County. The resolution was passed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell Nays None The Mayor laid before the Council an ordinance making an appropriation to settle the judgement claim of R.V. Dixon against the City of Austin: The ordinance was read the first time and passed under suspension of the rules by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell Nays None Mayor Wooldridge offered the following resolution: It is resolved by the City Council of the City of Austin: That the appropriation of twenty five hundred ($2,500.00) dollars to East Avenue park in the budget of 1911, which appropriation is contingent upon the citizens of Austin contributing an additional one thousand ($1,000.00) dollars to the parking of East Avenue, be so amended as that such proportional part of said twenty five hundred (*$2,500.00) dollars shall be appropriated to the East Avenue Park as will correspond to the proportional part of the one thousand ($1,000.00) dollars contributed by the Citizens of Austin to said East Avenue Park. The resolution was adopted by the following vote: Yeas Mayor Wooldridge Councilmen Bartholomew, Hart, Lockridge & Powell Nays None The Mayor laid before the Council the following resolution: A resolution declaring and fixing the amount per front foot and total amount of the cost of improvement on fifth street between Colorado and Trinity streets to be paid by each owner or property abutting thereon who has agreed with the City Council concerning the same. --- Page break --- Be it resolved by the City Council of the City of Austin, Texas: That the hearing to property owners concerning an assessment to be made against them and their property for the improvement of fifth street between Colorado and Trinity streets, having been closed and the said property owners having been fully heard as to the assessment, the benefits thereof and all matters connected with the proceedings with reference and the property owners whose names are given below having in writing consented with the City and agreed to the amount of the proportion of said cost to be assessed against them respectively and their property. 1st. That the said Council does declare and fix the total amount of the cost of said improvement to be paid by each of the said owners who have agreed with the City Council concerning the same and the amount per front foot as herein below set forth opposite the name of the said property owners and the description of their property, the names of the said owners, the description of their property, the amount to be assessed against each of them and the amounts per front foot to be assessed being as follows, to wit. The ordinance was read the first time and passed under suspension of the rules by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart & Powell Absent Councilman Lockridge The Council then recessed subject to call of the Mayor.
