Saturday August 19, 1911 The Council was called to order by the Mayor with all members present: Councilman Hart laid before the Council bids for constructing Curbs and Gutters on East Avenue, East Avenue Park, as follows, To wit: J. Brueggermann .66 cents per lineal foot. Knox T. Johnson .67 cents per lineal foot. On motion these bids were laid over for consideration by the park Committee and Councilman Hart. On motion of councilman Hart the fine and cost assessed against one Sowder in the Recorders Court, amounting to $13.80 was suspended until further orders of the Council by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, hart, Lockridge & Powell Nays None The Council then recessed subject to call of the Mayor. Saturday August 19, 1911 P.M. The Council was called to order by the Mayor with all members present. The Mayor laid before the Council a petition from G. Flurry, asking permission to erect a shed within the fire limits, which was recommended by the Chief of the fire Dept. On motion the petition was granted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell Nays None On motion Councilman Hart was granted leave of absence for two weeks by the following vote: Yeas Mayor Wooldridge, councilmen Bartholomew, Lockridge & Powell No voting Councilman Hart --- Page break --- On motion Mr. Milton Morris was granted leave of absence for 7 days by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell Nays None Mayor Wooldridge offered the following resolution: Whereas, Bristow Gates (colored), in the flood of April 30th 1911, was seriously damaged in the overflow of waters at his house 1109 East seventh Street, and for repairs to the same has made an expenditure of $17.50 and, Whereas, said Gates is a very poor colored man, and, as sue, worthy of compassionate consideration, therefore, Be it resolved by the City Council of the City of Austin: That the sum of $17.50 be and the same is hereby appropriated out of the general contingent fund of this City, to be paid to said Gates, as an act of public compassion to cover the damages sustained by him in said flood, but it is distinctly understood upon the part of the Officials of this City and upon the part of said Gates, and so publicly stated by him to this Council, that said appropriation constitutes no precedent either in his favor or in favor of any other citizen for payment or acknowledgement of liability for damages upon the part of this City for floods arising from any cause in or about the premises of said Gates or any where on east seventh street between Comal and Concho streets. The resolution was adopted by the following vote: Yeas mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell Nays None Note: This resolution should have been recorded in the minutes of August 17th but was not furnished the Clerk until after the minutes of that date had been recorded. The Council then adjourned.
