Appropriation Contingent expenses
The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin: That seven hundred and fifty ($ 750.00) dollars ,out of the General Fund appropriation for 1911, and the same is hereby appropriated and set apart to the contingent expenses of this City for the present year. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Lookridge & Powell. 4 Absent Councilman Hart 1
Approp. Concerts East Austin Wooldridge Park
The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That one hundred and twenty five ($ 125.00) dollars out of the appropriation of two hundred and fifty ($ 250) dollars ,set apart in the budget of 1911 for concerts in East Austin ,be and the same is hereby transferred and assigned to the cost of con-certs and other entertainments for the present year at Wooldridge Park. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Lookridge & Powell. 4 Absent Councilman Hart 1
The Mayor laid before the Council an ordinance providing for an enlarged,more effi-cient and economical Water, Light and Power Plant for the City of Austin, and to that end granting to William D Johnson and his assigns the franchise to erect and maintain a dam across the Colorado River at or near the location of the dam formerly erected across said river by the City of Austin; also the franchise and privilege to erect and maintain a reservoir and power house and other appurtenances to said dam also the franchise to overflow the lands formerly overflowed by the back water of said dam; providing for the protection and indemnity of said William D Johnson and his assignsagainst all damages or claims on account of overflowing such landsas may be overflowed by said dam ,etc. ,[illegible] The ordinance was read the first time and the rule was suspended and it placed on its second reading by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Lookridge & Powell. 4 Absent excused Councilman Hart 1 The ordinance was read the second time and laid over until the next regular meeting.
Dam Contract Wm D Johnson
The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the sum of $ 214.50 ,or so much thereof as may be necessary, be and the same is hereby appropriated out of any money in the appropriation for General contingent expenses for the purpose of paying expenses of the election held Aug 30th 1911, on the proposi-tion to rebuild the dam . The resolution was adopted by the following vote: Yeas Mayor Wooldridge ,Councilmen Bartholomew, Lookridge & Powell 4. Absent Councilman Hart 1. The Council then recessed subject to call of the Mayor.

Austin, Texas, Sept 5th 1911. The Council was called to order by the Mayor with all memberspresent. Mr R M Castlemanappeared before the Council and offered the following protest, which he asked be spread upon the minutes of the Council:

Hon City Council of Austin, Texas. Gentlemen :
I am informed that you have in contemplation entering into a contract with J D Johnson to rebuild the dam, formerly built by the City of Austin ,and as a citizen of Austin I protest against rebuilding said dam by Johnson ,the City or anyone else, for the reason that it did wash away for the want of a foundation, and on account of the report of the Government Engineer'sthat there is no natural foundation at this locality, I believe it will wash away again, and hereby give notice to the public through you ,that if rebuilt and does wash away again -I shall hold the City of Austin responsible for any damage I may sustain either to life or property on my farm situated on the river about six miles below the City of Austin.

On motion the communication was ordered recorded in the minutes of the Council. The Mayor laid before the Council the petition from citizens asking to have the Pound Ordinance amended so as to exempt the sand bar on the river from the Railroad bridge to the McGill crossing, On motion the petition was refused by the the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart & Powell 4 Nays Councilman Lookridge 1
Refused to amend Pound Ordinance
Councilman Hart offered the following resolution : Be it resolved by the City Council of the City of Austin : It appearing to the Council that the defendant Willie Harper was on the day of August 1911, on two complaints for assault, fined, the fine and cost in one of said causes amounting to $ 19.80 and the other to $ 14.80,and it appearing that the defendant is a poor man with a large family and that enforcing thecol-lection of both of said fines would cause his family to suffer ,and the Corpo- -ration Judge recommending the remission of one of said fines: therefore, Be it resolved by the City Council of the City of Austin : That the fine of $ 14.80 be and the same is hereby remitted. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge & Powell 5 Nays none.
Fine of Willie Harper remitted
Councilman Hart offered the following resolution : (1) That whereas there is to be held an annual convention of the International A Association of Fire Engineers at Milwauke ,Wisconsin, Sept 19th to 22nd ,inclusive, where Chiefs of Fire Departments from all Cities of importance throughout the United States will gather and where exhibits of modern fire fighting apparatus and the modern mode of fire fighting will be the main features, and whereas infor-mation thus gained will be of material benefit to our Fire Department and to our City : therefore, Be it resolved by the City Council of the City of Austin : That the sum of one hundred ($100.00) dollars be and the same is hereby appro-priated for the purpose of paying the necessary expenses of G L Woodwand Chief Engineer of the Fire Department of the City , in order to enable him to attend said convention. The resolution was adopted by the following vote :
