Regular meeting of the City Council: Austin, Texas August 31, 1911
The meeting was called to order by the Mayor: Roll Called:
Present Mayor Wooldridge, Councilmen Bartholomew, Lockridge & Powell
Absent excused Councilman Hart
The Mayor laid before the Council a petition from Wm. Von rosenbert Jr, as atty for Mrs. F. Arlitt, asking the Council to have Duval street opened between E 22nd & E 23rd streets, which was read and referred to Councilman Powell, Supt. Streets.
The Mayor laid before the Council the following resolution:
Be it resolved by the City Council of the City of Austin:
That ten ($10.00) be and the same is hereby appropriated out of the Earnings fund of the Water, Light and Power Department of this City, to reimburse M.M. Shipe in amount of ten ($10.00) dollars, paid by him in the year 1910, to secure an option from the McCulloch Live Stock Co. for the reservoir also of the reservoir purchased in connection with the Water, Light and Power Plant of this City.
The resolution was adopted by the following vote:

Absent Councilman Hart
The Council then recessed until 3 P.M. this day.

The Mayor laid before the Council the following report from the City Clerk.

As required by the City Charter, I have the honor to report the following as the result of the election held on August 30th 1911, on the proposition of Wm. D. Johnson, for rebuilding the dam, as shown by the returns made to me as follows, to wit:

The mayor appointed Councilmen Bartholomew & Lockridge a committee to verify the report of the City Clerk.
The Committee appointed to verify the report of the City Clerk in regard to the election on the proposition of Wm. D. Johnson, to rebuild the dam, reported that they had examined the returns of said election made to the City Clerk, and found the Clerks report on same to be correct.
The Mayor laid before the Council the following resolution:
Be it resolved by the City Council of the City of Austin:
That seven hundred and fifty ($750.00) dollars, out of the General fund for 1911, be and the same in hereby appropriated and set apart to the contingent expenses of this City for the present year.

The Mayor laid before the Council the following resolution:

Be it resolved by the City Council of the City of Austin: That one hundred and twenty five ($125.00) dollars, out of the appropriation of two hundred and fifty ($250.00) dollars, set apart in the budget of 1911 for concerts in East Austin, be and the same is hereby transferred and assigned to the cost of concerts and other entertainments for the present year at Wooldridge Park. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Lockridge & Powell Absent Councilman Hart The Mayor laid before the Council an ordinance providing for an enlarged, more efficient and economical Water, Light and Power Plant for the City of Austin, and to that end granting to William D. Johnson and his assigns the franchise to erect and maintain a dam across the Colorado river at or near the of the dam formerly erected across said river by the City of Austin; also the franchise and privilege to erect and maintain a reservoir and power house and other appurtenances to said dam also the franchise to overflow the lands formerly overflowed by the back water of said dam: providing for the protection and indemnity of said William D. Johnson and his assigns against all damages or claims on account of overflowing such lands as may be ovrflowed by said dam, etc. The ordinance was read the first time and the rule suspended and it placed on its second reading by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Lockridge & Powell Absent excused Councilman Hart The ordinance was read the second time and laid over until the next regular meeting. The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin: That the sum of $214.50, or so much thereof as may be necessary, be and the same is hereby appropriated out of any money in the appropriation for General contingent expenses for the purpose of paying expenses of the election held Aug. 30th 1911, on the proposition to rebuild the dam.
