New Traffic Rules Proposed & Infrastructure Boost:
The Council began drafting an ordinance to regulate street traffic and establish "rules of the road." Major infrastructure projects moved forward, including new sidewalks, the final acceptance of 9th Street paving, and the approval of an $8,819 boiler purchase for the Water Works Plant.Compassion for Impounded Animals:
Several resolutions provided fee reductions or refunds for impounded animals. This included cutting costs for 22 sheep whose fees approached their market value, halving fees for a "poor man's" donkeys, and refunding a $7 balance for a cow sold two years prior after the owner finally proved ownership.Civic Celebration & Annual Taxes:
Permission was granted for elaborate Columbus Day decorations, featuring a "Welcome" arch and a Columbus portrait, for an upcoming city celebration. The municipal tax ordinance for the year was also passed.

Regular meetingof the City Council: Auntin, Texas , October 05, 1911 The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Hart. Lookridge & Powell. 4. Absent & excused Councilman Bartholomew. 1. The minutes of the last regular and subsequent recessed meetings were read and approved. Unfinished business. The Mayor laid before the Council an ordinance appropriating the sum of $ 750.14 for the purpose of paying Knox T Johnson for constructing sidewalks and curbs in front of and abutting properties of the following named persons,viz: Estate of Monroe Miller, B M Scarbrough, Estate of Jos Nalle, & F Fiset, which was read the third time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Hart,Lookridge & Powell 4 Absent Councilman Bartholomew 1 New Business. By Councilman Hart an ordinance to regulate traffic in and along the streetsand ways of the City of Austin ,and to establish rules of the road ,and prescribing penalties for its violation. The ordinance was read the first time and the rule suspended and it placed on its second reading by the following vote : Yeas Mayor Wooldridge ,Councilmen Hart, Lookridge & Powell 4 Absent Councilman Bartholomew 1. The ordinance was read the second time and laid over. The Council then recessed subject to call of the Mayor.
Saturday October 7th 1911.
The Council was called to order by the Mayor with all memberspresent except Councilman Bartholomew. Councilman Hart presented a petition from R G Crosby asking the Council to refund to him certain pound fees paid on Sheep impounded, which was read: Councilman Hart offered the following resolution: Whereas, it appearing to the City Council from the attached petition and from the state-ment of the Pound Master that a flock of sheep ,( twenty two in number ) belonging to R G Crosby invaded the City limits and were impounded in the City pound on the day of October 1911,the pound fees amounting to $ 33.00,which amount is about the full market value of the sheep, and it would practically be confiscation to exact this penalty,therefon Be it resolved by the City Council of the City of Austin : That twenty seven dollars of said thirty three dollars be and the same is hereby remitted. The resolution was adopted by the following vote: Yeas Mayor Wooldridge , Councilmen Hart, Lookridge & Powell 4 Nays none. Councilman Hart offered the following resolution : Whereas, it appearing to the City Council that two donkeys ,belonging to one A J Clausen who lives outside the City limits,stayed into the City and were impounded ,remained in the pound for two daysbefore Clausen was able to redeem them .Clausen is a poor man andprom-ises that he will not allow them to run at large,and asks that a part of the fees be remitted the penalty against said stock being four ($4.00) dollars,therefore, Be it resolved by the City Council of the City of Austin : That one-half of said sum of four dollars be and is hereby remitted .

32 W. C. Dieke Refund of Steer by sale from pound
The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Hart, Lookridge & Powell 4 Nays none.
Councilman Hart offered the following resolution:
Whereas, it appearing to the City Council from affidavits hereto attached ,that on the 10th day of August 1909, that a certain dun cow belonging to W C Deike was impounded and sold by the City as required by law, that said cow sold for the sum of twelve and 50/100 dollars ( $ 12. 50 ) ,that the fees and expenses due the City amounted to five & 50/100 dollars ( $ 5.50) ,leaving a balance paid into the City treasury for owner $ 7.00, that the said Deike failed to claim the same within the six months as required by ordinance for reasond as stated in attached affidavit, but he having made satisfactory proof of ownership ,the Council is of the opinion that justice requires that said amount of seven ($ 7.00) dollars be now paid to him therefore, : Be it resolved by the City Council of the City of Austin : That said sum of $ 7.00 be and is adjudeed to be the property of the said W C Deike and that the City Clerk be and he is hereby authorized to draw a warrant in his favor for said amount. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Hart, Lookridge '& Powell 4 Nays none.
The Council then recessed subject to call of the Mayor.
Monday October 9th 1911.
The Council was called to order by the Mayor with all members present. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the petition of the decoration committee of the Texas Columbus Day CeleSigns. Rights. -bration , to be held in this City on the 12th day of October 1911,for permis- Columbus -sion to suspend a portrait of Christopher Columbus at the intersection of Congress Avenue and Sixth Street ; andthe permission to permit an electric light arch with the words " Welcome " worked therein, at the headof Congress Avenue , beand the same are hereby granted. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge & Powell 5 Nays none.
Councilman Hart offered the following resolution:
Pay Special Officers Resolved by the City Council of the City of Austin : That the bill hereto attached amounting to $ 22.50 for Special Officers employed during 5th, 6th & 7th of October ,1911, be and the same is hereby allowed and orderedpaid out of the general contingent fund. The resolution was adopted by the following vote : Yeas Mayor Wooldridge , Councilmen Bartholomew,Hart,Lookridge & Powell 5 Nays none.

33 . Wednsday October 11th 1911. The Council was called to order by the Mayorwithall members present. The Mayor laid before the Council an ordinance levying MunicipalTazes fotrthyear 1911 The ordinance was read the first time and passed under suspension of therules by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lochridge & Powell 5 Nays none. Councilman Powell presented the following report: To the Honorable City Council , City of Austin, Texas. Gentlemen : I beg leave to report that the Texas Bitulithic Company , to whom was awarded the contract for improvement of. ninth street from Colorado street to Brazos street , has completed the said improvement in strict accordance with the terms of said contract and the specifications for said work, adopted by the City , and I hereby recommend that said improvement be finally accepted by the City Council . Dated this 10th day of October . 1911. P W Powell, Supt Streets and Public Improvements. Councilman Powell offered the following resolution : A resolution finally accepting pavement and improvement of ninth street in the City of Austin . Whereas, the Supt of Streets and Public Improvements has filed his report with the City Council to the effect that the Texas Bitulithic Company has completed the work of paving and improving minth street from Colorado street to Brazos street under contract with the City and that said work has been fully done in strict accordance with said contract and specifications adopted by the City; therefore., Be it resolved by the City Council of the City of Austin : That the said work of improvement be finally accepted by the City and that the final estimate due by the City to said company be paid. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lochridge & Powell 5 Nays none. Councilman Bartholomew offered the following resolution : Be it resolved by the City Council of the City of Austin : That the offer of the Babcock and Wilkins Company to furnish the Water Works Plant of the City of Austin , one eight hundred ( 800) horse power , wrought steel , sectional Cross Drum Boiler for the price, delivered complete ,as per plans and specifications, of eighty eight hundred and nineteen ( 8,819.00) dollars , be and the same is hereby accepted.
