36, . Regular meeting of the City Council : Austin,Texas, October 19, 1911. The Council was called to order by the Mayor : Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge & Powell. 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and approved.
Reports of City Officers: The Mayor laid before the Council the reports of the Supt of the Water and Light Plant and that of the Plumbing Inspector for the month of Sept 1911, which were read and ordered filed.
Councilman Hart presented a petition from Hugo Ribbeck ,asking the Council to remit a fine assessed against him in the Recorders Court, which was read. Councilman Hart offered the following resolution : Whereas, it appearing to the City Council that Hugo Ribbeck was on the ---of October 1911, fined in the Corporation Court in the sum of $ 10.00 and cost amounting in the aggregate to the sum of $ 19.70,on a plea of guilty to a slaughtering meat in the City limits for the purpose of sale ,of which amount ,he has paid the sum of $ 7.50, and given bond to secure the payment monthly of the remainder $ 12.20; and It further appearing to the Council that said Ribbeck had just embarked in the butchery business and was not familiar with the law,though this would be no def ense, but taking into consideration his character as a law abiding citizen, and his promise that the offense will not be repeated,and this being h his first offense; therefore,upon the recommendation of the Supt of Police and Public Safety, Be it resolved by the City Council of the City of Austin : That the unpaid balance of said fine and cost,amounting to $ 12.20 , he and the same is hereby remitted. The re solution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge & Powell. 5 Nays none.
Councilman Powell presented to the Council a communication from Citizens in regard to 26th Street & Archway, which was read and referred to the Mayor.
New business : Councilman Bartholomew offered the following resolution : Resolved that the City Clerk be instructed to enter in the minutes as of Sept 20th the following bids for Boilers for the Water ,Light and Power Plant. Heine Boiler, sold by Smith and Whitney of Dallas, $ 7776.00 Freeman Boiler, sold by Cahall Sales Co, Chicago, .7680.00 Franklin Boiler, sold by. Randall, Lovegrove&Wyman , Houston 7975.00 Casey- Hadges Boiler, sold by Walter Tips, Austin, 7791.00 Babcock & Wilcox Boiler ,sold by Babcock & Wilcox , Houston 8819.00 Consideration of the same was postponed until meeting of the Council held on the 13th inst,when the bid of the Babcock& Wilcox Company was accepted by vote as stated in the minutes of that date. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge & Powell. 5 Nays none.

37 I voted to adopt the Babcock & Wilcox boilers for the following reasons: From the report of consulting Engineer A O Scott it is found that the Freeman boilers are too high for the available space and hence cannot be met in the engine room. The Franklin boilers are closely comparable with the Heine and Casey -Hedges boilers -- the price being higher, eliminating the Franklin boilers. The prices for the Heine and Casey -Hedges boilers are nearly the same, but the suspension of the Casey -- Hedges boilers being entirely independent of the brick work makes the Casey-Hedges preferable to the Heine.
The choice thus falls between the Casey-Hedges and the Babcock and Wilcox boilers. The Babcock & Wilcox boiler in use at the Water & Light Plant has been in service the same length of time as the Heine boilers which have been condemned by the Insurance Inspector by reducing the working steam pressure from 160 pounds to 140 pounds. The Inspector has not reduced the working pressure of the Babcock & Wilcox boiler. The Heine type of boiler is so constructed that the rear water leg rivets are likely to corrode and weaken the boiler, and this is the reason the Inspector has reduced the working pressure on the Heine boilers which we have been compelled to discontinue use. The Babcock & Wilcox boilers are suspended independent of brick work. The guaranteed overload is 100 per cent against 50 % guaranteed by the Casey-Hedges. The furnace of the Babcock & Wilcox boilers is so built that the change of fuel from lignite to oil can be easily made. The steam guaranteed is better on the Babcock & Wilcox boilers than the Casey-Hedges. The combined boiler and furnace efficiency guaranteed for the Babcock & Wilcox boilers is 78 % compared with 65 % for the Casey-Hedges boilers. The Babcock & Wilcox Co agree to furnish the services of an Engineer to set their boilers whose services and expenses are estimated at $300.00 . The evaporative quantity for oil is 2 5/10 pounds of water evaporated per pound of oil in favor of the Babcock & Wilcox boilers over the Casey-Hedges boilers. If we assume the boilers to be operated at their nominal rating of 800 H.P. for 24 hours per day , the consumption of 25 barrels more oil at 80 cents per barrel would amount to $ 20.00,it would require about 40 days only with such assumed continuous operation at full rated capacity of the boilers to balance the difference in cost of boilers in operating expenses. This alone is sufficient reason for purchasing the Babcock & Wilcox boilers.
E O Bartholomew. Councilman Bartholomew offered the following resolution : Resolved that the Supt of Parks and Public Property be authorized to have constructed two reinforced concrete tanks under ground at the Water, Light and Power Plant, of sufficient size to hold 30 days supply of fuel oil, estimated cost not to exceed $ 1,500.00. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge and Powell. 5 Nays none. The Mayor laid before the Council an ordinancegranting to the United States Government the right to construct and maintain an underground sewer in the City of Austin. The Mayor laid before the Council the following resolution : Sidewalk Be it resolved by the City Council of the City of Austin : W Avenue (1) That the petition of certain property owners for the ordering of a legal sidewalk to be put down by the property owners on the west side of West Avenue from sixth to tenth streets ,be and is hereby granted. (2) That it is hereby ordered by the City Council that sidewalks and proper curbing be constructed on the West side of West Avenue from sixth to tenth streets. (3) That the Supt of Streets and Public Improvements be and he is hereby authorized and instructed to adopt the legal procedure for the enforce-ment of this resolution . Sewer The Mayor laid before the Council an ordinancegranting to Otto Stolley the right right to construct and maintain an underground sewer from a septic tank to be located on lots 4 & 5(oreither) in block 4 in Christian & Fellmans addition along Red River street to connection with the storm sewer on east 19th street. so as to cause the flowage thence to Waller creek. Gentlemen :
I beg leave to report that the Texas Bitulithic Company ,to which was awarded the contract.for the improvement of eighth street from Congress Avenue to Brazos street, has completed the said improvement in strict accordance with the terms of said contract and the specifications of said work,adopted by the City, and I hereby recommend that the said improvements be finally accepted by the City Council. Dated this 19th day of October ,1911, P W Powell, Supt Streets and Public Improvements.
Councilman Powell offered the following resolution : A resolution finally accepting pavement and improvement of eighth street in the City of Austin : Whereas, The Supt of Streets and Public Improvements has filed his report with the City Council to the effect that the Texas Bitulithic Company has completed the work of paving and improving eighth street from Congress Avenue to Brazos street under contract with the City and that said work has been fully done in strict accordance with said contract and specifications adopted by the City; therefore, Be it resolved by the City Council of the City of Austin : That the said work of improvement be finally accepted by the City and that the final estimate due to the said company be paid . Councilman Powell offered the following resolution: A resolution declaring and fixing the amount per front foot and total amount of the cost of improvement on eighth street in the City of Austin,between Congress Avenue and Brazos street to.be paid by each owner of property abutting thereon whomas agreed with the City Council concerning the same . Be it resolved by the City Council of the City of Austin : That the hearing to property owners concerning an assessment to be made against them and their property.for the improvement of eighth street between Congress Avenue and Brazos streets having been closed ,and the said property owners having been fully heard as to the said assessment , the benefits thereof and all matters connected withtheproceedings with reference to said improvements and tthe property owners whose names given below having in writing consented with the City and agreed to the amount of theproportion of said cost to be assessed against them respectively and their property. 1st . Councilman Bartholomew offered the following resolution : Be it resolved by the City Council of the City of Austin : That the sum of five hundred ($ 500.00) dollars appropriated for new roof for sheds at Market square in this City in the budget of 1911, be and the same is is hereby transferred , made available for and appropriated to the expense of permanent paving, and made disbursable under that heading by the Supt Street and Public Improvements. Councilman Lockridge offered the following resolution : Be it resolved by the City Council of the City of Austin : That the sum of five hundred ($500.00) dollars out of the appropriation of one thousand ($ 1,000.00) dollars for "grounds and stables for stock and machinery )" in the budget for the year 1911, be and the same is hereby transferred to and made available for the expense of permanent paving, and disbursable by the Supt of Streets and Public Improvements. 41 Repaving paving 6th & Cong. Ave. The Council then recessed subject to call of the Mayor. Austin, Texas, Oct 23rd 1911. The Council was called to order by the Mayor with all members present. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin : (1) That theCity Engineer of the City of Austin be and is hereby instructed to have repaved the spaces on Sixth Street and Congress Avenue ,adjacent to the Littlefield building improperly repaved by the American Construction company after the comple-tion of the Littlefield building in this City. (2) That the cost of such repair work be charged to the $ 100.00 deposite now in hands of the Supt Streets and Public Improvements, and that the residue of said depos-ite be held by the Supt Streets and Public Improvements subject to the order of the American construction company. The resolution was adopted by the following vote : Yeas Mayor Woolridge, Councilmen Bartholomew, Hart, Lockridge & Powell 5 Nays none. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : (1) That the City Engineer of the City of Austin be and he is hereby instructed to Gas Co To repair paving require of the Austin Gas Light Company the repaving ,at its cost, of that portion of Congress Avenue southwest of Seventh Street improperly repaved by the Austin Gas Lig company in recent work done on the Avenue at that place. (2) That the work required to be done under the first section of this resolution, shall be done under the supervision of the City Engineer and subject to his approval . October 25th 1911. The Council was called to order by the Mayor with all members present ,except Councilman Powell. The Mayor laid before the Council an ordinance ,granting the Southwestern Telegraph and Telephone Company the right to lay a four multiple conduit in the alley between SW Tel Co. To lay conduits Congress Avenue and Colorado Street in this City, from the rear of their present Office at number 410 Congress Avenue ,up to the intersection of said alley with New Seventh Street in the City of Austin, Texas. Section 2. That the permit here granted by the City of Austin shall expire with th the franchise heretofore granted by the City of Austin to said Southwestern Telegraph and Telephone Company to establish and maintain its plant in the City of Austin ,Texas. Section 3. That the work done under this permit shall be done under and subject to approval of the Supt of Streets and Public Improvements.
