The city adopted an ordinance prohibiting the construction or repair of barbed wire fences within city limits and formally accepted the newly completed Bitulithic paving on 10th Street.Infrastructure Investment:
A.C. Scott was hired as a consulting engineer at $150/month to oversee rebuilding the city dam, the steam plant, and other general engineering work.Judicial Discretion:
The council remitted portions of fines for two individuals; one for a youth charged with disturbing the peace, and another for assault, conditioned on the offender leaving the city.Civic Leadership Change:
H.L. Haynes was elected as a new Councilman to fill a vacancy, securing 1077 votes.

42 . Regular. meeting of the City Council : Austin, Texas, October 26, 1911. The Council was called to order by the Mayor: Rollcalled: Present Mayor Wooldridge, Councilmen Bartholomew, Hart & Lockridge 4 Absent Councilman Powell 1 The minutes of the last regular and subsequent recessed meetings were read and approved.
Reports of City Officers: The Mayor laid before the Council the report of the Sanitary Inspector for the month of Sept 1911, which was read and ordered filed.
Unfinished business: The Mayor laid before the Council an ordinance appropriating the sum of $ 215. 25 ,for the purpose of paying expenses of an election held Oct 17th 1911, which was read the third time and passed by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart & Lockridge 4 Absent Councilman Powell 1
The Mayor laid before the Council an ordinance Ott allotting the right to con-struct and maintain an underground sewer from a septic tank to be located on Lots Nos 4&5(or either) in Block four in Christian & Hellmans addition along Red River street to connection with the storm sewer on east nineteenth street so as to cause the flowage thence to Waller creek. The ordinance was read the second time.
New business. By Councilman Lockridge a resolution as follows: Be it resolved by the City Council of the City of Austin : That two hundred and fifty ( $ 250.00) dollars out of the appropriation for for " feed for teams for Sanitary Dept )" in the budget for the year 1911, be and the same is hereby transferred to Miscellaneous expenses of Hospital, and said appropriation is made available for said purpose and placed at the disposition of the Supt of Police and Public Safety. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart & Lockridge 4 Absent Councilman Powell 1
By Councilman Hart an ordinance amending Articles 197,198,199,200,201,202,203, 204, 205,206,207,208,209, 210, 211, 212,213, 214, 215,216, 217,218,219 220, 221 & 222of the revised ordinances of the City of Austin ,relating to the organization of the Fire Dept of the City of Austin. The ordinance was read the first time.
Councilman Hart offered the following resolution : Whereas, it appearing to the City Council that one Wesley D Cheek was fined in the Corporation Court the sum of ten dollars and costs amounting in the aggregate to the sum of $22.65, upon the charge of " Disturbing the Peace" and the defendant being a youth under the age of19 years,andupon the eve of leaving the City ,permanently, upon the recommendation of the Supt of Police and Public Safety ,be it resolved that the sum of $ 11.75, of said fine be and the same is hereby remitted, The resolution was adopted by the following vote : Yeas Mayor Wooldridge ,Councilmen Bartholomew,Hart, Lockridge & Powell 5 Nays none. The Council then recessed subject to call of the Mayor.

Monday October 30th 1911 . The Council was called to order by the Mayor with all members present. Barbed Wire ordinance The Mayor called from the table anordinance prohibiting the construction or maintenance of Barbed Wire Fences ,for which a penalty is provided. The ordinance having heretofore been read the third time,is laid on the table subject to call. Mayor Wooldridge offered as a substitute for the ordinance an ordinance prohibiting the construction or repair of barbed wire fences within the City of Austin, and for the violation of which a penalty is prescribed . The substitute was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge & Powell 5 Nays none. Councilman Bartholomew moved to amend the substitute ordinance by striking out in line 2 the word "repair" and in line 3 the word "repaired ". The amendment was lost by the following vote : Yeas Councilmen Bartholomew & Lookridge 2 Nays Mayor Wooldridge,Councilmen Hat & Powell 3 The ordinance was then passed by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart ,Lookridge & Powell 5 Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That five hundred ($ 500.00) dollars out of the appropriation of one thousand dollars Damages Chas Delany for " costs and damages " for the street dept for the year 1911,be and the same is hereby set apart and applied in part payment of the judgement of Chas Delany,Srvsthe City of Austin. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart Lookridge & Powell 5 Nays none. Councilman Bartholomew offered the following resolution : Be it resolved by the City Council of the City of Austin : That the Supt Parks and Public Property be authorized to secure the services of A C A. C. Scott employed as Consulting Engineer Scott of Dallas ,Texas,as consulting Engineer ,at a salary of onehundred and fifty ($ 150.00) dollars per month ,which sum shall include notonly the amount for services in connection with rebuilding the dam ,but also the amount now paid him for services in connection with the steam plant; His services as consulting Engineer to be at the command of the City for any and all engineering work upon which the City may desire his services,whether same be specifically connected with the Dam construction and the Steam Plant ,or not;the City to allow his necessary expenses for trips from Dallas to Austin and return ,said trips to Austin to be made only upon the request ,or consent of either the Superintendent of Parks and Public Property or the Mayor of Austin; this employment to be for such time as shall be mutually agreeable to said A C Scott and the City of Austin. 44 Tuesday ,October 31st 1911. The Council was called to order by the Mayor with all members present. Councilman Hart offered the following resolution : Whereas, it appearing to the City Council that one Luther Robinson was on the Luther Robinson fine 27th day of October 1911, fined in the Corporation Court , the sum of $ 10.00 and cost , amounting in the aggregate to the sum of $ 24.90, for assault; That he has paid on said fine the sum of $ 20.00and promises that if the balance of $ 4.90 is remitted to leave the City, therefore , upon the recommendation of the Superintendent of Police and Public Safety, Be it resolved by the City Council of the City of Austin : That said sum of $ 4.90 be and the same is hereby remitted. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge & Powell. 5 Nays none. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Transfer funds That twelve hundred and fifty ($ 1250.00) dollars out of the contingent appropriation of twenty five hundred ($ 2,500.00) dollars to the East Avenue Park in the budget of 1911, be transferred to and appropriated back and made a part of miscellaneous parkappropriation s for the current year. Austin,Texas, October 27th 1911. Hon P W Powell , Supt Streets and Public Improvements, City of Austin, Texas. Dear Sir: This is to certify that I have inspected the Bitulithic pavement laid by the Texas Bitulithic Company on East & West 10th streets between the Rep. Bitulithic Paving East curb line of Colorado street and the West curb line of Brazos street, and find that the same has been satisfactorily completed in accordance with plans and specifications . Yours very truly, G S Iredell, City Engineer. 10th Street The Mayor laid before the Council the following report : To the Hon City Council , City of Austin ,Texas. Gentlemen : I beg leave to report that the Texas Bitulithic Com pany ,to which was awarded the contract for the improvement of tenth street from Colorado to Brazos street ,has completed the said improvement in strict accordance with the terms of said contractand the specifications of said work ,adopted by the City:,and I hereby recommend that the said improvements be finally accepted by the City Council. .Councilman Powell offered the following resolution : A resolution finally accepting pavement and improvement of tenth street in the City of Austin. Whereas, The Supt of Streets and Public Improvements has filed his report with the City Council to the effect that the Texas Bitulithic Company has completed the work of paving and improving tenth street from Colorado to Brazos streets under contract with the City and that said work has been fully done in strict accordance with said contract and specifications adopted by the City ; therefore, Be it resolved by the City Council of the City of Austin : That said work of improvement be finally accepted and that the final estimate due by the City to the said company be paid.
The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hast ,Lookridge & Powell 5 Nays none.
The Council then recessed subject to call of the Mayor.
Wednesday November 1st 1911. The Council was called to order by the Mayor with all members present.
The Mayor laid before the Council the following report: Hon Mayor and City Council, City of Austin,Texas.
Gentlemen : Report City Clerk Election As required by Section 3, Article 3, of the City Charter I hand you here-with statement of the result of the election held in this City ,on Tuesday Oct 31st 1911, for the election of a Councilman to fill the vacancy caused by the resignation of Councilman Lookridge,as shown by the returns made to me by the Officers of election in the various wards: Total No of votes cast 2133.
