46 Regular meeting of the City Council : Austin, Texas: November 02, 1911. The Council was called to order by the Mayor : roll called : Present Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and approved. Reports of City Officers. The Mayor laid before the Council the report of the Assessor and Collector of taxes for the month of October 1911, which was read and ordered filed. Unfinished business. Stolley Sewer The Mayor laid before the Council an ordinance granying to Otto Stolley the right to construct and maintain an underground sewer from a septic tank to be located on lots 4 & 5, in block 4 Christian & Wellmens addition , which was on motion laid on the table . Unfinished business . Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : Transfer funds That the sum of seven hundred and forty eight & 57/100dols( $ 748.57 ), balance to be paid out of Street Improvement fund ,be transferred to the East Avenue Park fund . That the City Treasurer be and he is hereby instructed to transfer the above sum from the Street fund to the Park fund. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge & Powell 5 Nays none. The Mayor laid before the Council an ordinance appropriating the sum of Election expenses $ 227.50 for the purpose of paying expenses of an election held October 31st paid 1911. The ordinance was read the first time and the rule suspended and it placed on its second reading by the following vote : Yeas Mayor Wooldridge , Councilmen Bartholomew, Hart ,Lookridge '& Powell 5 Nays none. The ordinance was read the second time and laid over The Mayor laid before the Council the following resolution : Whereas, Jno O Johnson did, on the 1st day of November 1911,file his certif-icate as City Clerk, that at the Special election held in this City on October 31st 1911,2,133 votes were cast for Councilman ,of which 2,133,1,056 votes were Haynes declared cast for W B Anthony and 1,077 votes were cast for Harry L Haynes,and, Elected Whereas, no notice of contest has been filed with the Council as to the result of Councilman of said election : now therefore, Be it resolved by the City Council of the City of Austin : That at the special election held upon October 31st 1911, as hereinabove stated 2,133 votes were cast for Councilman ,of which votes W B Anthony received 1,056 and Harry L Haynes received 1,077,and it appearing from said returns that Harry L Haynes received a majority of twenty one ( 21) votes out of the votes cast ,therefore, he is hereby declared by this Council to be Councilman elect and, as such ,entitled to qualify under the law. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lookridge & Powell 5 Nays none.

The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the City Treasurer be and he is hereby authorized and directed to transfer from the Street Improvement fund to the General fund the sum of five hundred ($500.00 ) dol dollars ,to refund to the General fund that amount drawn from that fund ,to pay part of the judgement due Chas.Dalano, in error. 48 Moving picture Ordinance . The Mayor laid before the Council an ordinance regulating the construction and operation of electric Theaters or auditoriums ,where moving pictures are dis-played, and for other purposes, and providing a penalty for the violation thereof.

Friday Nov 3rd 1911. Repealing certain Articles Wiring The Council was called to order by the Mayor with all members present. The Mayor laid before the Council a n ordinance repealing Section 1, of Article 1098,and Article 1107 of the Revised ordinances of the City of Austin, Texas.
The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell 5 Nays none.
The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : S.D. Warner Damages That fifty ($ 50.00) dollars out of the general contingent fund of this City be and is hereby appropriated to pay the Judgement recovered against the City of Austin in the District Court of Travis County, cause No 26261, Sim D Warner vs City of Austin. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Lockridge & Powell 5 Nays none. The Council then recessedsubject tocall of the Mayor.

The Council was called to order by the Mayor; Mayr Wooldridge Councilmen Bartholomew, wPowell 3 Absent Councilmen Hart & Lookridge 2
The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin: That twenty three and46/00($23.46) dollars, be and is hereby appropriated out of the general contingent fund of the City of Austin for the year 1911, to reimburse the Lone Star Brewing Company , the present owners and holders of malt liquor license No240, issued by the City of Austin, Texas, on or the 11th day of July 1911, the unused portion of said license.
The period of reimbursement covered by this appropriation is 276 days, and the amount is $ 23.46, figured at 85 cents per day as to the value of said malt liquor license. The resolution was adopted by the following vote:
Yeas Mayor Wooldridge, Councilmen Bartholomew & Powell 3 Absent Councilmen Hart & Lookridge 2.
The Council then adjourned.
