Austin Policy: New Police, Park Funds, Fines Remitted

  • Major Tax Rolls Approved:

    The city officially approved the tax rolls for both 1910 ($298,106.78) and 1911 ($315,134.25), solidifying municipal finances.
  • New Mounted Policeman Appointed:

    Following a resignation, J.H. Mallory was swiftly appointed to serve as a mounted policeman.
  • Park Funding Secured:

    A $750 contribution from citizens designated for East Avenue park improvements was officially transferred into the dedicated Park Fund.
  • Thanksgiving Fine Remissions:

    In a humanitarian gesture, the city remitted approximately $50 in unpaid fines for several individuals, citing a desire to "relieve the miseries of some of the City's unfortunates" during the Thanksgiving season.

62 . Regular meeting of the City Council: Austin, Texas, November 23, 1911. . The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Absent none. The minutes of the last regular meeting were read and adopted. Reports of City Officers. The Mayor laid before the Council the reports of the Assessor & Collector, the Treasurer, The City Clerk, Sanitary Inspector & the Supt of the Water & Light Plant for the month of October 1911, which were read and ordered filed. Councilman Haynes presented the following communication. Austin, Texas, Nov 23rd 1911. To Harry L Haynes, Commissioner, Austin ,Texas. Sir: I herewith tender you my resignation as a member of the Board of Equalization to the City of Austin, Texas, same to take effect at once. J B Webb Councilman Haynes offered the following resolution: Be it resolved by the City Council of the City of Austin: THAT the resignation of Mr J B Webb, as a member of the Board of Equalization, herewith presented, be, and is hereby accepted. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Hart presented to the Council a petition from J G Smith, asking to have certain pound fees remitted, which was read. Councilman Hart offered the following resolution: It appearing from the records and imformation from the Officers that this Stock of Mr Smiths has been in the pound once before, and the $9.00 asked to be remitted is for two seperate impoundings, under the circumstances as stated by him ,I feel that equity would justify the remission of $ 4.50 of said amount but no more, I therefore recommend the remission of $ 4.50, of said $9.00, and that this amount of $ 4.50, be refunded to him by the Clerk of the Corpo -ration Court, not having yet been paid into the City treasury; Be it therefore resolved by the City Council of the City of Austin: That said sum of $ 4.50, be and the same is hereby remitted and ordered paid as directed. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. On motion of Councilman Hart $ 4.80, of a fine assessed in the Recorders Court against J T McClanahan , was remitted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Hart presented to the Council the resignation of Mr W L Brooks, as Mounted Policeman, to take effect Dec 1st 1911. The resignation was accepted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Hart presented the following communication from the City Marshal. --- Page break --- 63 Austin,Texas, Nov 23rd 1911. . To the Hon Mayor and Commissioners of the City of Austin,Texas. Gentlemen : I most respectfully recommend that J H Mallory be appointed a mounted Police -man to fill the vacancy created by the resignation of W L Brooks, effective Dec 1st 19 1911. J H Mallory appointed Policeman ”ery respectfully, J T Laughlin, City Marshal. On recommendation of Councilman Hart the nomination was confirmed,by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Not voting Councilman Hart 1 The Mayor read a communication from Mr Frank Taylor, in regard to street work on West 6th street ,which was referred to Councilman Powell. The Council then recessed,subject to call. Friday Nov 24th 1911. The Council was called to order by the Mayor with all members present. Councilman Haynes offered the following resolution : Tax Rolls for 1910 & 1911 approved Be it resolved by the City Council of the City of Austin: That the tax rolls of the City for the years 1910 & 1911,including the supplementary rolls of both of said years ,as prepared by the City Assessor & Collector , and showing the aggregate for said years as follows: Aggregate of taxes for 1910, $ 298,106.78 Aggregate of taxes for 1911, 315,134 .25 Be and are hereby approved. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Bartholomew offered the following resolution : Chas Casey Leave of absence Be it resolved by the City Council of the City of Austin : That leave of absence be and is hereby granted to Chas D Casey,Assistant Cashier of the Water, Light and Power Dept ,for thirty (30) days from and after the 27th day of November 1911. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Transfer fund Be it resolved by the City Council of the City of Austin : That the seven hundred and fifty ($ 750,00) dollars deposited by the Citizens of Austin as a contribution from themselves to the parking of East Avenue,be and the same is hereby transferred from the General fund of the City of Austin to the Park fund,and specifically assigned to the appropriation carried upon the City's books for the improvement of East Avenue. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. The Council then recessed subject to call of the Mayor. --- Page break --- 64 Repairs streets Littlefield Building ordered Paid $100.00 to deposit to water, Light & Power Dept Tuesday November 28th 1911. .The Council was called to order by the Mayor with all members present except Councilman Haynes . The Mayor laid before the Council the following resolution : Whereas, the American Construction Co of Houston Texas, which built the Littlefield building at the corner of xSixth street and Congress Avenue in this City ,deposited with the Supt of Streets and Public Improvements $ 100.00 to indemnify the City of Austin against damages which might be done to its streets and alleys by reason of said construction ; and, Whereas, the American Construction Co has had the damages to the streets at the intersection of East Sixth street and Congress Avenue repaired to the satisfaction of the Supt of Streets and Public Improvements; and, Whereas, the American Construction Co has issued an order upon P W Powell Supt of Streets and Public Improvements,dated November 24th 1911, to pay over to the Water, Light & Power Dept ,through its Supt,the $ 100-00 on deposits with him ,for account of its indebtedness to the City of Austin for Water, Light and Power used ; therefore, Be it resolved by the City Council of the City of Austin : That one hundred ($ 100.00) dollars out of the General Street fund of the City of Austin be and the same is hereby ordered to be transferred and paid over to theWater, Light and Power Dept ,by reason of the premises hereof,and, Be it further resolved : that this resolution shall be a voucher to the City Clerk for drawing of said warrant for $ 100.00. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart & Powell 4 Absent Councilman Haynes 1 The Council then recessed subject to call of the Mayor. Wednesday November 29th 1911. The Council was called to order by the Mayor with all members present except Councilmen Haynes & Powell. Councilman Hart offered the following resolution : Whereas, it being brought to the attention of the City Council of the City of Austin that Thanksgiving giving to a great many people comes but once a year,and the power being granted it by law to relieve to some extent the miseries of some of the City's unfortunates,and being anxious to do good and relieve suffering wherever it can legally do so ,upon the recommendation of the Supt of Police and Public Safety; Be it therefore resolved by the City Council of the City of Austin : That th unpaid balances due by the following parties respectively,to-wit: Fernando Luna $ 5.55 Frank Foura 4.55 Billie Robinson 2.00 Alex Snipes 12.30 Chas Lee 12.55 Bogle Payne 15.15 Fine be and the same are hereby remitted : The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew & Hart 3 Absent Councilmen Haynes & Powell 2 The Council then adjourned Jno.
