Animal Impoundment Leniency:
The city adopted a policy of leniency for residents in recently expanded city limits, refunding impoundment fees for several citizens whose cattle and cows were seized.Infrastructure Investment:
Funds were transferred to the permanent paving fund, and detailed street grades were officially established for Colorado Street between 3rd and 7th streets to guide future development.Citizen-Funded Park Improvements:
Donated funds from citizens, specifically designated for East Avenue Park, were formally segregated and appropriated solely for improvements to that park.

Regular meeting of the City Council: Austin, Texas, November 30, 1911. The Council met with Mayor Wooldridge present, and adjourned until 10 o'clock A M Friday Dec 1st 1911.
Friday, December 1st 1911. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and approved. The Mayor laid before the council the report of the Assessor & Collector ,which was read and ordered filed. Councilman Hart offered the following resolution: Whereas, it appearing to the City Council that six head of cattle belonging to Mrs J C Young of South Austin have been impounded in the City pound upon two seperate occasions ,to-wit Oct 23rd and 29th ,for which she has paid the sum of $ 18.00 as pound fees; and, Whereas, it being the policy of the City Council to be as lenient as the circum-stances will admit to persons living in the territory recently embraced in the pound limits, and the $ 9.00 last paid as fees not yet having been paid into the City Treasury; therefore upon the recommendation of the Supt of Police and Public Safety, Be it resolved by the City Council of the City of Austin: That said sum of $ 9.00 now in the hands of the Clerk of the Corporation Court ,be and the same is hereby remitted and said Clerk is hereby authorized to refund said sum to said Mrs J C Young. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Hart offered the following resolution: Whereas, it appearing to the City Council that the facts stated in the attached commu-nication of D A Gregg are true, upon the recommendation of the Supt of Police and Public Safety: Be it resolved by the City Council of the City of Austin: That the pound fee paid by D A Gregg for the impounding of his cow be and thesame is hereby remitted, and the City Clerk is hereby authorized and instructed to draw a warrant in his favor for said $ 1.50. The resolution was adopted by the following vote: Yeas Mayor Wooldridge , Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. On motion of Councilman Hart a pound fee paid by Mr Howard Prowse of $ 1.50 was remitted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none.

Monday December 4th 1911.
.The Council was called to order by the Mayor with all members present except Councilman Bartholomew.
Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the sum of five hundred ($ 500.00) dollars be and the same is hereby transferred from the Street Improvement fund to the Permanent Paving fund of this City.
The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Hart , Haynes & Powell 4 Absent Councilman Bartholomew 1 The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : (1) That the resolution adopted by this Council on the 24th day of November, 1911, transferring from the General fund to the Park fund seven hundred and fifty ($750.00) dollars for account of East Avenue Park, be and the same is hereby repealed. (2) That the seven hundred anfd fifty ($ 750.00) dollars contributed by the citizens of Austin to the parking of East Avenue heretofore deposited to the credit of the General Park fund be and the same is hereby segregated from the general Park fund of the City and especially appropriated to the improve-ment of East Avenue Park in this City. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew ,Hart, Haynes & Powell 5 Nays none.
Bohn-Shelby Signs The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That permission is here granted to the Bohn-Shelby Companyto place and main-tain in place for the month of December, 1911, two cloth signs across the sidewalk in front of thier store at No 223 East Sixth street in this City. Said signs are to be not less than nine feetabove the sidewalk ,to be about the width of the sidewalk in front of which they are placed, and respectively about eighteen (18) inches wide in the one instance ,and two and ahalf to three feet wide in the other instance. These signs are to be securely sus – -pended and kept in position during the time of this permit and are to be promptly removed from their respective positions on or before the first day of January 1912.This resolution is subject to revocation at any time at the pleasure of the City Council . The resolution was adopted by the following vote : Yeas Ma or Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none.
