Austin: Gas Sewers, Wage Hikes, Teen Curfew

68 . Regular meeting of the City Council: Austin, Texas, December 07, 1911. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Hart & Haynes 4 Absent Councilman Powell 1 Owing to the absence of the Clerk, the reading of the minutes was postponed for the present. Jas Durham Damages The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin: That twenty five ($25.00) dollars be and the same is hereby appropriated out of the Earnings fund of the Water ,Light and Power department of the City of Austin,Texas, to pay the judgement recovered in the twenty sixth Judicial District Court of Travis County ,Texas, in cause No 27,521 ,James Durham et al vs City of Austin,Texas. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart & Haynes 4 Absent Councilman Powell 1 Gas Co Sewer. The Mayor laid before the Council an ordnance granting to the Austin Gas Light Company the right to construct and maintain an underground Sewer in the City of Austin . The ordinance was read the first time and on motion the rule was suspended and it placed on its second reading by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart & Haynes 4 Absent Councilman Powell 1 Petfor increase of wages The ordinance was read the second time and laid over. The Mayor laid before the Council a petition from a Committee from the American Federation of Labor asking an increase of wages to employees of the City ,which was read and taken under advisement. The Mayor laid before the Council a petition from Citizens and taxpayers,asking to have an ordinance passed to prevent the running at will after certain hours of certain women and boys under the age of 16 years ,which was read and laid over for consideration. Councilman Powell entered the Council chamber . On motion Mr Chas Wolf was granted further time until Jan 1st 1912 in which to put in Sidewalk in front of his property on Congress Avenue between 2nd and third streets. Chas F Wolf granted further time to put in Sidewalk Councilman Haynes offered the following resolution: Be it resolved by the City Council of the City of Austin: That whereas there are a number of lots ,half lots and quarter lots in Oakwood Cemetery which have been bargained for by parties and on which one or more interments have been made and which have not been paid for ,and there being no more lots to sell and the City being greatly in need of all unsold ground, Therefore be it resolved,that the City Assessor and Collector be and is hereby instructed to notify the parties making such contracts or selections ,that if the lot, half lot or quarter lot contracted for is not paid for by January 1st 1912, that the City will proceed to sell single burial space on such lots. And be it further resolved : That the City Sexton be and is hereby authorized to use all of said lots ,half or quarter lots for single graves,if not paid for in accordance with this resolution,and he is hereby directed to furnish the Assessor and Collector with all data to find the owner or owners of the Order sale Certain Cemetery lots --- Page break --- 70 Lloyd Bros Pound fee. Councilman Hart offered the following resolution : Whereas, it appearing to the City Council that two head of cattle belonging to Lloyd Bros Dairymen, who formerly lived near the old dam on the Colorado R river ,were impounded in the City pound on two occasions,to-wit,Nov 24th & 28th the pound fees amounting to $ 3.00 on each occasion ,and from their statement in the attached communication it appears that they were moving from said locationand said stock got away from the man driving them and were reported to to the Police Dept, and all of said stock having been removed from the City limits ,and the territory from which the stock was taken having been recently added to the pound limits ,the Supt of Police and Public Safety feels justi-fied in and doesrecommend to remittance of said pound fees to the extent of $ 3.00 ,the amount of first impounding fees ,proper diligence not having been shown as to the recovery of the stock which were impounded on the 28th inst, therefore, Be it resolved by the City Council of the City of Austin : That the above pound fee for impounding said cattle of date Nov 25th 1911, be and the same is hereby remitted ,and the City Clerk is hereby authorized to draw a warrant in favor of said Lloyd Bros for the amount of $ 3.00 in pay-ment of same. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart, Haynes & Powell 5 Nays none. The Council then recessed subject to call of the Mayor. Wednesday Dec 13th 1911. The Council was called to order by the Mayor with all members present: Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin : That the City Engineer be and he is hereby authorized to establish a four and a half foot sidewalk own a straight line on the south side og twenty-sixth street between Guadalupe and Speedway ,which straight line for the sidewalk is hereby authorized to be placed upon the outside of the ten foot sidewalk space on twenty -sixth street between Guadalupe street and Speed-way in this city. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Hart & Powell 3 Not voting Councilmen Bartholomew & Haynes 2 The Council then adjourned. J.O.A.
