77 Bogular meeting of the Wity Council: Austin, Texas, December 21, 1911. The Council was called to order by the Mayor : Rolloalled: present Mayor Wooldridge, Councilmen Bartholomew,Hart, Haynes & Powell 5 Absent None. The minutes of the last regular and subsequent recoused meetings wre read and approved. Councilman Haynes presented the report of the Sanitary Inspector for the month of November 1911, which was read and ordered filed. Mollie Hancock fine remitted Councilman Hart presented the following resolution : Whereas, it appearing to the City Council that one Mollie Hancock ,is now confined in the City jail in default of the payment of balance of $ 4.80,due on a fine imposed for intoxication,that she has an old decrepit Motherto whom she is very kind and considerate when at home, under the circumstances the Supt of Police and Public Safety suggests that it is to the best interest of the City and the dictates. of humanity that the balance of said fine be remitted and defendant discharged; therefore, Be it resolved by the City Council of the City of Austin : That the $ 4.80 balance due of said fine be and is hereby remitted and said defendant ordered discharged. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart, Haynes & Powell 5 Nays none. Geo Matthews pound fee Councilman Hart offered the following resolution : Whereas, it being shown to the City Council that a cow belonging to one Geo Matthews ( Colored ) broke a rope with which she was tied & was taken in charge by the Pound Master and impounded in the City Pound,that the territory from which the cow was taken has recently been added to the Pound limits, and the applicant being a poor man and this being the first violation ,the Supt of Police and Public Safety recommends that the fee be remitted; therefore, Be it resolved by the City Council of the City of Austin : That the fee of one and a half ($ 1.50 ) dollars paid, be and the same is hereby remitted, and the money being still in the hands of the Clerk of the Corporation Court he is hereby directed and authorized to refund same. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Mr. Barton pound fee Councilman Hart offered the following resolution : Whereas, it being shown to the City Council that a mule belonging to a Mr Barton broke loose from his wagon while being brought to the City for the purpose of sale, becoming frightened at an " Auto",that the mule was found and impounded by the Pound Master while the owner was in search for it .It being an unavoidable accident,the Supt of Police and Public Safet recommends that the pound fee be remitted; therefore, Be it resolved by the City Council of the City of Austin: That said fee of $ 1.50 be and the same is hereby remitted and said money not yet having been paid to the Assessor and Collector,the Clerk of the Corporation Court i s hereby authorized and directed to refund same. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart, Haynes & Powell 5 Nays none. --- Page break --- 78 .The Mayor laid before the Council the following communication: Austin, Texas, Dec 19th 1911. Gentlemen : Yourselves and families are cordially invited to attend the Christmas Celebration given by Protection Hose Co No 3, at their Hall on Wednesday evening Dec 27th 1911,at eight O'clock . The Committee. No action taken . . The Council then recessed until 2 .30 O'clock P M this day. Austin, Dec 23rd 1911. .The Council was called to order by the Mayor with all members present,except Councilman Powell. Fines remitted Councilman Hart offered the following resolution : Whereas, it being made known to the City Council that the following named parties ,to-wit: Dora Hollis, Emmett Ruiz, and Lupi Lopez, have been convicted and fi ned in the Corporation Court for intoxication and are now indebted to the City for the following unpaid balances, to-wit : Dora Hollis balance of $ 7.80 Emmet Ruiz " " 3.55 Lupi Lopez " " 6.30 the first named being a woman sick and worthless and an expense to the City, the last two being Mexicans, who have worked out their fines,except the above balances ,and it being the judgement of the Council that the further punish-ment of said defendants will not better their moral condition or be of any special benefit to the City, upon recommendation of the Supt of Police and P Public Safety , Be it resolved by the City Council of the City of Austin : That said above named fines be and the same are hereby remitted and defend-ants ordered discharged. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart & Haynes 4 Absent Councilman Powell 1 B M Barker Gasoline Tank 409 Colorado The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Thta permission be and is hereby granted to Ben M Barker to install a four-barrel gasoline storage tank of the Bowser make under the sidewalk in front of his garage premises at 409-11 Colorado street . Said installation must be made under the supervision and subject to the approval of the City Engineer of this City. Be it further resolved : That the permit here granted to Ben M Barker is subject to revocation on the part of the City Council. The resolution was adopted by the followig vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, & Haynes 4 Absent Councilman Powell 1 . Bids for supplies Councilman Haynes presented bids for supplies for the City for the term ending June, 30th 1911,which were opened and read ,and on motion were referred to Councilman Haynes and thedifferent heads of Depts for examination and report.
