  • Segregated Public Services:

    Approved various city contracts, notably separate bids for handling "white pauper remains" and "colored pauper remains," along with general city and hospital supplies.
  • Major Infrastructure Update:

    Extended the deadline for the dam reconstruction contractor due to a city-mandated change in the power transmission line route; also officially set new street grades for Baylor Street.
  • Property Tax & Charity Policy:

    Authorized a deal to clear delinquent property taxes by transferring city liens in exchange for full payment; and allocated $750 from the general fund to charity.

80 Regular meeting of the City Council : Austin,Texas, December 28, 1911. The Council was called to order by the Mayor: Rollcalled : Present Mayor Wooldridge, Councilmen Hart, Haynes & Powell 4 Absent Councilman.Bartholomew 1 The minutes of the last regular and subsequent recessed meeting were read and approved. Councilman Haynes presented the following resolution : Be it resolved by the City Council of the City of Austin : That the following bids for furnishing supplies for the City of Austin for six months from January 1st 1912,being the lowest of bids submitted for the class of supplies named ,be and are hereby accepted, and the following awards hereby made ,to-wit : Contracts for supplies Robinson Bros For feed stuffs awarded Calcasieu Lumber Co " Lumber Austin Builder's Supply Co "Cement W H Richardson & Co " Hardware Smith & Bulian " Blacksmithing & Repairs Austin Statesman " Newspaper printing. V O Weed for hauling White pauper remains and sick white paupers,and furnishing Coffins for white and colored paupers -. Wm M Tears ,for hauling colored pauper remains ,and sick colored paupers , and furnishing graves for colored paupers. H L Haynes , Supt Receipts, Disbursements & Accounts. P W Powell ,Supt Streets & Public Improvements The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Hart, Haynes & Powell 4 Absent Councilman Bartholomew 1 Councilman Haynes offered the following resolution : To the Hon City Council , City of Austin,Texas. Gentlemen : We, your Committee to whom was referred the bids for supplies to the City Hospital for the term ending June 30th 1912,beg herewith to submit our report as follows : We recommend: (1) The acceptance of the bid of J W Templer for pure sweet milk at 30ctaper gallon (2) The acceptance of the bid of H F Hodgefor butter at 35cents pr pound. (3) The acceptance of the bid of W B Smith for Dry Goods (4) The acceptance of the bid of Wm Ulit for Meat (5) The acceptance of the bid of Tom D Smith for groceries (6) The acceptance of the bid of Mrs A E Wheeler for feeding City Prisoners. All of the above bids are to the lowest bidders ,except the last, and this bid though not the lowest we believe to be the best,and therefore recommend its acceptance . Mrs. Florence Mathews Taxes The report of the Committee was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Hart, Haynes & Powell 4 Absent Councilman Bartholomew 1 The Mayor laid beforethe Council the following resolution : Whereas, it appears from the affidavit of Mrs Florence C Mathews ,dated December 13th 1911, that she was not on the 1st day of January 1911, owner of a certain promissory note for $ 950.00,given by one Joshua Phillupus ,dated December 3rd 1908: therefore, Be it resolved by the City Council of the City of Austin : (1) That the assessment for Mrs Florence C Mathews for theyear 1911, be corrected by allowing as a credit aginst said assessment the above described note of Joshua Phillupus in the amount of $ 950.00. (2) That the Assessor and Collector of the City of Austin ,Texas, be and he is hereby authorized to take credit upon the assessment of said Mrs Florence C Mathews as represented by said above described note of Joshua Phillupus in the amount of $ 950.00 The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Hart, Haynes & Powell 4 Absent Councilman Bartholomew 1 The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Mrs. Mack Wolf Taxes That whereas taxes are due and payable to the City of Austin,Texas,on lots Seven (7), eight (8) and Nine (9) ,in Block No 1,(1) ,of Smythe's subdivisin of Out Lot No Seventy five (75) ,Division "D"of the City of Austin,Travis County,Texas,for the years 1904 to 1911,both years inclusive: and., Whereas, Mrs Mack Wolf has agreed to pay all of the taxesfor the above mentioned years on the above mentioned lots in consideration of the said City of Austin transferring and conveying to her all right ,title, interest, liens and equities of whatsoever kind held by the City of Austin in and to the above described lots: Now,Therefore, in consideration of the premises ,be it resolved, and it is hereby resolved by the City Council of the City of Austin,Texas,that the Mayor of the City of Austin, Honorable A P Wooldridge ,be, and he is hereby authorized and empowered to sign and execute for the City of Austin all necessary and proper written instruments and papers conveying and transferring to the said Mrs Mack Wolf all title,interest,liens and equities of whatsoever kind the City now has in and to the above described property upon the payment to the Tax Assessor and Collector of the City of Austin of all taxes, penalties and interest due thereon,and all other charges that the City has against the above described property by reason of the taxes due thereon for the above mentioned years and subrogating her the said Mrs Mack Wolf to all of the City's rights,titles, interest and equities in and to said property. Saturday December 30th 1911. The Council was called to order by the Mayor with all members present. The Mayor laid before the Council the following resolution : Whereas the change of route by the City Council of the power transmissionline from the dam to the City power house caused William D Johnson, Contractor, to cancel and temporarily suspend an order for the purchase of the.cable for the transmission of power to and from the dam ; Wm D Johnson Dam Contract time extended Now Therefore, the City Council by reason of the foregoing fact,hereby grants to the said William D Johnson ,Contractor, until January 18th, 1912,as the fixed date ,at which his second period for construction under his contract to rebuild the dam shall begin. The resolution was adopted by the following vote :in Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That seven hundred and fifty ($ 750.)0 ) out of the general fund ,not otherwise Transfer funds appropriated be and is hereby transferred to the account of Charity for the year 1911. Austin to make a certain contract with F H Jones and Mrs Mary A Robinson ,concerning the Mrs. Mary A Robinson drainage of water through certain property of said Jones and Robinson in the City of Austin,and declaring an emergency . The ordinance was read the first time. The Council then recessed subject to call of the Mayor. Austin, January 3rd 1911. . The Council was called to order by the Mayor with all members present. The Mayor laid before the Council An ordinance authorizing the Mayor of the City of Austin to make a certain contract with F H Jones and Mrs Mary A Robinson ,concerning the drainage of water through certain property of said Jones and Robinson in the City of Austin. The ordinance was read the first time. The Council then adjourned . Jno. W. Johnson City Clerk
