The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Hart, Haynes & Powell 4 Absent Councilman Bartholomew 1
The minutes of the last regular and subsequent recessed meetings were read and adopted. Report officiers Councilman Haynes presented the report of the Sanitary Inspector for the month of December 1911, which was read and ordered filed. Unfinished business: F H Jones Contract Under this head the Mayor requested that the ordinance authorizing a contract Fire Dep ordinance with F H Jones and Mrs Mary Robinson and the ordinance submitting to the qua lified voters of the City the proposition as to whether or not the Fire Dep Shall be changed from a volunteer to a paid Dept.be postponed for the present. Councilman Hart offered the following resolution: Be it resolved by the City Council of the City of Austin: Amendment That out of the credit balance in the item of $ 1,500.00,as shown in the Budget item of Salaries of Mounted Policemen in the budget for the Police Dept for the year 1911, the sum of eight hundred and twenty ($820.00) dollars be and the same is hereby transferred to item for salaries of foot Patrolmen in same budget. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Hart, Haynes & Powell 4 Absent Councilman Bartholomew 1 Councilman Hart offered the following resolution: Be it resolved by the City Council of the City of Austin: Amendment That out of the credit balance as shown by the budget of the Police Dept Budget for the year 1911, the sum of four hundred fifty six & 12/100 ( $ 456.12 ) dollars, be and the same is hereby transferred to the City Hospital budget for 1911, to cover a deficit of that amount in said Hospital budget. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Hart, Haynes & Powell 4 Absent Councilman Bartholomew 1 Councilman Hart offered the following resolution: Budget Be it resolved by the City Council of the City of Austin: That out of the total credit balances aggregating $ 1,164.90 in the budget of the City Hospital for the year 1911, the sum of eight hundred forty six & 64/100 ( 846.64) dollars be and the same is hereby transferred to the item in the budget for meats, vegetables, bread, ice etc, to cover said deficit of $ 846.64. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Hart, Haynes & Powell 4 Absent Councilman Bartholomew 1 Councilman Haynes offered the following resolution: Be it resolved by the City Council of the City of Austin: Transfer of Funds That whereas the statement of account of the Sanitary Department "E" at the close of the fiscal year December 31st 1911, shows overdraft on several appro priations for said Department amounting to $ 732.54and credit balances amounting to $ 1,299.93. Therefore in order to bring down the total credit balance of said department amounting to $ 597-29, the general Book-keeper be and is hereby instructed

Austin, Jan 22nd 1912. The Council was called to order by the Mayor with all members present; Street fund The Mayor laid before the Council an ordinance setting apart thirty per centum of the bridges paving advalorem taxes of this City for the improvement of streets and building of bridges within the City; segregating twenty per centum of said thirty per centum for Permanent Paving ; making this ordinance re-troactive ,and repealing all ordinances and parts of ordinances in conflict with the provisions hereof. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Mayor Wooldridge ,Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none.
Budget 1912 The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the budget submitted for this City by the Mayor for all departments ,save the Water,Light and Power department,bearing date of January 20th ,1912,and amounting to $ 312,743.32,be and the same is hereby approved. Be it further resolved : That the appropriations therein recommended be and the same are hereby made. The resolution was read the first time and laid over. The Council then recessed subject to call .

100 Deed release Robt Bargas Wednesday Jany 24th 1912. The Council was called to order by the Mayor with all memberspresent: The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin : That the Mayor be and he is hereby authorized to execute a release to Robt Bargas ,of Travis County ,Texas, the alleged owner of Lot No 3, ,look No 3, of the D W Bouldin addition to the City of Austin,Texas, of the title which the City of Austin has by virtue of [Sale +] purchase under judgement of the Dist Court of Texas,dated the 4th day of August 1903,for the taxes due to the City of Austin on said property for the year 1901., The consideration of the quit claim deed hereby authorized is to be the amount of the aforesaid judgement ,penalties,interest ,costs and all other taxes due on said propertydown to and including the year 1911, which judge[taxes] -ment costs, interest and penalties are shown by the statement of the Assessor and Collector to be the sum of $ 14.71. The only wooden part of said structure is the floor for said porch and the joice for the same ,and the ceiling joice for the roofand the necessary frame work for the screens to be placed in said work.The size of the porch to be ten feet by twenty feet and one story high. The work hereby authorized to be done must be done under the supervision and subject to the approval of the City Engineer. The Mayor laid before the Council the following resolution : The petition of C Flury to erect and maintain a bullitin sign ,ten feet wide by twenty feet long ,on the old reservoir site was declined by the Council : C. Belisch Permit for [illegible] The Mayor laid before the Council the following resolution : That permission is here granted to Carl Belisch to have a pitch and gravel roof placed above the tin covering upon the awning in front of his business house at No 204-6 East sixth street in this City. The work to be done under this authority to be appro ved by the City Engineer. Flury Remove Staircase The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That permission be and is hereby granted to G Fluryto remove the wooden stair-case leadingto the second story of the rock building at the corner of 5th and Colorado streets in this City ,and in place of said wooden staircase so

101 removed, authority is hereby granted to said G Flury to erect and maintain an iron stair -case facing eastwadly in front of said premisason West 5th street. The work to be done under this permit is to be done under the supervision and with the approval of the Cit Engineer. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That permission be and is hereby granted G Flury to erect and seourely maintain an electric sign in front of Griffith's Drug Store on West sixth street in this City. The electric sign hereby authorized is to be placed not less than nine(9)feet above the sidewalk and to be of the dimensions of three feet ,three inches high by ten feet in length and will weigh about two hundred pounds,and to be securely fastened to the Scarbrough building with adequate wire cables. The work authorized to be done under this resolution is to be done under the supervision and with the approval of the City Engineer.
