135 Regular meeting of the City Council: Austin, Texas, Feby 15th 1912. The Council was called to order by the Mayor : Roll called: Present Mayor Wooldridge, Councilmen Hart, Haynes & Powell 4 Absent Councilman Bartholomew 1 The reading of the minutes was postponed for the present. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the center line of West 12th street be and the same is hereby established as follows: Measure along the center line of Congress Avenue from the monument in the center of the Frontline W. 12th street intersection of Congress Avenue and 6th street, the correct distance according to the map of the original City of Austin on file in the Land Office, to the center line ( extended ) of West 12th street, and turn a right angle to the west. For point "A" set a stake in the east line of Lavacca street 197 feet north of said right angled line. For point "B" set a stake in the east line of West Avenue seven (7)'feet north of said right angled line. A straight line joining points "A" and "B" and extended east to the Capitol grounds to be the established center line of West 12th street. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Hart, Haynes & Powell 4 Absent Councilman Bartholomew 1 The Mayor laid before the Council the following communication : To the Hon Mayor an d City Commissioner's, Austin, Texas. Gentlemen : Resolution School Board asking issuance of Bonds At a regular meeting of the School Board held on Jany 29th, a resolution was adopted asking your honorable body to submit to the taxpayers of Austin the proposition of issuing $ 150.000. for the erection of school buildings , the repair of buildings, and the purchase of additional grounds for school purposes . We beg to call your attention to the detailed statement of the needs of the City schools read before your honorable body on January 30th. In accordance with the resolution of the Board we respectfully petition you to submit to the taxpayers the issuance of $ 150.000 . scho ol bonds Respectfully submitted . The Council was called to order by the Mayor with all members present except Councilman Bartholomew: Councilman Hart offered the following resolution : Upon the recommendation of Colorado Hose Co No 2,and the Chief Engineer of the Fire Department, with the approval of the Supt of Police and Public Safety ; Be itresolved by the City Council of the City of Austin : That George Poindexter be and he is hereby appointed Driver of the Combina-tion Chemical Apparatus installed inplace of Colorado Hose Wagon No2,and that August Henry Von Rosenberg be and he is hereby appointed assistant Driver of said Chemical Apparatus. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Haynes and Powell 3 Absent Councilman Bartholomew 1 Not voting Councilman Hart 1 The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the Supt of Parks and Public Property be and he is hereby authorized and instructed to furnish water to S R Evans for outside street sprinkling for ten months of theyear 1912, beginning March 1st, to the amount of twenty five ($ 25.00) dollars per month ,and re-imburse the Water, Light and Power Dept by charging the amount of said $ 25.00 per month to the general fund of the City of Austin. Monday Feby 19th 1912. The Council was called to order by the Mayor.Present Mayor Wooldridge, Councilmen Hart & Haynes 3 Absent Councilmen Bartholomew & Powell 2 Councilman Haynes presented bids for repairs at the City Hospital as follows: Bids Repairs City Hospital E S Slaughter $ 207.00 J C Adrian 182.00 Wm Schoenert 209.00 Tongate & Spurling 180.00 J C Eads 148.00 The bids were taken under consideration,theresult to be announced later. 137 Tuesday Feby 20th 1912. The Council was called to order by the Mayor. Present Mayor Wooldridge, Councilmen Hart & Hay nes 3 Absent Councilmen Bartholomew & Powell 2 Councilman Hart offered the following resolution : Whereas the City Council having opened the bids for improvements at the City Hospital,as per advertisement ,at 12 O'clock noon, Feby 19th 1912, ,postponed passing on same until the 20th day of Feby,when after comparing same find that the bid of J C Eads for $ 148.00 is the lowest bid,therefore : Be it resolved by the City Council of the City of Austin : That the bid of J C Eads be and the same is hereby accepted ,and that the cash and checks of the other bidders be returned to them by the City Clerk,and that the check of the said Eads be retained until after the completion of the work. Dear Sir : Having inspected the Auto Fire Apparatus,as requested we wish to report that we found the same to comply with all specifications as per contract ,and would recommend that it be accepted. To the Hon Jas P Hart, Supt Police and Public Safety, City of Austin,Texas.
Dear Sir : We a committee appointed ,by Colorado Fire Co No 2,for the purpose of conferr-ing with you in regard to the purchase of a combination Chemical and Hose Automobile Fire Apparatus,beg leave to submit,you this our report on same. The Apparatus which arrived here on the 17th ,inst, has been given a thorough trial,as to speed and carrying capacity ,and has been gone over thoroughly by two,thoroughly competent mechanics ,who have compared the car with specifications ,and report to this committee that the car comes up to all requirements ,as per specifications. We recommend that the car be accepted.

It appearing to the City Council from reports of the experts who have passed upon the specifications of the combination Hose and Chemical wagon bought from from the Webb Motor Fire Apparatus company ,and also the report of the Commit -ttee of Colorado Hose Co No 2 ,both of which are hereto attached and made a pa part hereof,that the specifications relative thereto have been complied with; therefore, Be it resolved by the City Council of the City of Austin : That said machine be and the same is here by accepted and that the warrent be drawn for the payment now due upon same . The resolution was adopted by the following vote : Yeas Mayor Woolridge, Councilmen Hart & Haynes 3 Absent Councilmen Bartholomew & Powell 2 . The Council then recessed subject to call.
J.S. Crawford Taxes
The following resolutions (2) were passed by the City Council on the 17th day of Feby 1912, but were not handed to the Clerk until this day, Feby 2st, and after the proceedings for the 20th of Feby had been recorded,hence they are recorded here. The Mayor laid before the Council the following resolution : Whereas, J S Crawford on the 15th day of Feby 1912 made oath that the rendition of his property for the year 1911 was erroneous, in that five hund -dred ($500.00) dollars in money on hand was assessed against him ,which money, the said J S Crawford alleges under oath per his affidavit hereto attached,was not his own, and that he had no money of his own on deposite or elsewhere on the 1st day of January 1911; therefore , Be it resolved by the City Council of the City of Austin : (1) That the assessment of the said J S Crawford for the year 1911 have credit by the amount of five hundred ($500.00) dollars erroneously assessed against him. (2) That the Assessor and Collector of this City take credit upon the assessment rolls the charge against him for the year 1911by the amount of said five hundred ($500.00) dollars. E. Bernhard Taxes
Whereas, it appears from the statement of the Assessor and Collector of Austin to the City Council, that one, E Bernhard paid taxes under protest for the year 1891,upon lot 7 block 33, Swishers addition, South Austin, which taxes, together with the interest thereon and penalty,amounted on the 15th day of Januarythe present year, the sum of nineteen & 17/100(19.17) dollars;and , Whereas, South Austin was not within the corporate limits of the City of Austin,Texas,on the first day of January 1891,and has been declared by the Civil Court of Appeals in the suit of M Butler against the City of Austin to be exempt for Municipal taxation for that year; and, Whereas, E Burhhard owes municipal taxes fot the year 1899,which, with inte -rest and penalty amounted on the 15th day of January of the present year

139 to.the sum of twenty and 58/100 ( $ 20.59) dollars,per statement o f the Assessor and Collector of this City ; now,therefore, Be it resolved by the City Council of the City of Austin : That upon the payment to the Assessor and Collector of the City taxes for the year 1899, amounting to $ 20.58,a warrent be drawn in favor of E Burnhard against the general contingent Fund of the City of Austin for the amount of $ 19.17 in re-imbursment of him of the taxes erroneously paid by him for the year 1891. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Hart, Haynes & Powell 4 Absent Councilman Bartholomew 1 Feby 20th 1912. The Mayor laid before the Council the following resolution : Appropriation Whereas, the Combination Hose and Chemical Apparatus contracted for by the City Council for fire auto with the Webb Motor Fire Apparatus company having been deliverd and acceptedand the first two payments amounting to $ 3,200.00 being now due,$ 3,100.00 of which has been appropriated in the present budget and the other $ 100.00 to be paid out of the miscel-laneous item of the Fire Department budget; therefore, Be it resolved by the City Council of the City of Austin : That the City Clerk be and he is hereby authorized and directed to draw a warrent for the sum of $ 3,200.00 ,payable to the Webb Motor Fire Apparatus Co ,and forward the same to its address in St Louis Mo,$ 3,100.00 to be charged to the appropriation already made ,and $ 100.00 to the miscellaneous item of the Fire department budget.
