160 . Regular meeting of the City Council: Austin,Texas, March 14, 1912. The Council was called to order by the Mayor: Roll call Present Mayor Wooldridge, Councilmen Hart,Haynes & Powell 4 Absent Councilman Bartholomew 1 The minutes of the last regular and subsequent recessed meetings were read and adopted
Reports of City Officers: The Mayor laid before the Council the reports of the Sanitary Inspector,the Plumbing Inspector,the City Health Officer and his Assistant, the Matron of the Hospital and the Marshal, which were read and ordered filed. Councilman Haynes presented a communication from the Globe Surety Co ,of Kansas City Mo, asking a correction of their assessment for the year 1911. Globe Surety Co Change Assessment Jany 1911 Councilman Haynes offered the following resolution: Be it resolved by the City Council of the City of Austin: That the City Assessor & collector be and is hereby authorized to correct above assessment by receiving the taxes referred to on the securities of the Globe Surety Company at a valuation of 80 Cents on the dollar in accordance with the resolution passed-----Placed on Bank Stock. The Mayor offered the following resolution: Be it resolved by the City Council of the City of Austin: That permission be and is hereby granted to G Flury,as agent for the owner G.R. Dunn Electric Sign or owners thereof,to install and maintain an electric light sign under the entrance awning on the south side of the Littlefield Building. Said sign is to be illuminated by electric lights on both sides, and to be of the dimensions of about two (2') feet by 10 (10') feet .It is to be strongly anchored to the building or awning under or against which it is placed by the necessary iron wires or cable.Said sign is to have the word " CAFE"in electric lights placed upon its faces. The permit hereby granted is to be carried out under the supervision and subject to the approval of the City Engineer,and the permit hereby granted is to be deemed as strictly temporary and subject to revocation at any time at the pleasure of the City Council .Said sign must be not less than eight feet above the sidewalk. 161 .The resolution was adopted by the following vote : Yeas Mayor Woolridge, Councilmen Hart,Haynes & Powell 4 Absent Councilman Bartholomew 1 The Mayor laid before the Council the following resolution : Resolution designating owners and their property on sixth Street in the City of Austin, Travis County, Texas, between the west line of San Antonio streetand the East line of West Avenue,who have failed or refused to agreewith the City Council as to the special benefits of improvement on said sixth street and the apportionment of the cost of such improvement to be assessed against them and directing the City Attorney to file with the County Judge of Travis County a statementhereof. Whereas, the City Council has heretofore ordered the improvement of sixth street betwem the west line of SanAntonio streetand the east line of West Avenue by grading and paving and guttering the same and has given a notice and hearing to the owners of property abutting thereon,concerning the benefits of the said improvement and the amount and proportion of the cost thereof to be assessed against them ; and, Whereas, the said hearing has been held and all of said owners have been given an opportunity to be heard before the City Council concerning the said matters; and, Whereas, some of said owners have agreed and consented with the City Council concernthe said improvements to their property,and the amount to be assessed against the same; and, Whereas, others have failed or refused to agree with the City Council as to the special benefits of said improvement and the amount and apportionment of the cost there-of to be assessed against them and their property;and, Whereas, said improvements have been fully completedand accepted by the City of Austin on November 14th, 1911. Therefore be it resolved by the City Council of the City y of Austin: 1st. That said City Council does hereby designatethe following property owners and their property who have failed and refused to agree with the Council concerning the said matters ,the names of said property owners ,the description of their property by lot and block number and their address,so far as known ,and the amounts proposed to be assessed against them and their property,being as follows,to-wit:

162 Daylints ordered - Saturday March 16th 1912. The Council was called to order by the Mayor with all members present. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the City Attorney, J Bouldin Rector,and his Assistant,Julian A Richardson and J W Maxwell,special Attorney for the Collection of taxes, are hereby authorized and instructed to bring suit against Ananias Brown et al, and W B Brush & Wife Sallie G Brush,N M A Lackey, Max Maas, Ed H Taylor& Wife E H Taylor,Geo P Warner,in the name of the City in suit of trespass to try title to recover the physical possession of certain lots heretofore sold under decree of the District Court of Travis County,Texas, in suit for delinquent taxes and bought in by the City more than two (2) years prior to this date. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart ,Haynes & Powell 5 Nays none. Councilman Hart offered the following resolutin : It appearing to the City Council that a horse belonging to one A Nauman was hitched on a vacant lot ,became untied and was reported by a neighbor ANauman to the Pound Master , was impounded and the fee of $ 1.50 paid ,that this pound fee occured in suburbs and in the pound limits recently added ,that the man does not turn out his stock,and the Supt of Police and Public Safety recom -mending the remission of the fine; therefore, Be it resolved by the City Council of the City of Austin : That the $ 1.50 pound fee be and is hereby remitted,and the money still being in the hands of the Clerk of the Corporation Court ,said Officer is hereby authorized and directed to refund said $ 1.50 to said Nauman. Cuoncilman Hart offered the ollowing resolution : Aug Fehr It appearing to the City Council that a horse of Aug Fehr was impounded by pound fee by the City Pound Master ,for the release of which he paid the sum of $ 1.50,the circumstances were that he left the horse in charge of his little girl to eat grassfor a few minutes,the horse had a rope on and the little girl left the horse on the street loose when the Pound Master took him in charge,that it was through the neglect of the child that the horse was loose and not premeditated ,and the Supt of Police and Public Safety recommends it; therefore, Be it resolved by the City Council of the City of Austin: That said fee of $ 1.50 be and the same is hereby remitted,and the money being still in the hands of the Clerk of the Corporation Court,said Officer is authorized and directed to refund same to Aug Fehr. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart ,Haynes & Powell 5 Nays none.Councilman Hart offered the following resolution : Chas White It appearing to the City Council that a horse belonging to Charles White pound fee was loose upon the streets,and was impounded in the City pound,and it further appearing that some one had opened the gateto the lot where the horse was confined,that the horse had only gotten about a block from the

163 lot, when he was taken in charge by the Pound Master, and it appearing that the horse was on the street by accident , and not by design, and the Supt of Police and Public Safety recommending ;therefore, Be it resolved by the City Council of the City of Austin: That the fee of a$ 1.50 paid for the release of said horse be and the same is hereby remitted and the money being still in the hands of the Clerk of the Corporation Court, said Officer is hereby authorized and directed to pay the same over to the said White. Monday March 18th 1912. The Council was called to order by the Mayor with all members present. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That J W Maxwell, Special Attorney for collection of taxes, is hereby authorized and instructed to bring suit against the following party and the following described property for delinquent taxes: J L McCowen, et al, or owners, Property in Swisher Addition. The said Maxwell was authorized to bring suit against the above named parties, and against the above described property on February 1st 1912, and this resolution should have been entered up in the minutes of the 1st day of February, 1912. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the City Council agrees to pay the expenses of furnishing gasoline and lubrica-ting oil to the Assistant Supt of the Water, Light and Power Department , Mr W L Byres, and the pipelaying Foreman , Mr Pat Cain, used in their Automobiles. It is deemed by the City Council that these are legitimate municipal expenses. 164 - Wednesday March 20th 1912. The Council was called to order by the Mayor with all members.present except Councilman Haynes. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That a temporary permit be and is hereby granted to the University Churches to suspend a cloth banner across Guadalupe street at about the intersection of 24th street.Said banner is to be about 30feet in length by about four to five feet in width.It is to have printed thereon the words" Men and Religion Forward movement" together with the name of the conducter of the movement. Said banner is to be strongly attached by strong ropes or chords to the Telephone or Trolly line poles where it is placed.It must be sufficiently high above the trolly line not to interfere with the street car traffic,and this permit is granted upon the condition that the University Churches first obtain the consent of the street car company and the telephone company to use their poles for the suspension of the banner,permit to place same which is hereby granted. The resolution was adopted by the following vote : Yeas Mayor Woolbridge, Councilmen Bartholomew,Hart & Powell 4 Absent Councilman Haynes 1 The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That a permit be and is hereby granted to Mrs Mary J Butler to rebuild the brick walls of her one story house at 101 and 103 Congress Avenue damaged by the recent severe wind storm. Be it further resolved That a permit be and is hereby granted to the said Mrs Mary J Butler to erect an awning in front of said premises at 101 and 103 Congress Avenue ,said awning to be supported by iron rods of proper thickness extending from the eaves of the awning,through the upper portion of the front brick wall of said premises ,perforating at least two ceiling joists running north and south on said premises,and being strongly bolted to said joists. That the permit hereby granted is to be deemed absolutely temporary and revocable at any time at the pleasure of the City Council ,and it is further stipulated that the work done under this permit must be done under the supervision and with the approval of the City Engineer. The resolution was adopted by the following vote : Yeas Mayor Woolbridge, Councilmen Bartholomew,Hart & Powell 4 Absent Councilman Haynes 1 The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin : That the bill of J M Childress,in the amount of $ 25.00 ,for the work done in strengthening the gallery at Mrs C I Thompson's residence at 305 E 9th street,be and is hereby allowed.This work was necessitated upon the part of the City because a change of the sidewalk grade required an alteration in the gallery of Mrs Thompson . This bill is to be paid out of the general street fund. The resolution was adopted by the following vote: Yeas Mayor Woolbridge, Councilmen Bartholomew,Hart & Powell 4 Absent Councilman Haynes 1.
