Regular meeting of the City Council: Austin, Texas March 28, 1912. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Absent none. Minutes of the last regular meeting read. Mayor Wooldridge moved to amend the minutes by striking out in line 1 on page 172 , the word "West" property line of of Colorado street, and inserting the word "EAST "property line, which motion prevailed by the following vote : Yeas Mayor Wooldridge, Councilmen Hart, Haynes & Powell 4 Nays Councilman Bartholomew 1 The minutes of the subsequent recessed meetings were then read and all adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Haynes presented the report of the Supt of Receipts ,disbursements and Accounts for the month of Feby 1912, which was read and ordered filed. Unfinished business : The Mayor laid before the Council resolution ordering the construction of certain sidewalks and curbs on Brazos street in the City of Austin, which was read and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Haynes presented resignation of A W Townsend ,as Deputy Assessor of Taxes, to same to take effect on April 1st 1912, which was read and same accepted, and a vote of thanks tendered Mr Townsend of r efficient service rendered the City. Councilman Haynes offered the following resolution : Whereas the banking capital of the City of Austin for the year 1911 was assessed at 80% of its book value and whereas it appears to be just and reasonable to assess all other securities on the same basis of valuation and whereas the securities of the Maryland Casualty Co of Baltimore have been assessed on the tax rolls of 1911 at par or 100%, Therefore Be it resolved by the City Council of the City of Austin that the City Assessor and Collector be and is hereby authorized to correct said assessment and to value the securities of said Company on deposite with the State Treasurer at 80% and to collect the taxes of 1911 on said basis. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Hart presented the following resolution : Whereas, it appearing to the City Council that one Wesley Hardy ,a chauffeur for Mrs Woodhull, a visitor from San Antonio ,was fined on the 22nd day of March in the Corporation Court for exceeding the speed limit within the Corporate limits, the fine and costs amounting to the sum of $ 20.00. The Supt of Police and Public Safety having fully investigated the matteris satisfied that the Officer making the complaint was thoroughly convinced that the speed limit was being violated and that the Officer was acting strictly within the bounds of his duty, and also being satisfied that the occupants of the automobile were not aware of the fact that

178 .the speed limit was being violated ,especially so as the automobile contained only Ladies and Children, and believing that all parties were acting in good faith and that the ordinance was not knowingly violated ,recommends under the circumstances that said fine be remitted; .therefore, Be it resolved by the City Council of the City of Austin: That said fine of $ 20.00 be and the same is hereby remitted and said money being still in the hands of the Clerk of the Corporation Court , said Officer is hereby authorized and directed to refund the same to the proper party. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none.
Guy Pike- Fine remitted Councilman Hart offered the following resolution : Whereas, one Guy Pike was fined in the Corporation Court for being drunk, upon a plea of guilty, and has paid said fine except a balance of $ 8.30; and Whereas he is a man of family and is not a habitual visitor in the Corporation Court, and that the Supt of Police and Public Safety believes that the punishment has been as severe as is necessary under the circum-stances ; therefore recommends that the balance of said fine in the amount of $ 8.30 be remitted ; Now, Therefore, Be it resolved by the City Council of the City of Austin : That the balance of the fine assessed against said Guy Pike, in the amount of $ 8.30, be and the same is hereby remitted : The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none.
Oscar Newberg Fine remitted Councilman Hart offered the following resolution : It appearing to the City Council that one ,Oscar Newberg, was on the 5th day of January 1912, fined in the Corporation Court in the amount of $ 14.80 for assault; that the circumstances of the case were that the assaulted party cursed said Newberg over the telephone, using exceedingly abusive language, and afterwards Newberg met said party upon the street and slapped his jaws; that he plead guilty in the Corporation Court and was fined the above amount; that the party assaulted was a character that had given the police considerable trouble and soon afterwards left the City, and though the defendant was guilty as found, under the circumstances he was to some extent justified in his action, as believed by the Supt of Police and Public Safety; therefore he recommends that the fine be remitted and that the City Clerk be authorized to draw a warrant in favor of said Newberg in the above amount; Now, Therefore, Be it resolved by the City Council of the City of Austin : That the fine assessed against said Oscar Newberg be and the same is hereby remitted ,and that the City Clerk be and is hereby authorized and directed to draw a warrant in favor of said Newberg in the amount of $ 14.80. W.B. Sibley Fine remitted
Councilman Hart offered the following resolution : It appearing to the City Council that a young man by name of W B Sibley,about seventeen years of age, was fined in the Corporation Court for assault,in the sum of $ 22.25, under mitigating circumstances ,that he has worked out all of said fine except $ 9.00, taht he promises that if given an opportunity he will go to work for his parents and remain off the streets, his parents are old and the Mother in very bad health,the Supt of Police and Public Safety recommends that the further execution of the judgement in this case be held in abeyance ; therefore, Be it resolved by the City Council of the City of Austin: That the further execution of the judgement in this case be suspended and held in abeyance provided said defendant will go to work and not loiter upon the streets,otherwise to be fully executed. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart, Haynes & Powell 5 Nays none. Councilman Hart offered the following resolution : It appearing that Jno S Jackson hadtwo calves impounded in the City pound ,for which he paid the sum of $ 3.00 in fees,as required by law, for their release; that he states that he had turned the calves out with the intention of driving them to his pasture and they had remained on the street for a short time because of some delay and were taken in charge by the Pound Master; that there was no intention al violation of the law; therefore the Supt of Police and Public Safety recommends that said fees be remitted. Now, therefore, Be it resolved by the City Council of the City of Austin : That the fees in the amount of $ 3.00 paid by said Jno S Jackson for the release of his two calves from the City pound he and the same are hereby remitted ,and the money still being in the hands of the Clerk of the Corporation Court ,said Officer is hereby author-ized and directed to turn same over to said Jackson. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. On motion the Council recessed until 3 O'clock P M this day.

Monday March 29th 1912. The Council was called to order by the Mayor with all members present. Mayor Wooldridge offered the following resolution : Whereas, Governor O B Colquitt and his enterprising Superintendent of Public Building and Grounds ,Dr A B Conley, have at considerable expense to the State converted the tempo-rary Capitol Block from an unsightly place into an attractive public Park; and, Whereas, Governor Colquitt and Superintendent Conley have, at a large public expense , had the drives within the Capitol Grounds beautifully paved; and, Whereas, these improvements have been made upon the State's properties ,yet, as they are local to Austin ,whose citizens especially and principally enjoy their benefits; therefore, Be it resolved by the City Council of the City of Austin: That in beautifying the temporary Capitol Square ,and in constructing substantial and handsome roadways within the Capitol grounds,Governor Colquitt and Superintendent Conley have not only exhibited good taste,good judgement and most commendable public spirit, but they have in this improved Park and in these fine roadways given the people of Texas and the citizens of Austin public works of great beauty,pleasure and convenience. Resolved further : That the appreciation and praise of the citizens of Austin ,acting through its City Council ,are hereby expressed and tendered to Governor Colquitt and Superintendent

Monday April 1st 1912. The Council was called to order by the Mayor with all members present Except Councilman Bartholomew. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin: Street lines Lampasas 19 to 27th Streets That the following center line for Lampasas street ('Speedway) ,between the south side of nineteenth street and the south side of twenty seventh street ,be and the same are hereby established as the permanent center line of said street: For the line from 19th to north line.of 24th street, measure 40 feet east from an original stake in the west line of Lampasas street 70 feet north of 20th street in Horst property line, and 40 feet west from fence corner post at N E corner of 24th and Lampasas streets. For line from 24th to 27th streets ,take the center of Lampasas street as found by the above method at the north line of 24th street, and a point on the south line of 27th street 37 feet east of the present fence corner of Bahlberg property S W corner of Lampasas and 27th streets. The latter line makes an angle of approximately ten minutes (10') with the former line. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Hart,Haynes & Powell 4 Absent Councilman Bartholomew. . The Council then recessed subject to call.
Tuesday April 2nd 1912. The Council was called to order by the Mayor with all members present. Mayor Wooldridge offered the following resolution: Be it resolved by the City Council of the City of Austin: Transfer Park funds That one hundred and fifty ($150.00) dollars of the appropriation for " Soil,Gravel and Grading " for Wooldridge park for the year 1912,be and the same is hereby transferred to the appropriation for " Soil,Gravel and Grading " for the Second Ward Park. The resolutionwas adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. The Council then recessed subject to call.

181 .Wednesday April 3rd 1912. The Council was called to order by the Mayor with all members present Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : That permission is hereby granted to G Flory to erect and maintain ,from April 1st to April 14th inclusive, cloth streamer across Congress Avenue ,at some point which may be selected between sixth and seventh streets in this City. This streamer is to be suspended at an elevation of not less than twenty five feet above the street level .It is to be suspended only upon consent of the property owners in front of which it is to be erected,and if the use of the trolley line pole is desired consent of the Austin StreetRailway Company must be obtained . This streamer will bear upon its face in little flags the words " Carnival ,April 8th to 14th ". The work to be done under this permit must be done under the supervision of theCity Engineer. This permit is temporary and subject to revocation at any time at the pleasure of the City Council .
