260 Regular meeting of the City Council: Austin, Texas June 20, 1912. The Council was called to order by the Mayor: Roll call: Present Mayor Wooldridge, Councilmen Bartholomew, Hart & Powell 4 Absent Councilman Haynes 1 The minutes of the last regular and subsequent recessed meetings were read and approved. On motion of Councilman Bartholomew, leave of absence was granted to Councilman Haynes during the summer, for not exceeding 30 days. Leave absence Councilman Hart presented the following resolution: Councilman Haynes Whereas, the following members of the City Council, to-wit: Mayor A P Wooldridge, Councilmen E C Bartholomew and Jas P Hart, and the following members of the Fire Dept, to-wit: Chief Engineer Leo Mueller, and Pat Cain, foreman of Colorado Hose Co No 2, having witnessed the test made Fire Hose accepted made of the 1600 feet of Fire Hose purchased from the Eureka Fire Hose Manufacturing Company by the City of Austin, and said hose having stood the the test of 400 lbs to the square inch, as guaranteed by said Company, and all parties being fully satisfied that the Hose furnished is in full accordance with the contract; Therefore, Be it resolved by the City Council of the City of Austin: That said Fire Hose be and the same is hereby accepted, and the City Clerk is hereby directed to pay a warrant in favor of said Company for $1760.00, the contract price of said Hose, and that said hose be distrib-uted as follows; to-wit: 400 feet to Colorado Hose Co No 2. 400 feet to East Austin Hose Co No 4. 400 feet to South Austin Hose Co No 5. 400 feet to 10th Ward Hose Co No 8. As recommended by the Chief Engineer of the Fire Dept. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart & Powell 4 Absent Councilman Haynes 1 Fine remitted Susie Atkins Councilman Hart offered the following resolution: Whereas, it appearing to the City Council that one Susie Atkins, a negro woman, was fined in the Corporation Court in the sum of $1.00 and cost amounting to $10.50 in the aggregate, that she has given valuable infor-mation to the Police Dept in another matter, which upon investigation has been found to be correct, and the Chief of Police recommending the remission of the fine; Be it resolved by the City Council of the City of Austin: That said fine and cost be and the same is hereby remitted. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, & Powell 4 Absent Councilman Haynes 1 Fine Buck Wells remitted Councilman Hart offered the following resolution: Whereas, it appearing to the City Council that Buck Wells was fined in the Corporation Court the sum of $22.70 ( fine and Cost) for assault, the assault was not denied, but the provocation and the character of the assaulted --- Page break --- 261. party in connuc tion with thetestimony of the de fendant that he thought he himsel f was going to be assaulted , would perhaps justify him in de fending himsel f,and the Chie f of Police and Assistan t City Attorney who are familiar with the chara cter of the assaul ted party ,reminssion of this fine; Be it resolved by the City Council of the City of Austin : That said fine be and is hereby remitted. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart & Powell 4 Absent Councilman Haynes 1 Fine Schlessman remitted Councilman Hart offered the following resolution : Whereas, it appearing,t o the Council that Schlemmer was fined in the Corporation Court $ 5.00 and cost ,amounting in the ag gregate to the sum of $ 14.80,for exceeding the speed limit ,that at the time the violation occurred he was act ing in good faith and under instructions of the Fire Marshal and a Committee of Colorado Hose Co who were having the machine tested for the purpose of buying, though this is no legitimate reason for the violation of the law ,it has its mitigat ing circumstances ,and upon recommendation of the Supt of Police and Public Safety , Be it resolved by the City Council of the City of Austin : That said fine be and the same is hereby remitted. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,& Powell 4 Absent Councilman Haynes 1 Supt of Streets to employ Engineer To re-appraise old sewer plant The Mayorlaid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the Supt of Streets and Public Improvements be and he is hereby authorized and instruc -ted to employ a trustworthy ,competent and experienced Engineer ,experienced in Sewer Construction work, to re-appraise and report to the City Council the present value and the cost of reproduction of the property in this City belonging to the AustinsSewer Co Resolved further : That Five hundred ( $ 500.00) dollars ,or so much thereof as may be necessary, be and the sameis hereby appropriated out of the General contingent fund to the expense of procuring the services of said consulting and inspecting sewer Engineer. Austin, Texas, June 10th 1912. Report of the City Engineer as to paving assessment on alley between Congress Avenue and Colorado street from 3rd to 5th streets. To the Hon Mayor and City Council of the City of Austin: Gentlemen : I herewith submit to you my report as to improvement upon the alley between Congress Avenue and Colorado street ,from the north line of 3rd street to the south line of 4th street and from the north line of 4th street to the south line of 5th street as follows, to-wit: I estimate the total cost of the said improvements in accordance with the contract and specifications therefor at the sum of $1,259.96 I estimate the cost of said improvements to owners of abutting property per front foot of such abutting property at $ 1.382. The above estimates include excavation to the depth of six ( 6 ) inches, this being the thickness of the roadway pavement, and any additional excavation to be paid for by the City. Roadway 20 ( twenty ) feet in width , Each abutter to pay for one-half the width=10 feet, Cost per Square Yard , $1.244. Cost per front foot each abutter , $1.382. The Mayor laid before the Council the following resolution : Appropriation for Sewer work Resolved by the City Council of the City of Austin : That the sum of Five hundred ($ 500.00) dollars be and the same is hereby appropriated out of tHe General contingent fund of the City of Austin for the expenses of sewer survey and allied sewer work. This appropriation is to be reimbursed to the contingent fund when thesower bonds recently voted have been sold.
