  • Citizen Concerns & Street Safety:

    Residents protested planned alley paving projects. Separately, the city passed new rules to prevent sand and gravel from spilling onto paved streets from wagons, enforcing specific construction for hauling vehicles.
  • Infrastructure Growth & Staffing:

    New staff, including an engineer, draftsman, and rodmen, were approved to support the expansion of street paving and sewer construction efforts.
  • New Utility Rates & Hospital Pay Raise:

    The city established new, tiered electricity rates that varied by consumption. Also, the salary for the City Hospital's Matron, who was required to be an experienced supervising nurse, was increased.
  • Major Financial Deal & City Contracts:

    A significant $750,000 bond bid was officially transferred between trust companies. The city also approved numerous contracts for essential supplies, ranging from cement and lumber to hospital provisions and official newspaper printing.
  • Pauper Care Services Tendered:

    A contract was accepted for services described as "hauling pauper remains & hauling sick paupers," specifically noting these services were for "all Colored" individuals.

265 Hearing to Citizens Paving Alleys Sand & Gravel Ordinance J. A. Richardson Leave of Absence Transfer Bond Contract Approved Regular meeting of the City Council : Austin, Texas June 27th 1912. The Council was called to order by the Mayor: Roll called : Present Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted. Regular order of business was then suspended and the matter of protests as to paving alleys on Colorado and Brazos streets taken up ,when Mr A E Caneo & W B Smith appeared before the Council and discussed the matter, after which the regular order was resumed. The report of the Supt of the Water and Light Plant for the month of January 1912, was presented and ordered filed. By Councilman Haynes an ordinance to prevent the dropping of sand ,gravel and other material of like description from wagons on the paved streets of the City of Austin, prescribing the construction of wagons used for hauling same, and providing a penalty for the violation of the terms hereof. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. On motion of Mayor Wooldridge leave of absence for July & August 1912, without pay ,was granted to Asst City Attorney J A Richardson ,by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Whereas the Commerce Trust Company has furnished the City Council of the City of Austin with satisfactory evidence of authority for the execution on the part of said Commerce Trust Company of the assignment of June 6 th 1912, mentioned in the resolution of said City Council passed on the day of June, 1912 ,and recorded in Book page of the minutes of said Council ,of the bid of the Texas Trust Company of Austin for $ 750.000. of bonds to be issued by the City of Austin ,the acceptance of the bid and the contract resulting from said bid and acceptance, to said Commerce Trust Company ; and Whereas said Texas Trust Company of Austin has also furnished said City Council with satisfactory evidence of authority for the execution on its part of said assignment: Therefore, be it resolved by the City Council of the City of Austin as in said resolution passed on the day of June, 1912, specified, be and the same is hereby made absolute and final ; and said Texas Trust Company of Austin is hereby released from any and all obligation or liability by virtue of its having been the original bidder for said bonds, or the acceptance of said bid and of the contract resulting from said bid and acceptance. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the Supt of Streets be authorized to employ a Stenographer and Draw -ightsman at $ 70.00 per month ,to be paid out of the Permanent Paving fund ; also an Engineer for sewer work at $ 100.00 per month, and two Rodmen at $ 1.75 each per day for sewer work ,to be paid out of the sewer funds . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Bartholomew offered the following resolution : Be it resolved by the City Council of the City of Austin : That the monthly rates for power furnished by the City Commencing with the readings in July 1912, be as follows : Power. For 1st 100 K W 8 cents per K W " " "200 K W "6" " " " " "300 " " "5" " " " "2400 " "4" " " " "3,000 " "3" " " All over b 000,K W 2 ½ cents " The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Hart offered the following Resolution : It appearing to the City Council that the best interest of the City Hospital requires that the Matron at the City Hospital be an experienced nurse ,one familiar with the duties of nurse besides a person of exec-utive ability who shall have charge of both branches of said Hospital, and act in the capacity of supervising nurse and Matron and be in full charge of the nurses and executive conduct of said institution ,subject to the approval of the Supt of Police and Public Safety ,and the City Council, and the Supt of Police and Public Safety believing that a per-son combining such qualifications cannot be obtained at the present salary of Matron to-wit : $ 50.00 per month, and that one can be obtained at a salary of $ 65.00 per month ; therefore, Be it resolved by the City Council of the City of Austin : That the salary of said combined supervising nurse and Matron under the head of salary of Matron ,be and the same is hereby fixed at b5.00per month ,beginning with the 1st day of June 1912. Councilman Hart offered the following resolution : Be it resolved by the City Council of the City of Austin : That the pound fee paid by Emil Barnhardt of $ 1.50 for the impounding of his cow during the month of April ,be and the same is hereby remitted ,and the City Clerk be and is authorized to issue a warrant in payment of same for thereasons as set forth in the attached communication ,and upon recommendation of the Supt of Police and Public Safety. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. Bids for Supplies Councilmen Hart,Haynes & Powell presented bids received for furnishing supplies to the City as follows,viz : For Cement , J E Bean, Austin Builders Supply Co & Nalle & Co, For Lumber Nalle & Co & Calcasieu Lumber Co, For Stock Feed , C J Martin & Sons, Marks Grain Co & Robinson & Col Blacksmithing , Smith & Bulian. Wm Ulit for meat (except bacon ) W B Smith for Dry Goods , Tom D Smith for Groceries, J W Templer for Sweet milk & cream, H F Hodge for butter , A Basnet for Butter milk, Grahams Drug Store for Prescriptions & Drugs , Mrs A E Wheeler for meals for City prisoners. Councilman Haynes submitted bids for Newspaper printing for the term ending Bids for Newspaper December 31st 1912, as follows : printing awarded Statesman Co , For 1st insertion 4 cents per line, Subsequent consecutive insertions .2 cents per line. Tribune. For 1st insertion 4 cents per line, subsequent insertions 1 7/8 cents per line. Monday July 1st 1912. Allowance to City Atty The Council was called to order by the Mayor with all members present: for stenographic Mayor Wooldridge offered the following resolution : Work. Whereas, inasmuch as the stenographic work and typewriting work in the City Attorneys office is of an increasingly large and difficult character; therefore, Be it resolved by the City Council of the City of Austin : That sixty (60.00 ) dollars be and the same is hereby appropriated out of the general contingent fund of the City of Austin ,to be paid to the City Attorney at the rate of Ten ( 10.00) dollars per month ,beginning July 1st and ending December 31st 1912, as a contribution on the Citys part --- Page break --- to the expense of the City Attorney in employing an specially expert typewriter,the most of whose work in for the City of Austin. Wednesday July 3rd 1912 Purnell Continued in Assessor office The Council was called to order by the Mayor with all members present,except Councilman Bartholomew: Councilman Hart offered the following resolution : Whereas, It appearing to the City Council that o ne Scrapion Runghill was the owner of a certain animal described in the attached affidavit and that he has made satisfactory proof to that effect as required by the City ordinances ,and that there remains in the City treasury $ 20.50 due the owner of said animal after paying all legal expenses due the City: Therefore :, Be it resolved by the City Council of the City of Austin : That a warrent be and the same is hereby directed to be issued by the City Clerkin favor of said S Runghill for the sum of $ 20.50,in satisfaction of the balance held by the City from sale of said animal : Sale of Stock from Purnell Refused The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Hart,Haynes & Powell 4 Absent Councilman Bartholomew 1 Councilman Hart presented a petition from the S W Tel & Tel Co,asking permission to erect a shed in rear of their property situated at No 407, Colorado street,which petition was recommended by the Board of Fire Commissioners,and the Supt of Police and Public Safety.
