. Regular meeting of the City Council: Austin, Texas, July 04, 1912. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilman Bartholomew. The Council then recessed subject to call.
Austin, July 5th 1912.
The Council was called to order by the Mayor with all members present: The minutes of the last regular and subsequent recessed meetings were read and approved: Protest paving W Avenue The Mayor laid before the Council a protest from Citizens on West Avenue and 13th street, protesting against the paving of those streets. The petition was read and filed. The Council then recessed until this P M .
July 5th 1912, P M . The Council was called to order by the Mayor with all members present. The Mayor laid before the Council the monthly reports of the following named Officers, which were read and ordered filed, viz: City Health Officer and Assistant, Matron Hospital, Fire Marshal, Health Inspectors. Ptn. Citizens for Policeman 3rd to Colorado Councilman Hart presented a petition from Citizens asking to have a Policeman appointed to serve on Congress Avenue from 3rd street to the Colorado Bridge, which was read and ordered filed. Councilman Hart presented the following resolution: It appearing to the City Council that a young calf belonging to Henry Lattimore was loose upon the street and impounded for which the applicant paid a pound fee of $ 1.50 for its release; it further appearing that said Pound fee Henry Lattimore calf was not turned out but got out through a hole in the fence and the applicant promised to be more careful in the future and the Supt of Police and Public Safety recommending it; therefore, Be it resolved by the City Council of the City of Austin : That said pound fee of $ 1.50 be and the same is hereby remitted and money still being in the hands of the Clerk of the Corporation Court said Officer is hereby authorized and directed to refund the same. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none.
Councilman Hart offered the following resolution : H F Harper pound fee It appearing to the City Council from the attached communication and from the statement of the Supt of Police and Public Safety, that the horse impounded was the horse of H F Harper, a mail carrier, and that the animal was not turned loose , but was on the street by accident, and the owner promising that it will not be repeated and the Supt of Police and Public Safety recommending the remission of the fee of $ 1.50 therefore, Be it resolved by the City Council of the City of Austin : That the pound fee of $ 1.50 paid for the release of said horse be and the same is hereby remitted , and the money having been paid into the City

27 Treasury ,the City Clerk is hereby authorized and directed to draw a warrant in favor of said Harper for said amount. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. The Council then recessed subject to call.
Austin, July 6th 1912. The Council was called to order by the Mayor with all members present: Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : Geo S. Dowell Confirmed as Asst. City Atty. That upon nomination of A P Wooldridge, Mayor and Supt of the Dept of Public Affairs, Geo S Dowell be and is hereby confirmed as substitute City Attorney at a salary of $ 75.00 per month . That the employment authorized under this resolution is to last during the temporary absence of J A Richardson, Assistant City Attorney, but in no event to exceed the period of two months time from July 1st 1912. The resolution was adopted by the following vote : Yeas Councilmen Bartholomew, Hart, Haynes & Powell 4 Not voting Mayor Wooldridge 1 The Council then recessed subject to call .
Tuesday July 9th 1912. The Council was called to order by the Mayor with all members present: The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin: Leave absence Milton Morris That leave of absence be and the same is hereby granted to Milton Morris, Assistant City Clerk, from July 11th to July 24th ,inclusive. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : Appropriation for Street Improvement That the sum of twenty three hundred and fifty four ( $ 2354.00) be and the same is hereby appropriated out of the Street Improvement fund for the purchase of a Ten-ton steam Road roller and equipment complete, and one steel beam road rooter with extra point, made by J I Case Thrashing Machine Co and purchased from Walter Tips. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none.
The Council then adjourned.
