272 Regular meeting of the City Council: Austin, Texas July 18 The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Absent none. The Regular order of business was suspended, and a Committee from the business League came before the Council to discussthe matter of estab-lishing a cotton yard on the Public Square south of 5th street and between Trinity & Neches streets. After hearing the committee the Council resumed the regular order. The Mayor laid before the Council reports from City Officers for the month of June 1912, as follows: Work & Elliot Park The City Marshal, the Treasurer, the Assessor and Collector, the Clerk, which were read and ordered filed. Councilman Hart presented a report from Special Engineer Welborn, statig that Mr Pool had completed his contract for work on East Avenue Park, which was read and adopted. Councilman Hart presented the following resolution: Lon P. Piper pound fee It appearing to the Council that a mule belonging to Lon Piper who lives about two miles outside of the City limits ,broke down the fence of his pasture and came into the City and was impounded ,for the release of which he was required to pay the sum of $ 1.50, and it appearing that it it was an unavoidable accident that the animal was in the City, and the Supt of Police and Public Safety recommending it; therefore, Be it resolved by the City Council of the City of Austin : That said pound fee be remitted ,and the $ 1.50 being still in the hands of the Clerk of the Corporation Court ,said Officer is hereby au-thorized and directed to refund same to the said Piper. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Hart offered the following resolution : Pound fee Bishop It appearing to the Council that two head of cattle belonging to one Bishop was placed in the City pound on June 24th ,for which he paid a fee of $ 3.00 ,that he lives south of the Dam Boulevard ,that the dam contractors removed the fence from the enclosure from which his cattle were confined and befoer he became aware of the fact his cattle were at large; that they were on the street witout his knowledge ,and throug means beyond his control ,and the Supt of Police and Public Safety re co-mmending it ; therefore, Be it resolved by the City Council of the City of Austin : Said that said pound fee of $ 3.00, be and the same is hereby remitted, and the same having been paid inyo the City treasury, the City Clerk is hereby authorized and directed to draw a warrant refunding the same. The Resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none.

Councilman Hart offered the following resolution : It appearing to the City Council that a Shetland Pony, belonging to the Grandson of S C Granberry, was impounded for which he paid the sum of $ 1.50, for its release; that thep pony was on the lawn of the Catholic Hall by consent of Father Marr,and accidently got on the street while the little boy was getting a drink of water. Under the circumstances the Supt of Police and Public Safety so recommending; therefore, Be it resolved by the City Council of the City of Austin That said pound fee be and is remitted,and the Clerk of the Corporation Court not having paid over the money ,said officer is authorized and directed to refund the same. C L Woodward Confirmed as Fire Marshal Councilman Hart offered the following resolution : Thenomination by Councilman Jas P Hart of C L Woodward for the position of Fire Marshal for the City of Austin being presented; therefore, Be it resolved by the City Council of the City of Austin : That said nomination and appointment be and the same is hereby approved and confirmed : The resolution was adopted by to following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hark,Haynes & Powell 4 Not voting Councilman Hart 1
Horse used by Chief Fire Dept turned over to Asst Chief. Councilman Hart offered the following resolution : It appearing to the City Council that the City. is the owner of a horsethat has heretofore been used by the Chief of the Fire Dept,and that the Fire Dept is the owner of the Fire Chiefs wagon and harness,that said outfit is now being used by the Assistant Chief of the Dept. That the City also owns a Fire Chiefs Autoapparattus which is now being used by the Fire Chief,that the City is paying the expenses of the Auto by monthly bills,the Supt of Police and Public Safety believes that it will be to the best interest of the City and the City allowance for Chief & Asst Chief fire expenses Fire Dept that a stipulated amount be allowed the Chief of the Dept for the keeping in re-pair the Chiefs Auto ( the City furnishing the oil and gasoline for running same ) and all other expenses to be paid by the Chief out of sum allowed,and further that it would be ad-visable to allow a certain amount monthly to the Assistant Chief for feed of horse and keeping in repair the wagon and harness,so that the Assistant Chief would have means of going to fires, and also in case of disability of the Auto apparattus the Chief could use the horse and wagon; therefore, Be it resolved by the City Council of the City of Austin : That the sum of $ 15.00 per month be and the same is hereby allowed the Chief of the Fire Dept for expenses in keeping said Auto aparattus in good condition ( the City to pay for the gasoline and oil to run same ),and that the sum of $ 15.00 be allowed the Assistant Chief of the Fire Dept for feed of horse, repairs,etc,to harness and wagon,said allowance to date from July 1st 1912,and to be paid out of the miscellaneous item in the Fire Dept budget. The Council was called to order by the Mayor with all members present:The Mayor laid before the Council an ordinance establishing Standard Weights and Measures and regulating the use of same in the City of Austin, Creating the office of Inspector of Weights and Measures and prescribing compensation and defining his duties; and providing penalties for the violation of the terms hereof. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. The Council then recessed subject to call.
Weights & Measures Ordinance
Wednesday July 17th 1912. The Council was called to order by the Mayor with all members present. Mayor Wooldridge offered an ordinance authorizing the Mayor of the City of Austin, Texas, to execute deeds for the City of Austin to certain half lots in the northwestern part of Oakwood Cemetery. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. The Council then adjourned.
