275 Regular meeting of the City Council: Austin, Texas, July 18, 1912. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Absent None. The minutes of the last regular and subsequent recessed meetings were read and adopted. Councilman Haynes presented the report of the Sanitary Inspector for the month of June 1912, which was read and ordered filed. Councilman Hart presented the following resolution: It appearing to the City Council that a cow belonging to one J H Wimbish was impounded and remained in the City pound for three days before he ascertained the fact; that she was in a pasture outside the City limits and escaped and came into the City; that her being in the pound limits was unintentional and unavoidable, and upon investigation by the Supt of Police and Public Safety these facts being found to be true and he recom-mending the remission of the fee of $ 3.00 paid by said Wimbish; therefore, Be it resolved by the City Council of the City of Austin : That said pound fee of $ 3.00 be and the same is hereby remitted, and the money being still in the hands of the Clerk of the Corporation Court ,said officer is authorized and directed to refund same. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Bartholomew offered the following resolution : Resolved that the Supt of Parks and Public Property be authorized to sell the Carmichael Co the Derrick and Rigging and Hoisting Engine used by the Water, Light and Power Plant in excavating for the reinforced Water trenches for the sum of $ 2,000.00. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Powell presented the report of the City Engineer of Specifications for paving Colorado street from 2nd to 4th streets, with Bitulithic paving, which were read and filed. Councilman Powell offered ta resolution ordering the improvement of a certain portion of Colorado street, in the City of Austin ; and approving specifications, proposal, con-tract and bond therefor, which was read and laid over for one week. The Mayor laid before the Council an ordinance authorizing the issuance of sewer bonds of the City of Austin, Texas, to the amount of two hundred and fifty thousand dollars and providing for the payment thereof. The ordinance was read the first time and laid over . The Mayor laid before the Council an ordinance authoizing the issue of the Street Improve-ment bonds of the City of Austin,Texas, to the amount of two hundred and fifty thousand dollars ,and providing for the payment thereof. The ordinance was read by caption and laid over . The Mayor laid before the Council an ordinance authorizing the issue of the Cemetery bonds of the City of Austin,Texas, to the amount of fifty thousand dollars, and providing for the payment thereof. The ordinance was read by caption and laid over. The Mayor laid before the Council an ordinance authorizing the issue of the Hospital bonds of the City of Austin, Texas, to the amount of fifty thousand dollars, and providing for the payment thereof. The Mayor laid before the Council an ordinance authorizing the issue of the School bonds of the City of Austin, Texas, to the amount of one hundred and fifty thousand dollars, and providing for the payment thereof. The Council was called to order by the Mayor with all members present: Councilman Powell presented the following resolution: Be it resolved by the City Council of the City of Austin: Grades for sidewalk 16th & Congress Avenue That the following grades be and the same are hereby established for the sidewalk on the south side of sixteenth street from Congress Avenue to the alley between Congress Avenue and Brazos street: At a point where this sidewalk joins Congress Avenue sidewalk ,100.00' six feet west 101.39' Sixteen foot west 102.43' 30.7 west 103.55' 57.9 ft west 105.02 ' 116.9 ft west 107.31' 175.9 ft west , this being at east side of the alley ,109.51' ( Elevations given are taken with respect to an assumed elevation of 100 feet on the east end of the Congress Avenue walk ) The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Lines Lavacca 11th to 19th st. Car line Councilman Powell offered the following resolution: That the following line be and the same is hereby established for the center line of the two street railway tracks on Lavacca street from 11th to 19th street: (1).From 11th to 13th - take intersection of correct center lineof Lavacca street according to Land Office map with established center lineof 11th street for point "A".For point "B"measure 3.95 west on established center line of west 13th street from intersection the intersection of the established center line of 13th street with the correct center line of Lavacca street according to Land Office map . On the south property line take a point 3.95west of the correct center line of Lavacca street, accor-ding to Land Office map for point "C".The straight line joining "B" and "C" to be the established center line of the tracks between these points. That the curb line on the east side of Lavacca street all the way from 13th to 19th street be and the same is hereby established parallel to and 27.85 from the above center line of tracks, and at the north side of 11th street the east curb line on Lavacca street ,according to Land Office map. That the west curb line of Lavacca street be and the same is hereby estab -lished as follows: Take a point on the south side of 19th street,31'.5 from the correct center line of Lavacca street ,and another at the south side of 18th street 33'.0 west of the correct center line of Lavacca street,. The Council then recessed subject to call. --- Page break --- 277 At the north side of 13th street, take a point 34'.0 west of the correct center line of Lavaca street. The straight line connecting this point with the south side of 13th street 33'.0 west of the center line of Lavaca street, to be the established curb line of Lavaca street between these two points. At the north side of 12th street, take a point 20'.15 west of the correct center line of Lavaca street. The straight line connecting this point with the point at the north side of 13th street, 34'.0 west of the center line of Lavaca street, to be the established curb line of Lavaca street, between these two points. The straight line through the point at the north side of 12th street, 20'.15 west of the correct center line of Lavaca street, and parallel to said center line, to be the estab-lished curb line of Lavaca street from the north side of 12th street, to the center line of 11th street. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. The Council then recessed subject to call Tuesday July 23rd 1912. The Council was called to order by the Mayor with all members present. Mayor Wooldridge presented the following resolution: Be it resolved by the City Council of the City of Austin: C J Martinfson That C J Martin & Son, wholesale grain dealers of this City, be and they are hereby authorPlatform, Scale -ized to place and maintain upon the alley between Congress Avenue and Brazos street in & Hoist this City, and immediately north of fourth street, a private weighing scale for the convenience of themselves and their customers. Said scale to be located as follows and be of the dimensions as follows: Said scale is to be about forty feet north of the property line where said alley intersects fourth street and be upon the east side of said alley. It is to encroach upon the alley towards the west for a distance of six feet, one inch. It is to be thirteen feet ten and a half inches long and seven feet, nine inches in width, save and except as to the concrete frame work about the pit or depression caused for the erection and placing of said scales, which concrete wall is to eight inches in thickness. The east side of said concrete wall enclosing said scale is to be six feet from the west wall of the warehouse in which said C J Martin & Son do business. The permit granted hereunder is to be carried out under the supervision of the Supt of Streets and Public Improvements and the permit herein and hereby granted is revo-cable at any time at the pleasure of the City Council. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. The Council then recessed subject to call. --- Page break --- 278 R. S. Garrett Sign across Sidewalk Wednesday July 24th 1912. The Council was called to order by the Mayor with all members present , except Councilman Haynes. Mayor Woolridge offered the following resolution : Be it resolved by the City Council of the City of Austin : That permit be and is hereby granted to R S Garrett to erect and maintain for the period of ten days from and after this date ,to-wit,July 24th 1912 a cloth sign across the sidewalk at the intersection of West sixth street and the alley first west of Congress Avenue,and in front of the building known as the Smith Office building in this City. That said sign shall be of cloth of about the dimensions of three feet in haighth by ten feet in length .It shall be suspended not less than eight feet above the sidewalk and be securely attached to the building and the present awning in front of the same.It shall enscribed thereon these words " Piano sale today,R S Garrett, Agent, the John Church company,Texas." Resolved further: That this permit is revocable at the pleasuer. of the City Council.
