Austin: Fines Remitted, Sewers Built, Paving Debt

304 Regular meeting of the City Council: Austin, Texas, August 22, 1912. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and approved. The Mayor laid before the Council a report from Dr S J Swift, Health Inspector, which was read and ordered filed. Councilman Bartholomew nominated Mr B B Crow as Inspector at the Dam, which nomination was confirmed by the following vote: Yeas Mayor Wooldridge, Councilmen Hart, Haynes & Powell 4 Not voting Councilman Bartholomew 1 The Mayor laid before the Council a petition from W H Folts, President of the Board of Managers of the State Lunatic Asylum, asking to have pound fees assessed against some cattle which escaped from the pasture of the Institution, remitted: On motion the petition was granted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew , Haynes & Powell 4 Nays Councilman Hart 1 Councilman Hart offered the following resolution: Be it resolved by the City Council of the City of Austin: That for the reasons given in the attached statement, and upon recommen-dation of the City Marshal and the Supt of Police and Public Safety, the fines against these parties and amounts as set out in said statement be and the same are hereby remitted. Very Respectfully, J T Laughlin, City Marshal. Having investigated the above cases and being satisfied that there is no good reason why said fines should not be remitted as there is no probability of ever collecting the same., and all but five of the defendants being either dead or having left the City, I join with the City Marshal in recommending the remission of all said fines. Councilman Powell presented the following communication: Austin, Texas, August 22nd 1912. Hon A P Wooldridge, Mayor and City Council of the City of Austin, Gentlemen : I attach herewith a letter and bills from Mr Knox T Johnson for paving in front of the following properties on 4th street in the City of Austin: Estate of Phillip Hatzfeld $ 882.61 Estate of J Kopperl 844.89 J G Hornberger 231.72 Mrs J G Hornberger 557.86 To tal $ 2,517.08 The above property owners have not paid the contractor for the paving in front of their properties. I therefore respectfully recommend that such steps are necessary be taken by the City Council to enforce the collection of these claims. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Specification Sewer adopted That the specifications for sanitary sewer work as set out in the specifications submitted to the City Council on this day by the Supt of Streets and Public Improvements ,be and the same are hereby adopted. Be it further resolved: That authority be and is hereby granted to said Supt of Streets and Public Improvements to advertise for bids for the construction of certain sanitary sewer work as set out in the following notice to contractors. The bids to be received up to ten (10 o'clock) of Tuesday Sept 24th 1912.: Notice to Contractors. The City of Austin,Texas, will receive sealed bids until ten o'clock A M, Tuesday ,September 24th,1912, for the construction of Sanitary sewers as follows: About 3855 feet of 36-inch,3947 feet of 33-inch,3711 feet of 24 -inch,950 feet of 21-inch, 882 feet of 20-inch,1138 feet of 18-inch, 3899 feet of 15-inch,4620 feet of 12-inch,3633 feet of 10-inch, 5319 feet of 8-inch, and 741 feet of 6-inch,together with river outfall,stream crossings and other appurtenances ,all in accordance with plans and specifications prepared by M C Welborn,Chief Engineer of Sewers,and now on file in his office.Each bid must be accompanied with a certified check on an Austin bank for the sum of twenty five hundred ($ 2,500.00) dollars ,made payable to A P Wooldridge,Mayor. The City reserves the right to reject any or all bids,to waive defects ,to accept any bid, or to divide the work between two or more contractors,provided no award be made for a less amount than $ 30,000.worth of the work. All bids must be sealed in envelopesmarked on the outside " Sewer bids"and addressed to Jno O Johnson,City Clerk. A deposite of $ 10.00 will be required for each set of plans and specifications taken out. Tuesday Aug 27th 1912, The Council was called to order by the Mayor with all members present. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : W & L Budget amended That the supplementary budget of the Mayor for the Water,Light and Power dept for the current year recommending an appropriation of $ 7,500. for Machinery and equipment ,be and the same is hereby adopted,and the appropriation for $ 7,500. therein recommended for Machinery and Equipment,be and the same is hereby made. The resolution was read and laid over for one week. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That permit is hereby granted to J Silverstein to support the awning in front of his store house at 309 East 6th streetby means of chains attached to the second story wall of the building at 309 East 6th street ,and permission is granted him to repair the --- Page break --- 308 J. Stevenson Building Permit awning in front of said building. The repairs to said awning are to be done under the supervision of the City Engineer and authorized subject to his approval. It is expressly stipulated that the permit to repair the awning at 309 East 7th Street is granted with the distinct understanding that said awning shall be removed within twelve months from the date hereof and a new awning installed in conformity with the ordinances of this City.
