Regular meeting of the City Council: Austin, Texas, Aug 29 th 1912. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted. Councilman Hart presented the following resolution: The City Marshal and Supt of Police and Public Safety recommend to the Council the remi-sion of the following pound fees, to-wit: 1 cow of Homage May, impounded Aug 23, fee $ 1.50 1 cow of Wm Prouse, impounded Aug 18th , fee $ 1.50, for the following reasons: (1) The cow of Hay's escaped from his premises about 3 miles East of the City and he was after her at the time she was caught by the Officers, (2) The Cow of Wm Prouse was either turned out by some malicious person or broke out of his enclosure and was found on the street by the officers. These being the first violations of the law by the above parties and the stock being in the pound limits by accident , it is the opinion of the Council that said fees should be remit-ted, therefore, Be it resolved by the City Council of the City of Austin: That said pound fees be and the same are hereby remitted, and the money still being in the hands of the Clerk of the Corporation Court , said officer is authorized and directed to refund same.
The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Hart offered the following resolution: It appearing to the City Council that three cows belonging to Mrs Levi Bankston were found within the pound limits and impounded on Aug 22nd, as appears from the attached statement, the cows were in the limits by accident and the territory where found having been recently added to the pound limits, and owing to the misfortune of the Lady , the Supt of Police and Public Safety recommends that the pound fees amounting to $ 4.50 be remitted; therefore, Be it resolved by the City Council of the City of Austin: That said pound fees amounting to $ 4.50 be and the same are hereby remitted , and the money having been paid in to the City Collector , the City Clerk is hereby authorized and directed to draw a warrant for said $ 4.50 in favor of said Mrs Levi Bankston . The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Mayor Wooldridge offered the following resolution: Whereas, the City ofr Austin, Texas, has come into the possession of more than six hundred thousand ($ 600,000. ) dollars in money over and above the proceeds of the sale of one hundred and fifty thousand ($ 150,000.) dollars of school building bonds, the proceeds of which school building bonds have been paid over to the American National Bank of this City, the Treasurer of the Austin School Board; Now therefore, Be it resolved by the City Council of the City of Austin:

That Chester Thrasher, Treasurer of the City of Austin, he and he is hereby requested to file an additional bond in the amount of three hundred thousand ($300.000) dollars as custodian of the proceeds of the sale of six hundred thousand (A 600.000.) dollar City Treasurer to give additional bond of municipal bonds. Two hundred and fifty thousand ($ 250.000) dollars of these bonds are Street Improvement bonds , Two hundred and fifty thou-sand ($ 250.000.) dollars are sewer bonds, Fifty thousand ($50.000) dollars are Hospital Building bonds and Fifty thousand ($50.000) dollars are Cemetery bonds.
The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Maynes & Powell 5 Nays none.
The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the Mayor of this City be and he is hereby authorized to approve Special Bond for Treasurer approved the special bond to the City of Austin given on the 28th day of August 1912, by Chester Thrasher , Treasurer of the City of Austin, in the penalty of three hundred thousand ($ 300.000) dollars , and subscribed by WmR Hamby, F G Smith, S Goldstein, D T Iglehart, E A Lowry, D B Gray, A F Martin and T W Gregory. Be it resolved further: That the City Clerk be and he is hereby instructed to copy this bond in full in the minutes of the City Council of this City: Theresolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Maynes & Powell 5 Nays none.

Whereas, the City of Austin has sold to the Commerce Trust company of Kansas City ,Missouri, all of its bonds issued by virtue of the author-ity of the election held on April 30th 1912, and has now on hand the several sums of money realized from the sale of its Sewer bonds, Street Improvement bonds, Hospital bonds and Cemetery bonds; and, Whereas, an emergency exists by the receipt of said sums of money which requires the City Treasurer of the City of Austin to make an additional bond to the bond heretofore made by him ,and the City Council of the City of Austin has required that such additional bond be made by him in the sum of three hundred thousand dollars; therefore , Know all men by these presents : That We, Chester Thrasher, as principal, and Wm R Hamby, F G Smith, S Goldstein, E H Perry, D B Gray, D T Iglehart, and A F Martin as sureties ,are held and firmly bound unto A P Wooldridge as Mayor of the City of Austin, Texas, and unto his successors in office, in the sum of three hundred thousand ($ 300.000) dollars ,good and law-ful money of the United States of America, for the payment of which well and truly to be made, we bind ourselves, our heirs, Executors and Admin-istrators, jointly and severally, by these presents. 312 Transfer funds The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That twelve thousand five hundred ($ 12, 500.) dollars out of the permanent –ment Street Improvement bond fund, be and the same are hereby appropri–ated to the Permanent Street Improvement fund of the City of Austin for the current year. The resolution was read and laid over for one week . Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart,Haynes, & Powell 5 Nays none.
University Ave to be paved & Paved. The Mayor offered the following resolution : Be it resolved by the City Council of the City of Austin : That University Avenue from 19th to 21st streets be sidewalked,paved and parked as follows: (1) The sidewalks on both sides of the street shall be twenty five (25) feet in width from the property to the curb lines. (2) The paved driveways shall be 22 feet & 6 inches wide on each side of the middle parkway. (3) The parkway shall be in circles or ovals to be designed by the City Engineer,of the width or diameter of thierty five (35) feet respectively. August 30th 1912. The Council was called to order by the Mayor with all members present: Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the center lines of 1st,2nd & 3rd streets West of Congress Avenue be and the same are hereby established as follows : Street lines to 1st,2nd & 3rd The center line of 1st street to be 1.5.feet south of the correct distance from 6th street and at right angles to the center line of Congress Avenue, The center line of 2nd street to be 1.2 feet south of the correct distance from 6th street and at right angles to the center line of Congress Avenue. The center line of 3rd street to be 0.9 feet south of the correct distance from 6th street and at right angles to the center line of Congress Avenue. The resolution was adopted by the following vote : Yeas Mayor Wooldridge , Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Transfer funds Be it resolved by the City Council of the City of Austin : That two hundred and fifty ($ 250.00) dollars be and the same is hereby transferred from the general contingent fund of the City of Austin for the current year to miscellaneous fund of the Fire Dept for the purpose of paying the allowed claim for damages against this City in favor of D B Spillar .

Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the Supt of Streets and Public Improvements be authorized to purchase approximately 268 feet of corrugated iron flume ,to cost $ 1.25 cents per foot ,f o b Austin, for the purpose of putting in storm sewer at the foot of Brazos street on Colorado river. Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : That thirty eight ($ 38.00) dollars , be and the same are hereby transferred from the Miscellaneous Park fund for all Parks to East Avenue Miscellaneous Park Fund. This transfer is intended as a transfer of a like amount from the miscellaneous general park fund to East Avenue park fund for the purchase of seats for the East Avenue Park. The citizens of East Austin having already contributed thirty eight ($ 38.00) dollars to this same cause.

Theo PMeyer Mayor Wooldridge offered the following resolution : Gasoline Tank Be it resolved by the City Council of the City of Austin : That permit be and is hereby granted to Thro P.Meyer to install and maintain under the sidewalk in front og yht building located at 508 Colorado street ,a gasoline tank, for the use of the garage to be be conducted at 508 Colorado street , and in addition to said gasoline tank, the said Theo P Mayer is authorized to erect and maintain at the d curb in frontof said premises a pump used for filling tanks of automobiles.said pump is not to exceed 4 feet in heighth . That the work under this permit must be done under the supervision of the Supt of Streets and Public Improvements and subject to his approval. Be it further resolved: Tha, this permit is to be deemed absolutely revocable at any time at the pleasure and in the judgement of the City Council . The resolution was adopted by the following vote : Yeas Mayor Wooldridge , Councilmen Bartholomew,Hart ,Haynes & Powell. Councilman Bartholomew stated that he voted "Aye" ,but simply by reason of the fact that a like privilege had been granted to other persons installing gasoline tanks .As a pricipal he opposes the installation of gasoline tanks on the sidewalks anywhere in the City of Austin. Sept 4th 1912. The Council was called to order by the Mayor,with Councilmen Haynes & Powell present. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the recommendation of J T Laughlin ,Chief of Police, to suspend Las Evans Suspended (15 days)Los Evans , Dog Catcher, for fifteen (15) days from this date without pay, be and the same is hereby approved. Mayor Wooldridge offered the following resolution : Whereas, it has been brought to the attentionof the City Council by the report of Henry Hartman ,State chemist, that the water contained in the certain wells herein after named is in a condition detrimental to the health of thepeople of the City of Austin,and that to a continue to drink from said wells would produce disease ; and, Whereas, said conditions create a nuisance which ought to be abated; therefore,
Be it resolved by the City Council of the City of Austin : Sectionl. That the Sanitary Inspector be and is hereby directed to notify the owners of said wells to immediately seal and close said wells in such a substantial manner as to prevent the drinking of water therefrom ,and to forthwith report to the City Council his action and whether or not said owners have complied with his notice.
