318 . Regular meeting of the City Council: Austin, Texas, Sept 12th 1912. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Haynes & Powell 3 Absent excused Councilmen Bartholomew & Hart 2 The minutes of the last regular and subsequent recessed meetings were read and adopted. . Petitions ,etc: Fine Wm Powell The Mayor laid before the Council a petition from W M Powell, asking the Council to remit a fine assessed against Willie Powell in the Recorders Court, which was read and the petition granted by the following vote : Yeas Mayor Wooldridge, Councilmen Haynes & Powell 3 Absent excused Councilmen Bartholomew & Hart 2 Building permits The Mayor laid before the Council petitions from Yates & Cornwell, Yates & Cornwell W L Hamilton & W L Parsley, asking for permission to erect certain W L Hamilton buildings within the Fire limits, which were read ordered filed. W L Parsley Unfinished business: The Mayor laid before the Council a resolution appropriating the sum of $ 1,340.97 ,to pay the claim of J W Maxwell for commissions collecting delinquent taxes, which was passed by the following vote : Yeas Mayor Wooldridge, Councilmen Haynes & Powell 3 Absent Councilmen Bartholomew & Hart 2 New Business: Mayor Wooldridge offered the following resolution: Resolution on Miss Lole Mc Sween, an Austin girl, today marries Mr Scott McGuire, a marriage of Kentucky gentleman, and after today Mrs McGuirewill probably cease to Miss McSween live among us. Miss McSween inspired by the Council and example of her good mother, Mrs C H Wilcox, whose life for many years in Austin has been largely devoted to deeds of unpaid love and charity, has herself like her noble mother gone in and out amongst the poor ,the ignorant, the afflicted, the sorrowing and even the vicious of our people, unselfishly minister, to their needs ,loved and respected for her life and appreciated for her unselfish philanthropy. Resolved, therefore, by the City Council of the City of Austin: That the Council congratulates Miss McSween upon her impending happy marriage, and wishes for her in her new abode a continued life of unselfishness and love, and wishes that when she is married ,such domestic felicity will be added to the happiness she has so largely gotten and has so richly deserved from her public service. Resolved that this resolution be entered upon the minutes of the City Council and a copy thereof, oved the seal of the City, be transmitted with the compliments of the City Council to Miss McSween. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Haynes & Powell 3 Absent Councilmen Bartholomew & Hart 2 The Mayor laid before the Council an ordinance closing and vacating against public use ,traffic and travel a strip or piece of ground forty eight and --- Page break --- Ordinance Vacating Street - a half foot wide by one hundred and eighty six foot long, north of Wooldridge school in outLot 43 Divison "D", of the City of Austin, Texas, and repealing all ordinances or resolutions in conflict with the provisions hereof. The ordinance was read the first time and laid over. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin, Texas : That the specifications for paving the following streets be adopted: Paving Specificatio[n] Lavaaca Street Universit[y] Ave & East adopted Lavaaca street from north side of 7th street to south side of 11th street; Lavaaca street from south side of 11th street to north side of 19th street; 19th street from the East side of Lavaaca street to East side of Congress Avenue; University Avenue from north side of the North side of 21st street; East 6th street from west curb line of East Avenue to west line of Pecanales street. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Haynes & Powell 3 Absent Councilmen Bartholomew & Hart 2 The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin: That the Supt of Streets and Public Improvements be and he is hereby instructed to take all necessary , proper and legal steps for ordering the paving of West 6th street from the east side of West Avenue to the West side of West Lynn street in this city. That the roadway hereby directed to be paved shall be 40 feet wide and the necessary and proper curbs and gutters are directed to be placed in position at the same time that the roadway is to be paved. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Haynes & Powell 3 Absent Councilmen Bartholomew & Hart 2 The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Paving N Congress Avenue ordered X That the Supt of Streets and Public Improvements be and he is hereby instructed to take all necessary, proper and legal steps for ordering the paving of North Congress Avenue from the North gate of the Capitol grounds to and across 19th street in this city . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Haynes & Powell 3 Absent Councilmen Bartholomew & Hart 2 Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin : Lines. San Antonio St X That the following center line of San Antonio street from 24th to 26th street be established. Measure along the established center line of 24th street 729.22 feet from the established center line of Rio Grande street ; then turn an angle of 90ยบ10 ' from the east for the center line of San Antonio street, making this center line parallel to ,and 729.22 feet from the established center line of Rio Grande street. This line checks the properties along the street as well as any line that could be established. At the south side of 23th street, this line is 29.93 feet from the west property line of San Antonio street, and 30.27 feet from the east property line. At the north side of 23th ,it is 29.29 from the west property line and 30.04 from the east property line. At the south side of 25th street it is 29.95 feet from the west property line and 29.55 from the east property line. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Haynes & Powell 3 Absent Councilmen Bartholomew & Hart 2 The Council then recessed subject to call.
