320 .Regular meeting of the City Council: Austin, Texas, Sept 19th 1912. The Council was called to order by the Mayor : Roll called : Present Mayor Wooldridge, Councilmen Hart & Powell 3 Absent excused Councilmen Bartholomew & Haynes 2 The minutes of the last regular and subsequent recessed meetings were read and approved.
Street Vacated Unfinished business:
The Mayor laid before the Council an ordinance closing and vacating against public use ,traffic and travel a strip or piece of groundforty eight and a half feet wide by one hundred and eighty six feet long,north of Wooldridge school in outlet 48 ,Division "D",of the City of Austin,Texas, and repeal-ing all ordinances or resolutions or parts of ordinances or resolutions in conflict with provisions hereof. The ordinance was read the second time. New business: Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : Appro. repair Wall. Lot 8 Block 62 That one hundred ($ 100.00) dollars out of the general street fund ,be and the same is hereby appropriated as a contribution on the part of the City to the expense of the repair of the wall situated on Lot 8,Block 62, City of Austin. This contribution of $ 100.00 to the cost of repairing said wall is based upon the consideration that the wall on said lot was damaged in a flood, the consequences of which were aggravated by the bad condition of Sabine street in this City ,adjacent to said property. Wickline for medical Congress Public Health fund fifty dollars ($ 50.00) to expense of a trip to the Health Officer Dr R M Wickline, who wishes to attend the 14th Interna-tional Congress on Hygiene and Demography at Washington D C,beginning Sept 23rd . Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : That leave of absence be and is hereby granted P W Powell, Supt of Streets and Public Improvements to attend the American Road Congress to assemble at Atlantic City N J, on Sept 30th inst. Be it resolved further : That, the necessary expenses of this trip be and the same are hereby appropriated out of the Miscellaneous appropriation of the general street fund. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Hart & Powell 3 Absent excused Councilmen Bartholomew & Haynes 2 Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : That permit be and is hereby granted to G Flury to construct, install and maintain an electric sign across the sidewalk at 215 West 6th street in this City . Sis design shall be of the dimensions of about eight and a half feet ( 8'6")in length by three (3) feet in height, and to have reflectors placed in position on each side of said sign . The sign is to have inscribed on it : Leek's Good things to eat. Said electric sign shall be placed eight (8) feet above the sidewalk and be securely attached by iron rods,chains or wires to the building in front of which it is placed. Be it further resolved : That the work done under this authorization shall be done under the supervision of the Supt of Streets and Public Improvementsand be approved by his Engineer. Be it further resolved : That the permit hereby granted shall be deemed held and accepted as absolutely revocable at any time in thepleasure of the City Council . The transfer hereby authorized is to re-imburse to the general contingent fund an advance of $ 500.00 made to the sewer fund on the 22nd of June 1912. Colorado St. Ordinance levying Assessment Councilman Powell offered an ordinance levying an assessment for the payment of part of the the cost of improving Colorado street in the City of Austin between the north property line of 4th street and the north property line of 7th street and to fix a charge and lien against the owners of property and their property abutting said street and providing for the collection and enforcement thereof . The ordinance was read the first time. The Mayor laid before the Council a report from the Inspector of Weights and Measures covering the time from his appointment to date,which was read and ordered filed. The Council then recessed subject to call.
Sept 20th 1912. The Council was called to order by the Mayor,Present Mayor Wooldridge, Councilman Hart & Powell. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That thirty eight ($ 38.00) dollars paid to the Park fund by citizens of East Austin, for seats for East Austin Park, be appropriated and credited to " Tools and incidental expenses " for East Avenue Park. The Council was called to order by the Mayor: Present Mayor Wooldridge, Councilmen Hart & Powell 3 Absent excused Councilmen Bartholomew & Haynes 2 The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin: Tha the sum of three hundred ($300.00) dollars ,paid by the local citizens for the purpose of defraying part of the cost of graveling East 20th street from Sabine to Red River streets,and Red River street from 19th to 21st street be and the same is hereby appropriated and set apart for the purpose above named.

Councilman Hart offered the following resolution: Be it resolved by the City Council of the City of Austin: Tha the sum of onehundred and fifty ($150.00) dollars be and the same is Damages JH Shubert hereby appropriated out of the general contingent fund to be applied in full payment and satisfaction of any claims of J H Shubert for alleged personal injuries sustained by his wife ,Mrs J H Shubert, on the 16th day of July 1912, in a collision between a surrey belonging to D B Spilar ,and the North Austin Hose Wagon ,Mrs Shubert being an occupant of said surrey at the time of said collision ,this amount being in full settlement of any claim for damages whether actual or punitory,present or future alleged to have been sustained by Mrs Shubert. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,& Powell 4 Absent excused Councilman Haynes 1 Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin: Resolution re 1/5 pay for paving streets That from and after Oct ber 1st 1912,the City of Austin shall,in addition to paying for the street and alley intersections ,pay for the one-fifth part of the cost of thepermanent paving in front of private properties where permanent paving is done. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Hart & Powell 3 Nays Councilman Bartholomew 1. Councilman Bartholomew presented the following reasons for his Vote: I vote against the motion to donate one-fifth of the expense of paving to the property holder in future contracts for the following reasons: It is partial;for all owners of property have heretofore borne the total expense of paving in front of their property. The City has widened the walks and decreased the width of streetsfor future paving, which will lessen the expense of paving. On Lavacca street ,about to be paved,for a portion of the distance there are two street r Railway tracks which lessens the expense of the property owner. I realize that the paving of streets at expense of the property owners is a heavy burden, and if this proposition had been submitted at the beginning,so that those who have paid for the paving already laid would have received the proposed benefit ,I would vote Differently.

326 Correction J.E. Grizzard
Sept 25th 1912. The Council was called to order by the Mayor with all members present, except Councilman Haynes. The Mayor laid before the Council the following resolution : Whereas, J E Grizzard, makes affidavit that he had on deposit in the American National Bank on the 1st day of January 1910,the sum of fivehundred ($500.00) dollarsand not the sum of twenty five hundred ($ 2,500.00) dollars as was assessed against him by the Board of Equalizationfor the year 1910, which affidavit is attached to this resolutionand made a part hereof: Therefore:
Be it resolved by the City Council of the City of Austin : That the assessment of said J E Grizzardfor personal property for the year 1910,be and the same is hereby corrected ,and the amount of money on hand subject to taxation declared to be five hundred($ 500.00) dollars ,and not twenty five hundred($ 2,500.00) dollars ,as is at present carried on the assessment rolls of this City. Be it resolved further: That the Assessor and Collector be and he is hereby authorized to correct his rolls for the year 1910,in accordance with the provisions of this resolu -tion .
