Councilman Powell presented bids for paving certain streets of the City ,received in response to advertisement for same ,as follows : Roach,Manigan Paving Co,Fort Worth Texas General Construction Co,Fort Worth,Texas Texas Bitulithic Co, Dallas,Texas Creoso ed Wood Block Paving Co of J O Polhemus Of Austin,Texas Wes ern Paving Co of Knox T Johnson of Austin,Texas. The different bids were opened and read,and were referred to the Supt of Streets and Public Improvements ,with the City Engineer for calculation and report . Petition To exempt property from tax
Petitions,etc : The Mayor laid before the Council a communication from Mrs Herndon and J T Parker, calling attention to the fact that certain property in South Austin which was used for religious purposes had been assessed for tazes ,and asking the Council to investigate the matter and grant them relief . The communication was read.KXX but no action taken on same. Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : That the Assessor and Collector be and he is hereby authorized to accept the sum of nine hundred and eighty five & 75/100 dollars,in full payment of all taxes in arrears due and owing by the former firm of Ben C Jones and Companyof this City to the City of Austin. Vacating Street
The Mayor then laid before the Council an ordinance levying an assessment for the payment of a part of the cost of improving Colorado street in the City of Austin between the north property line of 4th street and the north property line of 7th street and to fix a charge and lien against the owners of property and their property abutting said street and providing for the collection and enforcement thereof. The ordinance was read the second time. Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : That the street East one block from Lampasas street and extending from 19th to 23rd street in this City , be and the same shall hereafter be known and called as Tom Green Street . Councilman Hart presented the following resolution : It appearing to the City Council that an inoffensive sheep belonging to J A Patton of Oak Hill was through the activity of dogs and boys run into the City limits where it was captured by the City Pound Master and placed in the City Pound. This sheep having run the gauntlet of hungry dogs and mischievous boys is entitled to consideration and believing that its release without charge will have some effect on the cost of high living, the City Marshal and the Supt of Police and Public Safety recommends the remission of the pound fee of $ 1.50; therefore, Be it resolved by the City Council of the City of Austin : That, the pound fee of $ 1.50 be and the same is hereby remitted . with the City Council as to the special benefits of improvement on said 4th street apportionment of the cost of such improvements to be assessed against them ,and directing the City Attorney to file with the County Judge of Travis County a statement thereof. Whereas ,the City Council has heretofore ordered the improvement of 4th street between the East line of its intersection of Colorado street and the West line of its intersection of San Jacinto Street by grading and pav-ing the same and has given a notice and hearing to the owners of property abutting thereon ,concerning the benefits of the said improvement and the amount and proportion of the cost thereof to be assessed against them ; and, Whereas, the said hearing has been holdand all of the said owners have been given an opportunity to be heard before the City Council concerning the said matters; and, Whereas, some of said owners have agreed and consented with the City Council concerning the benefits of said improvements to their property and the amount to be assessed against the same; and, Whereas, others have failed and refused to agree with the City Council as to the special benefits of said improvement and the amount and the appor-tionment of the cost thereof to be assessed against them and their property ; and, Whereas ,said improvement has been fully completed and accepted by the City of Austin; therefore, Be it resolved by the City Council of the City of Austin: 1st. 331 Petition Citizens Lavaoca St in regard to having Electric lights installed The Mayor laid before the Council a petition from Citizens on Lavaoca street protesting against a change in the thickness of concrete base for paving on Lavaoca street from 5 to 4 inches and asking the 5 year guarantee be retained ,also a petitionfrom the same partion asking to have Electric Lights ,similar to those on 6th street, installed on Lavaoca street The pe ions were read and ordered filed.
Mayor Wooldridge offered the following ordinance, An ordinance to amend Articles 807 ,808, 809,810 & 811, of the revised ordinances of the City of Austin ,Texas, and ,o repeal Amendment to Revised Ordinance certain conflicting provisions in said Articles 807,808,809,810& 811, of theRevised ordinances of the City of Austin . The ordinance was read the first time. The Council then recessed subject to call.

The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Interest on Bond refunded That the sum of thirty nine ($ 39.00) dollars of excess interest for one day paid by the Commerce Trust Co,to the City of Austin on $ 280,000.00 draft and refunded to the Commerce Trus Co, out of the General fund ,be and the same is hereby directed to be charged against the Interest and Sinking fund of the City of Austin, and a transfer of said thirty nine dollars out of the Interest and Sinking fundto the General fund is hereby made. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the following transfers be made: (1) Transfer six and 27/100 dollars from the Hospital Fund to the General fund. (2) Transfer six and 27/100 dollars from the Cemetery fund to the General fund. (3) Transfer thirty one & 33/100 dollars from the Sanitary Sewer fundto the General Fund. (4) Transfer thirty one & 34/100 dollars from the Permanent Paving Fund to the General Fund. The above for the purpose of refunding bond expenses heretofore paid out of the General fund. Change of Contract F D Horton Sewer Works
Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin: That the proposition of F D Horton to do certain work on East 1st street and East Avenue as substitute for the work covered in the contract heretofore made by him on the 24th day of Sept 1912, and amounting to an extra sum of $ 614.82 . he and the same is hereby accepted ,authorized and approved by the City Council and the Mayor of this City is hereby authorized to accept the proposition of said F D Horton to do said extra work for the sum of $ 614.82. Gasoline Tank Geo W Littlefield.
The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That permit be and is hereby granted to Geo W Littlefield to place and main-tain upon and under the sidewalk north of his premises ,and being under his sidewalk upon West 25th street ,and under the sidewalk at Lot No 7, Block 1, Outlot 15 Div"D"of the City of Austin, a steel storage Gasoline tank of the dimensions of three feet by five feet. The said tank is to be beplaced not less than 12 inches under the level of the sidewalk . The permit hereby granted is to be deemed temporary and subject to revoca-tion at any time in the judgement of this or any subsequent City Council.
