City Growth: Paving, Bridges, Odd Fellows Invited

  • Extensive Infrastructure Upgrades:

    Approved significant Bitulithic paving projects for several major streets, including Lavaca, University Avenue, and East 5th Street. 356 * Regular meeting of the City Council : Austin,Texas,October 17, 1912. The Council was called to Order by the Mayor : Roll called : Present Mayor Wooldridge, Councilmen Hart,Haynes & Powell 4 Absent Councilman Bartholomew 1 The Minutes of the last regular and subsequent recessed meetings were read and adopted. Regular order of business suspended . Councilman Powell presented bids received for building culvert on Duval Bids for Culvert street,from R V Dixon and Ray McDonald,which were read. Duval St R V Dixon s bid $ 1,097.00 Ray McDonalds bid 1,185.00 Contract awarded Mayor Wooldridge moved that the bid of R V Dixon be accepted ,which motion R V Dixon prevailed by the following vote : Yeas Mayor Wooldridge, Councilmen Hart,Haynes & Powell 4 Absent Councilman Bartholomew 1 Councilman Powell moved that the certified check filed by Ray McDonald, be returned to him which motion prevailed by unanimous vote . The Council then resumed the regular order of business: Unfinished business: The Mayor laid before the Council the following resolutions,viz: 1st Resolution ordering the improvement of Lavaca street from 7th to 11th s street ,with Bitulithic pavement ,and accepting the bid of the Texas Bitulithic Co for said work. Paving Lavaca st 2nd,Ordering the improvement of Lavaca street from 11th street to 19th st other Streets with Bitulithic pavement ,and accepting the bid of the Texas Bitulithic Co for said work . 3rd . Ordering the improvement of 19th street from Lavaca street to Congress Avenue, with Bitulithic pavement ,and accepting the bid of the Texas Bi t-ulithic Co for said work . 4th. Ordering the improvement of University Avenue from 19th to 21st street with Bitulithic pavement ,and accepting the bid of the Texas Bitulithic Co for said work. 5th Ordering the improvement of East 5th street from East Avenue to Waller street with Bitulithic pavement ,and accepting the bid of the Texas Bi t-lithic Co for said work. These resolutions were read at the last meeting of the Council,and laid over for one week. They were each read by caption and passed by the following vote: Yeas Mayor Wooldridge, Councilmen [strikethrough]Bartholomew[/strikethrough],Hart ,Haynes & Powell 4 Absent Councilman Bartholomew 1 On motion of Councilman Powell,Oct 29th 1912,was fixed as the date On which protests ,if any, were to be heard as to the paving of the above named streets: and the Supt of Streets and Public Improvements was directed to so notify parties interested. Approp for Bridges The Mayor laid before the Council a resolution Appropriating the sum of of $ 7,500.00 from the Permanent street bond fund for the purpose of constructing re-inforced concrete bridges in this City,which resolution was introduced and read at the last regular meeting of the Council,and laid over . --- Page break --- The resolution was passed by the following vote : Yeas Mayor Wooldridge, Councilmen Hart, Haynes & Powell 4 Absent Councilman Bartholomew 1 Mayor Wooldridge offered the following resolution : It appearing to the City Council that O J Hill has complied with the requirements of the Ordinances of the City of Austin in such behalf provided; therefore, Be it resolved by the City Council of the City of Austin : That permit for the period of one year from and after Oct 13th 1912, be and is hereby granted to O J Hill to establish and maintain a shooting gallery at 809½Congress Avenue, in this City . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Hart, Haynes & Powell 4 Absent Councilman Bartholomew 1 The Mayor laid before the Council a report from Councilman Powell , as to his trip to the Good Roads Convention at Atlantic City N J, which was read and filed. The Mayor laid before the Council Monthly report of Dr S J Swift , as Health Inspector, which was read and filed. The Mayor laid before the Council the report of the Inspector of Weights & Measures for Sept 1912, which was read and filed. The Mayor laid before the Council a protest from Citizens on North Congress Avenue protest-ing against the paving of that street, which was ordered filed. O J Hill Shooting Gallery Mayor Wooldridge offered the following Resolution! Be it resolved by the City Council of the City of Austin! That a cordial invitation be and is hereby extended by the City Council to the Grand Encampment of Odd Fellows to hold its Annual Encampment in this City in the year 1913. That should the encampment of Odd Fellows honor us with their presence there own people, as well as the officials, will vie with one another in making their stay, a most pleasant one. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Hart, Haynes, Powell 4 Report Councilman Powell Good Roads Convention Absent Councilman Bartholomew 1 Councilman Powell presented, a report from the City Engineer making with the paving of Brazos Street by the Koch Bitulithic Co had been completed and recommending its acceptance by the City. Protest paving N. C. Ave Councilman Powell offered the following resolution! A resolution finally accepting pavement and improvement of Brazos St. Pavement Brazos Street in the City of Austin: Whereas, the Dept of Streets & Public Improvements has filed its report with the City Council to the effect that the Texas Bitulithic Company has completed the work of paving and improving Brazos Street between the North line of Second Street --- Page break --- 358 Paving Propos Bn accepted to the track of the K. C. P. R. R. Co., near the South line of Third Street, and from the intersection with the North line of Third Street to the South line of fourth Street, under Contract with the City, and Said work has been done in strict accordance with Said Contract and Specifications adopted by the City; therefore, Be it resolved by the City Council of the City of Austin: That said work of improving be finally accepted by the City, and that the final estimate be paid by the Said Company be paid. The resolution was adopted by the following vote: Yeas Mayor Hooseridge, Councilman South, Haynes & Powell 4 Absent Councilman Bartholomew, Hord. Protest paving N City avenue The Mayor laid before the Council a Protest by owners and [illegible] property on Congress Avenue North of the Capitol, protesting the order recently adopted by the Council for paving of West Avenue Which was read and ordered filed. Councilman Powell offered the following resolution: Resolved by the City Council of the City of Austin, Texas, that the curb line on Wichita Street on the East side between 19th & 20th Streets be placed at 15 feet from the East property line, Also that the curb line on the West side of the street, from approximately 18 feet from the Southeast corner of the Louis Hort property to a point 6 feet from the diagonal fence on 19th Street to the Southeast Corner of Louis Hort be placed 15 feet from the street line; from this point, the Curb line to run, approximately 18 feet from the fence, in a straight line to the angle of the fence, and from that point South 10 feet in a straight line to a point 10 feet East of the South East Corner at the Southeast Corner of the Louis Hort property, on 19th Street, and to continue in a straight line on 19th Street. The resolution was adopted by the following vote: Yeas Mayor Hooseridge, Councilman Haynes, & Powell 4 Absent Councilman Bartholomew, Hord. Curb line Witchita St fixed. Pine limits ordinance Councilman Hord, an ordinance establishing the Pine Limits of the City of Austin. The ordinance was read the 1st time, passed under Suspension of the rules by the following vote: Yeas Mayor Hooseridge, Councilman Bartholomew, Hord, Haynes & Powell. Nays none. The Mayor laid before the Council An Ordinance, granting to E. H. Brown, W. H. Dunlap, J. M. Abbott, and Flora Massey, Walton & Crawford, their successors, heirs and assigns, the right, privilege and franchise to build and construct a Single and double line track, and necessary switches, out from onto, over certain streets of the City of Austin, and over, along and across the track of other Railway Companies, and over and along the tracks across the Colorado River and across the Colorado. Suburban Ry Lockhart --- Page break --- 359 River, for the purpose of Operating interurban Cars over and along [illegible]. The Ordinance was read the 1st time. On motion of Councilman Hart, a pound fee of $1.50 J.P.Roberts Assessed against J.P. Roberts was remitted by the following Vote: pound fee Yeas: Mayor, Womack, Councilmen Bartholomew, Hart, Haynes & Powell 5. Nay None - The Council then recessed subject to call. Saturday October 19th 1912 The Council was Called to order by the Mayor, with all members present. Councilman Hart presented the following Communication: Austin, Texas, Oct 16. 1912 Mr. J. W. Hart Commissioner of Police and Public Safety Austin Texas Dear Sir: I have inspected the moving picture Shows operating within the fire limits of the City of Austin, and Report on find the following: Moving picture ① Electric wiring and appurtenances have been installed Shows. all according to the requirements of the City Ordinance, and we therefore pronounce them Safe. ② Aisles and exits are kept open, exit lights are kept at all openings, and performances are being Conducted according to the regulations of said ordinance. Under present conditions, the above Shows therefore meet with our approval Respectfully submitted W. L. Eyres City Electrical Inspector F. Woodward Fire Marshall - The report was received and ordered filed The Council then recessed subject to call --- Page break --- 360 Austin Oct 22nd 1912 The Council was called to order by the Mayor, with all members present, except Councilman Bartholomew. The Mayor laid before the Council the following resolution: Mr. Frank to sign "That permit is hereby granted to Mr. Frank To suspend and keep suspended for the period of 30 days from and after this date, at his place of business at 203 E 6th St. three cloth signs of the dimensions of three feet by six feet, above the sidewalk and to be suspended at least eight feet above the sidewalk and two of them are to be permitted to be at right angles to the sidewalk and the other parallel with the sidewalk and above the curb line. Upon these signs are to be painted pictures of Cash Sale. That this permit is to be deemed absolutely temporary and revocable at any time at the pleasure of the Council. The resolution was adopted by the following vote: Yeas - Mayor Hovoridge, Councilman Hart, Raymer & Powell. 4 Absent - Councilman Bartholomew. 1. The Mayor laid before the Council the following resolution: "Be it resolved by the City Council of the City of Austin: "That a permit be and is hereby granted to C.O. Smith to erect and maintain a wooden platform at 1111 East 4th St. C.O. Smith's at the properity known as the Weaver Mill. platform & trap "This platform is to be made of wood of the width of the sidewalk door about the space, and with enclined planes as approaches from the East and the West. "Permit is also granted to said C.O. Smith to have a trap door in the floor of said platform 18 inches square. "Be it further resolved: "That the platform hereby authorized must be built under specifications as to height, length and width furnished by the City Engineer, and the work is to be done under his supervision and subject to his approval. "Be it further resolved: "That the privilege hereby granted to said C.O. Smith is to be deemed and accepted by him as temporary, and revocable at any time at the pleasure of this or any subsequent City Council. The resolution was adopted by the following vote: Yeas - Mayor Hovoridge, Councilman Hart, Raymer & Powell. 4 Absent - Councilman Bartholomew. 1. The Council then recessed subject to call --- Page break --- 361 Wednesday Oct 23rd 1912. The Council was called to order by the Mayor with all members present: Appropiation Bond fund Councilman Haynes offered the following resolution : Be it resolved by the City Council of the City of Austin : That the sum of $ 44.45 be and the same is hereby appropriated out of the Hospital Building fund for the purpose of paying THE Citizens Bank and Trust Coexpressage on bonds and a currency . The resolutionwas adopted by the following vot : Yeas Mayor Wooldridge, councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : Sidewalk Wichita That the concrete sidewalk on THE east side of Wichita streetfm from 19th to 21st streets St be placed in proper posi ion next To THE property line. The location to be established by THE City Engineer . Be IT further resolved : That the resolution of THE City Council heretofore adopted on , To-wit: Sept 22nd 1910; locating the concrete sidewalk on the east side of Wichita streetbetween 20th & 21st streets near to the curb line, BE and THE same is HEreby repealed .
