374 Regular meeting of the City Council: Austin,Texas, November 07, 1912 The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequente recessed meetings were read and adopted. The Mayor laid before the Council the reports of the Assessor and Collector, the Treasurer, the City Clerk, the City Health Officer and his Assistant, the Matron of the Hospital and that of Dr. GeoDecherd Health Inspector, which were read and ordered filed. & the Fire Marshal Councilman Hayness presented the following communication: Austin, Texas, October 7th 1912. To the Hon Mayor and City Council of the City of Austin: Gentlemen: I have to submit herewith an account of the Austin Daily Statesman for $ 90.00 charged against the City for publication of an Newspaper printing article on the Cemetery question entitled " An appeal to reason", Cemetery Matter also two accounts of the Austin Daily Tribune charged against the City Ordered paid one for $ 25.09 for the publication of the article mentioned above, and one for $ 10.50, for publication of an article on the same subject by a member of the Council, making total cost of $ 125.59. As I do not consider this a legitimate expense of the City for the reason that the articles are simply the views of individuals on a pub -lic matter to be decided by the people from their own point of view, and without regard to the opinion of the Council, I acannot give the accounts my approval, and submit them to your honorable body for disposition. Respectfully, Supt Receipts, Disbursments and H L Haynes, Supt Receipts, Disbursements and Accounts. Councilman Hart moved that the accounts be approved and ordered paid which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Hart, & Powell 4 Nays Councilman Haynes 1 Bond fee On motion of Councilman Hart a pound fee paid by Moore & Morrison, was Moore & Morrison refunded, by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Bond fee Councilman Hart moved to refund to J D Dillingham $ 6.50 pound fees p J D Dillingham paid by him, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Mayor Wooldridge offered the following resolution: Reward offered " Be it resolved by the City Council of the City of Austin: for arson That the Mayor of the City of Austin be and he is hereby authorized to make a standing offer of a reward of three hundred ($ 300.00) dollars for the arrest and conviction of any one guilty of Arson. The resolution was adopted by the following vote: --- Page break --- Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Mayor Wooldridge offered the following resolution: Be it resolved by the City Council of the City of Austin: That consent is hereby granted to Otto Buass to place a temporary platform in front of his property on the north side of west 4th street at the corner of Lavaca street. That this permit is granted and is to be accepted as temporary and irevocablest any time in the pleasure and judgement of this or any subsequent City Council. The work done under this permit must be done under the supervision and subject to the approval of the Supt of Streets and Public improvements. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Mayor Wooldridge offered the following resolution: Resolved by the City Council of the City of Austin: That application of Wallace Tobin & Co, for leave to suspend a sign in front of their place of business on Congress Avenue is declined. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Mayor Wooldridge offered the following resolution: Be it resolved by the City Council of the City of Austin: (1) That the paving with Bitulithic pavement on east 5th street from the east side of Trinity street to the west side of East Avenue, be and the same is hereby ordered. (2) That the Supt of Streets and Public Improvements be and he is hereby instructed to take all necessary, proper and legal steps to carry this resolution into effect. The resolution was read the first time. Mayor Wooldridge offered the following resolution: Whereas, it has been made clearly apparent to the satisfaction of this Council that on the 4th day of December 1879, J O DeGreess, then mayor of the City of Austin, acting under authority of law, conveyed to A K Hawkes, for the consideration of twenty five ($ 25.00) dollars, the west half of Cemetery Lot No 434, in Oakwood Cemetery, Austin, Texas; but, Whereas, said deed from J C DeGreess, Mayor, to A K Hawkes was not Acknowledged, and therefore cannot be recorded in the records of the County Court of Travis County, Texas; and, Whereas, A K Hawkes, diden the 22nd day of October, 1912, by deed of conveyance duly and properly executed and Acknowledged, which deed has been exhibited to this Council, conveyed to J B Nesack, the said west half of Cemetery Lot No 434, in Oakwood Cemetery; Now, therefore, Be it resolved by the City Council of the City of Austin: That, A P Wooldridge, Mayor of the City of Austin, is hereby authorized and instructed to execute and acknowledge a substitute deed from the City of Austin to said J E Nesack, for said west half of Cemetery Lot No 434, and to incorperate into said deed and make a part of the same the original deed from J C DeGreess Mayor, to A K Hawkes. --- Page break --- 376 . November 11th 1912. The Council was called to order by the Mayor with all members pres-ent except Councilman Bartholomew. The Mayor laid before the Council the following communication: Austin, Texas ,Nov 9th 1912. Hon A P Wooldridge, City, Dear Sir: Sup’t CCallum has asked me to superintend The Boston J.L.Taff sign Congress Avenue Art Exhibition to be given in the Business League rooms over Grahams Drug Store, 9th & Congress, the coming week, Nov 11th to 16th inclusive, and I herewith make application to place a sign , " Boston Art Exhibition " printed on cloth ,across the sidewalk at the foot of the stairway leading to the Business League rooms. Truly, J L Taff. The request was granted by the following vote : Yeas Mayor Wooldridge, Councilmen Hart, Haynes & Powell 4 Absent Councilman Bartholomew 1 The Council then recessed subject to call. November 12th 1912: The Council was called to order by the Mayor with all members present except Councilman Haynes. Councilman Hart presented the following resolution: It appearing to the City Council that the Supt Police and Public H.B.Thomson Safety has appointed Henry B Thomson Architect to furnish the appointed Architect plans and specifications for the building of a new City Hospital for for new Hospital the City of Austin, who has associated with himself Meyer J Sturne, Bee Build of Chicago, a specialist on Hospital Buildings, in the preparation of said work , and it being the desire of the City Council to have erected a modern up to date fire proff Hospital building with the money appropriated for that purpose , and believing that the above appointments have been judiciously made; Therefore, Be it resolved by the City Council of the City of Austin That said appointments be and the same are hereby approved and con-firmed ; Be it resolved by the City Council of the City of Austin : That the compensation allowed said Thomson and his associate Architect for the plans, specifications and general superintendence of the new Hospital building shall be as follows : --- Page break --- 377 1st. Four per cent of amount of Contract price. 2nd..One per cent of amount of contract price for Architect or Inspectoron the ground to give his personal attention to the construction of the building and see that the plans and specifications are strictly complied with by the Contractor, said Architect to be selected by the City and Architect Thomson. 3rd. That the actual traveling expenses of H B Thomson be allowed from Dallas to Austin and return whenever it may be necessary for him to come to Austin during the construction of said building.
