  • Infrastructure Upgrades:

    Authorized a new street lighting system for Lavaca, 19th Streets, and University Avenue. Also, fixed street centerlines and sidewalk widths for several other key areas.
  • New Hospital Building Progress:

    Increased the local architect's compensation for the upcoming City Hospital project and officially appointed Leslie N. Iredell to oversee its construction.
  • Citizen Claims and Financial Matters:

    Approved payments for a horse injury ($10) and a significant legal judgment (over $800) against the city, while also rejecting another claim and cancelling an erroneous property assessment.

389 Regular meeting of the City Council: Austin, Texas, November 21, 1912. The Council was called to order by the Mayor with all members present: The minutes of the last regular and subsequent recessed meetings were read and adopted. Reports of City Officers: The Mayor laid before the Council the reports of the City Sexton, the Supt of the Water & Light Plant for the month of October 1912, also that of the Plumbing Inspector for the months of August, Sept & Oct 1912, which were read and ordered filed. Unfinished business: The Mayor laid before the Council a resolution authorizing the Supt Parks and Public Property to equip and install a street Lighting system on Lavaca, 19th streets and on University Avenue, and making an appropriation to install said system, which resolu-tion was introduced and read at the last regular meeting of the Council, and laid over until this meeting. The resolution was passed by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Lighting Lavaca, 19th Streets The Mayor laid before the Council a resolution appropriating the sum of $ 302.72 , for the purpose of paying claim of J W Maxwell for Commissions collecting delinquent taxes, which was introduced at the last meeting of the Council. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. J W Maxwell Coms Coll back Taxes The Mayor laid before the Council a communication from Jno W Madden , Esq, asking that part of a bill contracted by him for publishing a communication in the Daily Tribune, in regard to the Cemetery matter , be allowed and paid by the Council. The communication was ordered filed. Communication Jno W Madden re: reqsts to Newspaper Publishing Cemetery Matter Councilman Hart offered the following resolution : Whereas, it appearing to the City Council that by a resolution passed on the day of November ,1912, appointing H B Thomsen Architect for the new City Hospital Building, the compensation of the local Architect or Inspector ,to be selected jointly by the City and H B Thomsen, Architect, to supervise the work from its inception to comple-tion,was by agreement by the City and H B Thomsen , the Architect, fixed at one % of the 5 % allowed the Architect, and the City desiring an efficient representative to be upon the ground to superintend the construction of said building and all preparatory work in connection therewith ; and believing that one per cent (1%) of the contract price of said building is not adequate compensation for an efficient Superintendent for the services to be performed and required of him: Therefore, Be it resolved by the City Council of the City of Austin: That an additional one per cent (1%) of the contract price of said building be and the same is hereby allowed for the services of said local architect or inspector, making the total compensation of two per cent (2%) of the contract price of said building, 1% being paid by H B Thomsen, architect, as recited in said resolution, and 1% by the City, as recited in this resolution. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Hospital Building Claim J Jackson fund rejected Assessment J R Morris Cancelled Douglass McQuirter Damages Line 19th st from West to East Avenue fixed .Be it resolved by the City Council of the City of Austin: That Leslie N Iredell be and he is hereby appointed local Architect to represent the City under the general supervision of H B Thomson, architect, in the construction of the new City Hospital Building. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Haynes & Powell 4 Not voting Councilman Hart 1 Councilman Hart presented a report from the City Marshal to whom was referred a claim of N Jackson, for pay for horse killed by the City authorities, stating that he had investigated said claim, and recommending that same be not allowed. On motion the report was adopted and the claim rejected by the following vote; Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. The Council then recessed until this P M. November 21st P M. The Council was called to order by the Mayor with all members present. The Mayor laid before the Council the following resolution : Whereas, J R Morris makes affidavit ,whic affidavit is hereti attachedand made a part hereof,that he did not on the first day of January 1912,ner at any prior or subsequent approximate dates,own vendors lien notes in the amount of $ 2,400.00 nor any other such sum; Now Therefore, .Be it resolved by the City Council of the City of Austin : That the assessment of $ 2,400.00 of vendors lien notes against J R Morris for the year 1912, be and the same is hereby cancelled,and the Assessor and Collector of the City of Austin is hereby authorized to take credit upon his rolls for the year 1912,by said amount. The resolution was adopted by the followingvote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas,that the sum of $ 10.00be appropriated to pay Douglass McQuirter for the injuries to his horse received in falling in a hole in the bridge across the ravine on 14th street ,said claim to come out of the claim and damage fund,and that the City of Austin,Texas, be released from further damages by paying this claim. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. The Council then recessed subject to call. Friday November 22nd 1912. The Council was called to order by the Mayor with all members present: Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas, that the center line of 19th street from West Avenue to East Avenue be established parallel to and the correct distance ( 390) feet as shown on plat from the 14th street center line,the latter having been already established. --- Page break --- 391 The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas,that the following center line for Nueces street from 10th to 2nd Streets be established: At south side of 10th Street ,place the center line3.54' west of the point where it would be according to original plat in Land Office;and at the south side of 2nd street 3.02' west of where it would be according to said plat,making an angle with the line of Nueces street from 10th to 19th streets,as previously established. Sine Nueces Defeased-2nd 10th to 10th St The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. Mayor.Wooldridge offered the following resolution : Appropriation to Pay Claim Chas Delanny Be it resolved by the City Council of the City of Austin : That the sum of eight hundred twenty thee & 75/100dollars,be and the same is hereby appropriated out of the general contingent fund of the City of Austin for the payment in fullor the judgement meretofore recovered by Chas Delny Jr,against the City of Austin Texas. That this payment is to be made only upon evidence that the disabilitesof Chas Delanny Jr,have been legally removed,and said judgement against the City of Austin released. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. Approved ,A P Wooldridge, Mayor. The Council was called to order by the Mayor with all members present: Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the sidewalks on the west side of Lampasas street from 19th to 27th streetare hereby fixed at the width of twenty (20) feet from the property line. Width of Sidewalk 19th to 27th fixed The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. Approved A P Wooldridge,Mayor. The Council then recessed subject to call. Austin Nov 27th 1912. The Council was called to order by the Mayor with all members present.except Concilman Powell Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : That the Assessor and Collector of this City is hereby authorized, upon payment to him of seven and 50/100 dollars ,to issue to Em M Copleys museum an annual license for the year terminating November 27th 1913. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart & Haynes 4Approved ,A P Wooldridge Mayor.
