Sewer System Vote, Paving, New Police

Here's what Austin's City Council addressed on December 5, 1912:

  • Public Utilities on the Ballot:

    The Council ordered an election for taxpayers to decide on purchasing the Austin Sewerage Company for $100,000, a major step toward public ownership of utilities.
  • Infrastructure Improvements:

    An assessment was approved for property owners to fund paving along West 6th Street. Plans also advanced to purchase 1,500 feet of cast iron pipe for expanding the city's reservoir system.
  • Regulations and Public Safety:

    Amendments were passed to the city's weights and measures ordinance. Additionally, a new mounted police officer was appointed, with a portion of their salary uniquely funded by the Austin Humane Society.

402 . . . Regular meeting of the City Council: Austin, Texas, December 05, 1912. The Council was called to order by the Mayor: Roll called: Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Absent None. On motion reading of the minutes was postponed until the next regular meeting: Reports of City Officers: The Mayor laid before the Council the following reports, which were received and ordered filed: Inspector of Weights and Measures, Assessor and Collector of Taxes. City Treasurer, J W Maxwell Collector delinquent taxes, C L Woodward Fire Marshal, Mayor Wooldridge offered the following resolution: Be it resolved by the City Council of the City of Austin: Contract with That the contracts entered into by and between the City of Austin, Texas, J W Maxwell and J W Maxwell, for the collection of delinquent taxes, and which contracts back taxes extended are dated December 7th 1911, and January 29th 1912, be and the same are one year hereby renewed for the period of one year from December 7th 1912. Approved, A P Wooldridge, Mayor. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Councilman Hart offered the following resolution: Be it resolved by the City Council of the City of Austin: That the pound fees of $ 9.00 paid by J W Templer for impounding six head That Templer of stock , be and the same are hereby remitted, it appearing that the 9.00 fine stock was out through accident and had only been in the pound limits a short time and no damage was done. Councilman Hart offered the following resolution: Be it resolved by the City Council of the City of Austin: That upon the recommendation of the Supt of Police and Public Safety and the Fines remitted City Marshal, the following fines be and are hereby remitted. Amending Weights By Mayor Wooldridge An ordinance amending an ordinance passed July 11th & Measures ordinance 1912, entitled " An ordinance establishing standard weights and measures and regulating the use of same in the City of Austin; creating the office of Inspector of Weights and Measures and prescribing his compensation; and providing penalties for the violation hereof. --- Page break --- The ordinance was read the first time and a motion made to suspend the rule and place it on its second reading, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. By the Mayor an ordinance ordering an election of the qualified voters of the City of Austin, Texas, who are taxpayers within the limits of the City of Austin, Texas, to decide for or against the purchase of the properties of the Austin Sewerage Co for the price of One hundred thousand dollars. The ordinance was read the first time and a motion made to suspend the rule and place it on its second reading, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. The ordinance was read the second time and a motion made to suspend the rule and place it on its third reading and final passage, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Assessment Paving W. 6th San Antonio to West Ave. By Councilman Powell an ordinance levying an assessment for the payment of part of the cost of improving West sixth street in the City of Austin from its intersection of San Antonio street to its intersection with West Avenue and to fix a charge and lien against the owners of property and their property abutting said street and providing for the collection and enforcement thereof. The ordinance was read the first time and a motion made to suspend the rule and place it on its second reading, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. The ordinance was read the second time and a motion made to suspend the rule and place it on its third reading and final passage, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. The ordinance was then read the third time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. The Council was called to order by the Mayor with all members present: Councilman Bartholomew offered the following resolution: Be it resolved by the City Council of the City of Austin: That the Supt of Parks and Public Property be authorized to purchase from the United States Cast Iron Pipe and Foundry Company fifteen hundred feet (1,500) of cast Iron Pipe,for extension to the proposed Reservoir; said pipe to be approximately five hundred feet (500) of twenty inch pipe ,four hundred feet (400) of 24 inch pipe and six hundred feet (600') of thirty inch pipe,said pipe to be class "B"; and Resolved further: That he be also authorized to purchase from said Company the necessary specialsfor the connection with the proposed Reservoir; said pipe to cost $ 29.50 per ton ,and specials at 2 3/4 cents per pound,f o b Austin,Texas; and Resolved further: That the sum of seventy five hundred ($ 7,500 )dollars, or so much thereof as may be necessary ,be appropriated out of the Earngs fund to pay for same. The resolution was read and laid over. The Council then recessed: December 9th 1912: The Council was called to order by the Mayor with all members present: Councilman Hart offered the following resolution: Be it resolved by the City Council of the City of Austin: That upon the nomination of the City Marshal with the approval of the Supt of Police and Public Safety ,W C Russell is hereby appointed and confirmed as a mounted Police Officer,the salary of said Officer to be paid as follows; At the rate of Ninety ($90.00) per month ,fifty ($50.00) dollars of which is to be paid by the City of Austin and forty ($40.00) dollars to be paid by the Austin Humane Society; his duty to be that of a regular mounted Police Officer ,but may be assigned by the City Marshal to special duty. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew,Haynes & Powell 4 Not voting Councilman Hart 1 The Council then adjourned. W. C.
