442 Regular meeting of the City Council : Austin,Texas, Feby 13th 1913. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted . The Mayor laid before the Council a petition from citizens asking the Council Petition citizens to require Mrs Korff to put in Sidewalk to require Mrs Helena Korff to build and maintain a sidewalk on her property corner of Rio Grande and 21st streets, which was read and referred to the Mayor. Councilman Powell presented a communication from the City Engineer in regard to sidewalks on North Congress Avenue, which was read and laid over for investigation. Report Inspector Weights & Measures Jan 1913 Claim B. Molberg for damages The Mayor laid before the Council the report of the Inspector of Weights and Measures for the month of January, which was read and ordered filed. Councilman Powell presented a communication from the Engineer in regard to the claim of Bernard Molberg for damages caused by Blasting near his house, which was read but no action taken. Councilman Hart presented the report of the City Marshal for the month of January 1913, which was read and ordered filed. Unfinished business: The Mayor laid before the Council the Budget for the General fund for the Budget General fund 1913. adopted year 1913, which had been read at the regular meeting on Feby 6th and laid over until this meeting , The resolution approving the said budget was then read the second time and passed by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Claim for damages N.F. Whitesides. Compromised Be it resolved by the City Council of the City of Austin that the City Attorney of the City of Austin be and he is hereby authorized to have entered in the case of N F Whiteside vs The City of Austin, pending in the Dist Court of Travis County Texas, 53rd Judicial Dist ( being a suit by plaintiff for damages for personal injuries) a Judgement in favor of said plaintiff, N F Whiteside and against said defendant , the City of Austin, for the sum of two thousand ($ 2,000.00) dollars and all cost of said suit. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. Approved , A P Wooldridge, Mayor. Ordinance repealing Sec. 810 Rev. Cities for paving fund The Mayor laid before the Council an ordinance repealing in to that provision of Article 810 of the Revised City ordinances of the City of Austin, Texas, as amended by ordinance passed October 3rd ,1912, which requires that twenty per cent . of the general street and Bridge fund derived from advalorum taxation , should be set apart abd constitute the Permanent Street Improvement fund. --- Page break --- 443 The ordinance.was rea d the first time and passed under suspension of the rules by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. Reduction of Assessment of M.E. Cooper & wife taxes The Mayor laid before the Council the following resolution : Whereas, it has been made apparJent to the City Council of the City of Austin that one acre in Outlot 44, Div "O" of this City, belonging to M E Cooper and Wife,has been overassessed, by comparison with the surrounding like property; therefore, Be it resolved by the City Council of the City of Austin : That the assessment of said one acre of ground in Outlot 44 "Div" O",the property of M E E Cooper and Wife ,be and the same is hereby reduced to and fixed for the current year at $ 500.00. Be it futher resolved : That the City Assessor and Collector take credit in accordance with the provisions of this resolution. A The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. Approved, A P. Wooldridge, Mayor. Bartholomew Explanation of Vote. Councilman Bartholomew,filed the following explanation of his vote on the adoption of the Budget submitted by the Mayor: In order to increase the efficiency of the Fire Department,I consider the purchase of another Motor combined propeller Hose wagon and Chemical apparatus desirable, as recommended in the Budget. The purchase of this apparatus will lessen the need of the number of Hose companies,still this budget provides for maintaining another. The maintenance of so many companies is not necessary with the new equipment,but the objection to the additional expense is not sufficient to cause me to vote against the Budget E C Bartholomew. The Council then recessed subject to call. Saturday Feby 15th 1913. The Council was called to order by the Mayor with all members present. Councilman Hart presented the following communication: Austin,Texas, Feby 15th 1913. Hon Jas P Hart,Supt Police and Public Safety. Dear Sir : J. L. Kelley Nominated & Confirmed Patrolman I most respectfully recommend that J L Kelley be appointed Patrolman of the City of Austin,to go on duty at once. Very respectfully. J T Laughlin, Chief of Police. The nomination was confirmed by the following vote : Yeas Mayor Wooldridge ½Councilmen Bartholomew,Haynes & Powell 4 Not voting Councilman Hart. 1 The Council then recessed subject to call . --- Page break --- 444 Tuesday February 18th 1913. The Council was called to order by the Mayor with all members present: The Mayor laid before the Council the resolution offered Feby 11th 1913, approving the Budget of the Mayor for the Water, Light and Power Dept, which was read the second time and adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Budget Loan Light Dept Approved, A P Wooldridge, Mayor. adopted The Council then recessed subject to call. Saturday Feby 15th 1913. The Council was called to order by the Mayor with all members present: Councilman Hart offered the following resolution : Be it resolved by the City Council of the City of Austin : Plans H.B. That the preliminary plans for the City Hospital this day submitted to the Thomson H.B. City Council by H B Thomson ,Architect , of Dallas, Texas, and his associate, Sturm for New Meyer J Sturm of Chicago, be and the same are hereby accepted and approved, City Hospital provided that after bids are received it is shown that the entire building as adopted planned ,including Architect's fees for the construction of the same shall come within the sum of Fifty Thousand ($ 50.000)dollars . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. Approved , A P Wooldridge, Mayor. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Purchase of Land That four hundred ($ 400.00) dollars ,be and the same is hereby set apart and from Miss appropriated to the purchase of certain parts of lots on the Speedway, going Marshall for north through the Grooms Addition ,provided that the title in Miss Marshall Street Purposes shall be good to the property to be conveyed and that she execute awarranty deed to the City for the same. .
