  • Major Infrastructure Updates:

    The City Water Power Company was recognized for complying with its Austin Dam rebuilding franchise, receiving credit for time lost due to floods. Additionally, a contract for a new storm sewer system was awarded, and the paving of University Avenue was officially accepted.
  • Significant Fire Department Investment:

    Following a detailed review process involving expert consultation, a new "Combination Chemical and Hose Wagon" (fire truck) was approved for purchase at $4,801.50. The council also considered amendments to city fire limits.
  • Citizen Petitions and Fairness:

    A petition was presented requesting the removal of telephone and other poles from paved streets. The city also agreed to a reduced power bill for a citizen after acknowledging an error in their meter reading.

Petition in re W.J. Brunson for allowance for death W.J. Brunson Petition to remove Tel. & vice poles from Paved Streets. Paving University Avenue accepted Transfer funds --- Page break --- 461 The resolution was adopted by the following vote : Yeas Mayor Wooläriage, Councilmen Bartholomew,Hart,Haynes & 'owell 5 Nays none. Approved, A P Wooläriage, Mayor. Councilman.Bartholomew presented the following resolution : Whereas, A L Gooch makes.MXXXXXXXXXXxstatoment to the City Council , per attached statemen that to pay the $ 127.00 extra bill charged againsthim for erroneous reading of his Power meter for the month of August 1911, which extra bill, amounting to $ 127.00wolud result in a business loss to him; therefore, Be it resolved by the City Council of the City of Austin : That as the mistake in said reading was an error of the City and not of said Gooch, the claim of $ 127. 00 be compromised against him at the rate of fifty cents on the dollar , he to pay $ 63.50 in settlement of said bill. The resolution was adopted by the following vote : Yeas Mayor Wooläridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. Mayor Wooldäpprevedxfragxtxreofxdiorgxpggsolution : Whereas, it has been made apparent to the City Council of the City of Austin that the City Water Power Company has complied with its franchise for work done and actual cash expended since December 28th 1912; and has paid on said contract and franchise during the sixth period of its contract to the first day of this month the sum of Eighty thousand four hundred six & 97/100 ($ 80,406.97) dollars ; and has satisfied this Council' that it is entitled to a credit of nine days of time lost during the sixth period by floods and other causes not within its control ; therefore, Be it resolved by the City Council of the City of Austin : That the City Water Power Company of Hartford Conn, has complied with the provisions of its franchise to rebuild the Austin Dam, and that the seventh period of said franchise and contract between the City Water Power Company and the City of Austin,Texas, begins on March 9th 1913; and that said City Water Power Power Company has expended more than the required amount of money required to be expended during the sixth period of its contract under its franchise with said City of Austin . The resolution was adopted by the following vote : Yeas Mayor Wooläridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. Approved, A P Wooläridge, Mayor. The Council then recessed subject to call. A L Gooch Compromise Power Bill Credit Time given C.W. Power Co Building Dam Austin Friday March 14th 1913. The Council was called to order by the Mayor with all members present: The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the Supt of Streets and Public Improvements be and he is hereby authorized and instructed to excavate the sidewalk at the Paul Millett residence at the corner of East 9th and San Jacinto streets in this City; to put a retaining wall in front of the premises of said Millett as they face East 9th street,to put in concrete steps on East 9th street from the new sidewalk grade to the present grade of the premises above, to put in wooden steps on the San Jacinto.street side of said premises leading from the present grade down to the new sidewalk grade; provided, that the total expenditure for the work herein Work to be done by Supt. Streets Paul Millett Residence --- Page break --- 462 ordered to be done shall not exceed the sum of five hundred ($ 500.00 ) dollars , which sum is hereby set apart out of the General street fund for the foregoing purposes . The Council then recessed subject to call. Austin,Texas, March 15th 1913. Fire Limits The Council was called to order by the Mayor with all members present :/ Ordinance Councilman Hart presented An ordinance amending an ordinance establishing the Fire Limits in the City of Austin , and prohibiting the erection within the Fire Limits of buildings out of material other than is provided for in this ordinance; the removal and repairing of a certain class of buildings, and regulating the building of fences and the storing of combustible material within the Fire limits , and providing a penalty for the violation thereof; passed January 30th 1913 and approved January 30th 1912 , so that the same shall hereafter read as follows. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart, Haynes & Powell 5 Nays none. The Council then recessed subject to call : Austin,March 17th 1913. O. Mueller, Chief of the Fire Department. O. L. Woodward, Ex-chief of the Fire Department. Joe Oallan, Expert machinist. J. H. Eis, Expert machinist. (1) --- Page break --- E. L. Tallichet, Expert auto man. Paul Schwinge, Expert machinist for North Austin Fire Co. L. C. Hausman, Secretary of North Austin Fire Co' Geo. Pendexter, Auto expert. Thereupon the Council requested all representatives of the apparatus present to retire from the room and each was given an opportunity to show the Council and the Committee of experts the merits of their respective apparatus. Each one present was called before the Council and Committee in the order in which the bids were opened and given an unlimited time to demonstrate the superiority of his apparatus. This procedure continued until about eight o'clock P. M., when all having been given an op- portunity to be heard the Council requested the Committee above named without any of them leaving the room to discuss the merits of the different apparatus and recommend to the Council which in their judgment would be the best machine for the Council to purchase. After considerable discussion the Committee eliminated from further consideration all bids except The American LaFrance, The Seagrave and The Webb. After further discussion The American LaFrance was eliminated. Thereafter the Committee being undecided as between The Seagrave and The Webb, took a vote in the presence of the Council which resulted as follows: For the Seagrave: Mueller, Woodward, Hausman and Paul 4. For the Webb: Callan, Eis, Pendexter and Tallichet 4. After further discussion between the Committee, Mr. Mueller, Fire Chief, stated to the Committee that he did not pretend to be an expert and did not want his opinion to affect the result as to the selection and therefore would vote with the ex- perts for the Webb our as he believed one was just about as good as the other. After which statement the Committee unanimously recommended the purchase of The Webb, as indicated by the following written recommendation, to-wit: (2) --- Page break --- Austin, Texas, March 17th, 1913. We the committee appointed to select automobile apparatus for the Austin Fire Department, here declare our preference for the proposal of The Webb Company, and assign the following reasons as follows: First. Proof of excellence by reason of past performance in this city. Second. Uniformity of motor apparatus. Third. Accessibility of repair parts in this state. Fourth. General specification. We recommend pneumatic tires, single front, dual in rear, Firestone make. (Signed) Leo. O. Mueller, L. C. Hausman, E. L. Talilchet, O. L. Woodward, J. H. Eis, P. R. Behwinge, Joe P. Callan, Geo. Pendexter. Recommendations. Thereupon the Council accepted said recommendations, and by resolution accepted the Webb bid at the net price delivered in Austin of $4,801.50. Neither the Committee nor the Council left the Council Chamber (Mayor's Office) during the entire proceedings. Two bidders did not have representatives present though their bids were duly considered, to-wit: The Ahren Fox Fire Apparatus Co. and the Harder Auto Truck Co. And two bids, to-wit: The International Motor Co. was received at 5:20 P. M., and the bid of U. S. Fire Apparatus Co. was received by the Clerk on the morning of the 18th of March. These two bids were not considered. (3) --- Page break --- 463 2 o'clock P M March 17th 1913. The Council was called to order by the Mayor with all members present. Councilman Hart offered the following resolution : Be it resolved by the City Council of the City of Austin : That the bid of the Webb Co of $ 4,801.50 for Autimobile Chemical apparattusto be furnishea to North Austin Fire Co No 6 , be and the same is hereby accepted. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. The Council then adjourned. Jno.O.Johnson City Clerk . N .B . Councilman Powell presented bids for Storm Sewer on West side of the City as follows,viz: Sewer bids Awarded D F Horton bid $ 8,005.41 Consolidated Construction Co 10,090.00 Johnson & Carr 8,516.74 Councilman Powell moved to accept the bid of D F Horton , and that he use the Pipe of the Evens & Howard Co,which motion prevailed by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Absent Councilman Hart. The Council then recessed subject to call.
