464 Regular meeting of the City Council: Austin,Texas,March 20, 1913. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted. Petitions,etc : T.H. Williams P. Co Petition show Window The Mayor laid before the Council a petition from T H Williams & Co, asking permission to use a portion of the sidewalk on West 5th street ,for show window purposes, which was read and the petition granted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. The Mayor laid before the Council a Communication from W R Smith in re-gard to a water bill, which was read and referred to Councilman Bartholomew. Reports of City Officers: The Mayor laid before the Council the following reports from City Officers for the month of Feby 1913, which were read and ordered filed : viz, The Inspector of Weights and Measures, The Sexton, Sanitary Inspector, Asst Health Officer, Matron of the Hospital, Health Inspector Swift, City Marshal, Assessor and Collector. Unfinished business: Budget Hospital Bond fund. The Mayor laid before the Council the Mayors Budget of the Hospital Bond fund ,which had heretofore been presented and read and laid over, which was taken up read and adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. The matter of Paving North Congress Avenue from the State Capitol to Paving North Congress Avenue 19th street was made the special order for 10 O’clock A M tomorrow. Councilman Powell offered the following resolution : Whereas, the City Council of the City of Austin ,did on the 13th day of March accept the bid of F D Horton ,for the construction of the West Austin Sewer Sewer Contract Pipe San Antonio Pipe Co be used. main, stipulating that said sewer main should be constructed of sewer pipe manufactured by the Evens and Howard Fire Brick Co,and Whereas, the San Antonio Sewer pipe Co ,now represent that they can and will furnish pipe equal in every respect to the pipe manufactured by the before mentioned company ,and Whereas, the difference in price between the products of the two before mentioned concerns is in the favor of the San Antonio product and financially it will be to the Cities interest to use the pipe manufactured by the San Antonio Sewer Pipe manufacturing co,now therefore , Be it resolved by the City Council of the City of Austin that the action adopting Evens and Howard pipebe rescinded and pipe manufactured by the San Antonio concern be adopted for this work on the condition that said pipe shall at all times equal in quality the Evens and Howard product ,provided however, that this arrangement shall be agreeable to F D Horton ,the contractor. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart, Haynes & Powell 5 Nays none.
