Reviewed the results of the recent primary election, confirming candidates for Mayor and Councilmen for the upcoming general election.Controversial Street Paving:
Approved a major paving project for North Congress Avenue, despite strong objections from one councilman who cited concerns about an improper grade and potential drainage issues.Infrastructure & Community Investment:
Allocated significant funds (over $21,000 total) for street improvements and sidewalk reconstruction across the city, including new lighting for Congress Avenue. The city also made a $1,000 appropriation for Southeast Austin parking unconditional and donated $100 to flood sufferers in the Middle West.

466 • Regular meeting of the City Council : Auntin, Texan, March 27, 1913. The Council was called to order by the Mayor : Roll called : Present Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 • Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted . Reports of City Officers: The Mayor laid before the Council the report of the Supt of the Water & Light Plant for the month of January 1913, which was read and ordered filed . The Mayor laid before the Council the following report from the City Clerk:
Austin, Texas, March 25th 1913. Hon Mayor and City Council, City of Austin, Texas. Gentlemen : As required by Article 3 , Section 3, of the City Charter, I beg City Clerks report Primary Election to report the following as the result of the Primary Election held in this City on Monday March 24th 1913, an same has been reported to me by the Judges of election from the different wards, for the purpose of nominating candidates for Mayor and Councilmen , to be voted for at the General election to be held on Monday April 7th 1913, ,viz: Total Number of votes cast at said election 2870. For Mayor A P Wooldridge received 2736 votes For Councilmen , W B Anthony received - 1661 votes E C Bartholomew received - 2137 " Andy J Byas received 663 " Jas P Hart received 1523 " H L Haynes received 2226 " P W Powell received 1877 " J P Wallace received 761 " Respectfully submitted ,
Jno O Johnson, City Clerk. The report was read and ordered filed and recorded in the minutes of the Council. Councilman Haynes offered the following resolution: Assessment Fannie Rate Amended $3.68 Refund Whereas, the City taxes assessed on 46 X 128 feet Block 3 Outlot 5, Din "O", in the City of Austin for the year 1907, amounting to $ 3.68, was paid by Fannie Scott on Feby 24th 1908, and was again paid by Perry Burchard, on Jany 27th 1913 by error , Therefore be it resolved by the City Council of the City of Austin : That the Assessor and Collector be and he is hereby instructed to refund to said Burchard the amount of his payment $ 3.68, an. take credit for same. 467 Councilman Haymon offered the following resolution : Be it resolved by the City Council of the City of Austin : That the City Treasurer and Assistant City Clerk be and they are hereby instructed to transfer the sum of fourteen hundred and nine & 69/11 ( $ 1,409.69 ) dollars from the Permanent Street Improvement fund to the General Street Improvement fund. This for the purpose of complying with the terms of a retroactive ordinance passed by the City Council on the 13th day of February 1913, changing the apportionment of Advalorum taxes as to the street funds. The resolution was adopted by the following vote : Yeas Mayor Woolridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none.

Councilman Hart presented the following communication: Austin,Texas, March 27th 1913.
Honorable City Council , City of Austin,Texas. Gentlemen : On the 11th day of April 1912, M F Joyce, A C Joyce and J C Bugg were each fined $ 19.80 in the Corporation Court of the City of Austin,Texas. Mr A C Joyce gave me the attached check for $ 60.00 for payment for the three fines amounting to $ 59.40. I gave him 60cents change.He said he had the money in the bank ,which statement I later found to be true. I gave the persons credit for their fines and turned the check over to Mr Fred Sterzing,City Assessor and Collector of taxes,as " fines from Corporation Court" in accordance with the ordinances of the City of Austin . When presented to the bank by Mr Sterzing payment was refused,Joyce having withdrawn from the bank what funds he had before the check reached the bank at Taylor.
Fine refund of clerk Corporation Court
Mr Sterzing returned the check to me after I had close my monthly cash account which included the $ 60.00 ,and as he also had credited me with the amount he returned the check and I gave him the $ 60.00 in cash. These men have been gone from Austin and I have been dilleggent in trying to locate them .I located A C Joyce and collected $ 20.40 .The other two fines amounting to $ 39.60,I have been unable to collect,and I most respectfully ask that you refund to me the amount,$ 39.60, as I do not think that I should loose the amount. Respectfully, C M Browne,Clerk of the Corporation Court. I Hereby recommend that the above amount be refunded as I know due dilleggence has been used to collect the above fines. J T Laughlin, City Marshal. I received the check as stated and received the cash when I returned it, Fred SterzingCollector. On motion of Councilman Hart the amount of $ 39.60was ordered refunded to Mr Browne, by the following vote: Yeas Mayor Woolridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none.

468 . Councilman Bartholomew offered the following resolution:
Resolved that the Supt of Parks and Public Propertybe authorized to use Cast Iron.Poles with single light and cable in lighting North Congress Avenue from the Capitol to 19th street, on 19th street from Congress Avenue to Lavaca Street and on University Avenue from 19th street to the University. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none.
Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : Partially approved That the requirement of a contribution of five hundred ($ 500.00) dollars from the citizens of Southeast Austin as a condition precedent to an appropri-ation of one thousand ($ 1,000.00) dollars for parking south east Avenue be and the same is hereby released and said appropriation of $ 1,000.00 is hereby declared to be absolute and unconditional. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart, Haynes & Powell 5 Nays none. Approved A P Wooldridge, Mayor.
. Councilman Powell offered the following resolution : North Cong. Avenue Resolution ordering the improvement of a certain part of North Congress Ordered paved & Avenue in the City of Austin, and approving specifications, proposals ,contract sidewalk and bond therefor. The resolution was read and passed by the following vote : Yeas Mayor Wooldridge, Councilmen Hart, Haynes & Powell 4 Nays Councilman Bartholomew 1 Councilman Bartholomew presented the following reasons for his vote : X I am opposed to paving North Congress Avenue from the Capitol to 19th street on the present grade for the reason that the proposed grade is not a proper grade and no Engineer has approved it.
The proposed grade is higher at 16th street than at any other place, and storm water is forced from that street towards the Capitol when it should be carried from the Capitol North to the ravine north of 16th street . Several eminent Engineershave been consulted as to the grade of this street and every one has condemned the proposed grade . This street is now macadamized and needs grading to make it a good street . The street is 120 feet wide and property owners should not be compelled to go to the heavy expense of paving it until it can be properly done. No Engineer can approve the proposed gradeand consequentlyI vote no this proposition . E C Bartholomew Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin : Lavaca St. That two hundred and sixty five ($ 265.00) dollars ,or so much thereof as may OK be necessary , be and the same is hereby appropriated out of the Permanent street Improvement fund of this City to do the necessary work of reconstruc-tion of the sidewalk and curbing on the West side of Lavaca streetbetween the alley north of 11th street and 12th street in this City .

469 The work called for in this appropriation to be done under the supervision of the Supt of Streets and Public Improvements. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Hart,Haynes & Powell 4 Absent Councilman Bartholomew 1 Approved , A P Wooldridge, Mayor.
Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the sum of five hundred and sixty ($ 560.00) dollars ,or so much thereof as may be Sidewalk Lavaca St necessary, be and the same is hereby set apart and appropriated out of the Permanent Street Improvement fund of this City to the cost of reconstructing the sidewalk on the east side of Lavaca street in rear of the Governors Mansion and lying between 10th and 11th streets in this this City .The work to be done under this resolution is to be done under the supervision and direction of the Supt of Streets and Public Improvements. Theresolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Hart,Haynes & Powell 4 Absent Councilman Bartholomew 1 Approved , A P Wooldridge, Mayor. The Council then recessed subject to call .
Saturday March 29th 1913.
The Council was called to order by the Mayor with all members present: Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : Transfer Funds That the sum of twenty thousand ($ 20,000.00) dollars be and the same is hereby transferred from the Permanent Street Improvement Bond fund to the Permanent Street Improvement fund. The resolution was adopted by thefollowing vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Absent Councilman Hart 1 Nays none. Approved, A P Wooldridge, Mayor. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Relief flood That one hundred ($ 100.00) dollars be and the same is hereby appropriated out of the General Sufferers Contingent fund of the City of Austin as a contribution to the flood sufferersof the middle West this year. Theresolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew,Hart,Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. The Council then adjourned. Jno. W.
