Austin City Changes: Staffing, Permits, Tax Relief

  • City Leadership Overhaul:

    The Council confirmed a sweeping re-staffing of key municipal roles, including the Chief of Police, City Attorney, City Engineer, and numerous other departmental heads and staff across public works, parks, and administration.
  • Infrastructure & Business Permits:

    Approved permits for the Gulf Refining Co. to install an overhead pipe across a sidewalk and for Quality Mills to erect a 12,000-gallon oil storage tank.
  • Citizen Tax Relief & Claims:

    Reduced property tax assessments for several individuals, notably a specific reduction for Julia Washington (Colored) based on fair valuation, and referred a citizen's claim for a horse injured in a ditch to the City Attorney.
  • Special Legal Counsel Appointed:

    The city hired a special attorney at a rate of $75 per month to handle specific legal assignments as directed by the Mayor.

489 Regular meeting of the City Council: Austin, Texas Apl24th 1913 The Council was called to order by the Mayor : Roll called : Preseant Mayor Woolfridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 A bsent none. The minutes of the last regular and subsequent recessed meetings were read and Dopted by the following vote : Yeas Mayor Wooldridge,Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. The regular order of business was suspended, and the matter of apointments of subordinate officers for the ensuing termwas taken up. Mayor Wooldridge submitted the following nominations for confirmation, viz: .Austin,Texas, April 24th 1913. Honorable City Council , City of Austin,Texas. Gentlemen : I hese e recommend the names of the persons below for appointment to the various positions to which they are nominated to fill,and ask their confirmation by the,City Council of this City : For Recorder I nominate ,Judge Z T Fulmore. FaCity Attorney I nominate Mr J Bouldin Rector . For City Clerk I nominate Mr Jno O Johnson. For Assistant City Clerk I nominate Mr Milton Morris. For Stenographer I nominate Mr E H Warner. Councilman Bartholomew presented his report as Supt of the Water and Light Plant, which was read and ordered filed, this being his report for the month of March 1913. Councilman Powell presented the following communication : Austin, Texas, April 24th 1913. Hon A P Wooldridge, Mayor, and members of the City Council , City of Austin, Texas. Gentlemen : I. herewith submit the following names of persons to fill the several positions in the Street departmentand the Sewer Department,and respectfully ask their confirmation by the City Council : City Engineer, M C Welborn. Assistant City Engineer Geo S Iredell, Second Assistant Engineer , J P Murray. Street Foreman ,Joe Bowles. Book-Keeper, P S Spillar. Respectfully , P W Powell, Supt St reets and Public Improvements. The nominations were confirmed, the vote on each being taken seperately, by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Not voting Councilman Powell 1 The Mayor laid before the Council the following resolution : Be it resolve by the City Council of the City of Austin : That permit be and is hereby granted the Gulf Refining Co,to install and maintain a pipe across the sidewalk in front of the place of business of the Capital City Auto Co. This pipe must be installed under the supervision and subject to the approval of the Supt of Streets and Public Improvements of this City, must be at least nine feet above the sidewalk and must be installed in a safe and sightly manner ,and attached to the illumi-nated Garage" sign of the Capital City Auto Co,in such manner as to be safe and sightly. This resolution issubject to revocation at the pleasure of the City Council. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. The Mayor laid before the Council the report of Dr Swift ,Health Inspector for the month of March 1913, which was read and ordered filed . Councilman Haynes offered the following resolution : Be irt resolved by the City Council of the City of Austin : That upon conclusive evidence submitted to the City Council in the attached affidavit of Mrs J W Pearse ,and otherwise,the assessment upon lot No 1 and 26 2/3 ft out of lot 2, in block 5, 22/35.Division " B " and the improvements on said lots,and belonging to Julia Washington,(Colored) ,be and the same is hereby reduced for the year 1912 to the sum of $ 120.00.that amount appearing to the City Council as a full and fair value of said lots and improvements. --- Page break --- 492 and the improvements thereon on January 1st 1912. The Council then recessed subject to call. Wednesday April 30th 1913 The Council was called to order by the Mayor with all members present except Councilman Bartholomew. The Mayor laid before the Council the following resolution : G.W. Patterson Be it resolved by the City Council of the City of Austin : pay for horse killed That the bill of Geo W Patterson against the City of Austin for damages alleged by falling in ditch to have been sustained on April 28th and 30th ,1913, by reason of the falling of a horse into a ditch on Congress Avenue north of 17th street ,and repairs to wagon, to the amount altogether of $ 125.00,be referred to the City Attorney of this City for advice thereupon. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony Haynes & Powell 4 Absent Councilman Bartholomew 1 Approved , A P Wooldridge, Mayor. Resignation The Mayor laid before the Council the following resoltion: J. A. Richardson Be it resolved by the City Council of the City of Austin : Asst City Attorney That the attached resignation of J A Richardson as Assistant City Attorney be and the same is hereby accepted to take effect on the 30th day odf April 1913. Taxes Wm The Mayor laid before the Council the following resolution : Mussman Be it resolved by the City Council of the City of Austin : reduced That upon satisfactory showing this day submitted to the City Council, the credits assessed against Wm Mussman for the year 1911,be and the same are herby reduced from $ 928.00 to $ 628.00. The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin: That permit be and is hereby granted the Quality Mills of Austin, Texas, to erect and maintain on its property situated at the corner of Nueses and West 3rd streets in this City Storage Tank Quality Mills a steel storage Oil Tank of 12000 gallons capacity. Said tank to be erected upon concrete piers, and if desired by the Quality Mills to be above Ground. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Approved, A P Wooldridge, Mayor. Mayor Wooldridge offered the following resolution: Be it resolved by the City Council of the City of Austin: That upon satisfactory evidence furnished us to that effect, the assessment of credits New Ed Rosengren against Ed Rosengren for the year 1912, be and the same is hereby fixed at the sum of # 1,745, net. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Approved, A P Wooldridge, Mayor. Mayor Wooldridge offered the following resolution: Be it resolved by the City Council of the City of Austin: H B Barnhart appointed as City Attorney That H B Barnhart, an Attorney at Law of this City, be and he is hereby employed by the City of Austin as special Attorney to represent the City, upon assignments of the Mayor of the City of Austin in such matters as may be turned over to him for his official attention. Be it further resolved: That the salary of said H B Barnhart, for the time of said special assignment, be and the same is hereby fixed at the sum of seventy five dollars monthly.
