  • New City Treasurer Appointed:

    Chester Thrasher was elected City Treasurer after a competitive bidding process, offering the highest interest rate (3.51%) on daily city fund balances. His substantial $300,000 bond was subsequently approved.
  • Infrastructure Improvements & Maintenance:

    The city approved funding for new electric lines to meet increasing power demands in east Austin and officially accepted the completed paving of Lavacca Street from 13th to 19th streets.
  • Event Permits and Business Engagement:

    The Retail Merchants Association received permission for temporary signs, electric lights, and fencing on 5th Street for an upcoming exposition. The council also began reviewing Quality Mills' proposal to use waste water from the city power plant for a nominal annual fee.
  • Unique Property & Resident Actions:

    An unused alleyway easement, originally established in 1896, was officially closed and returned to private ownership. Separately, a resident successfully petitioned for a $5.25 refund for a water meter, due to price reductions since his original purchase years prior.

494 • Regular meeting of the City Council : Austin,Texas, May 01, 1913. The Council was called to order by the Mayor: Rollcalled: Present Mayor Wooldridge, Councilmen Anthony,Bartholomew, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the report of the City Engineer for the month of February 1913, was read and ordered filed. The Mayor laid before the Council the following resolution : Whereas, on June 4th ,1896, Virginia Murchison conveyed to the City of Austin for alley purposes a strip of ground ten feet by eighty feet, out of Block 43, in Division "D", of the City of Austin,Texas, beginning at a point in the North line of said Block 160 feet east of the Northwest corner ,thence southerly and parallel with the east and west lines of said Block80 feet, thence easterly paral -lel with the south line of 19th street10 feet, thence Northerly and parallel with the east and west lines of said Block 80 feet, and thence westerlyalong the south line of 19th street to the beginning; and Whereas, said strip of ground has never been used as a public way since the conveyance thereof ,and no public necessity now exists nor is likely to occur to require its use anxxxfor the public convenience; and Whereas, J A Smallis now the owner in fee of said strip of ground ,subject only to the easement established by said conveyance; therefore, Be it resolved by the City Council of the City of Austin : That said strip of ground in so far as same may have the character of an alley, by virtue of said conveyance, be and the same is hereby perpetuallyclosed and vacated,and the Mayor is authorized and instructed to acquit to said J A Small all the right , title and interest the City of Austin may have in and to said strip of ground. Also the resignation of Dr Gibson ,as Health Inspector. Refunded C.C. Credited that about fifteen or twenty years ago , there was deposited in my house a Light Meter,for which I paid the sum of $ 13.75 cash. Since that date the price of Meters has been reduced to $ 8.50,so I now respectfully ask your body to authorize the Supt of the Water & Light Dept to refund to me the sum of $ 5.25. Respectfully, Orlander Caldwell, 300 East 10th street. On Motion the petition was granted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew,Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Cloth Signs Retail Merchants Assocn. That permit be and is hereby granted to the Retail Merchants Association of Austin , Texas, to place and keep in position for 15 days from and after r this date a cloth sign at the intersection of East 5th street and Congress Avenue,directing people to the Merchants and Manufacturers Exposition which is to come off at 304to 314 East 5th street in this City from May 3rd to May 15th . Be it further resolved : That they be authorized ,under the supervision of the Assistant Supt of the Water & Light Dept ,Mr W L Eyres, to string a row of electric lights across 5th street in front of said exposition at a distance of not less than 15 feet above the street. Be it further resolved : That they are authorized to place a temporary fence along the sidewalk at the curb linefor a distance of 40 feet on the outside of the exposition with temporary gates at each end ,said gates and temporary fence are authorized to be in position from 6 O'clock P M until 11 O&' alock P M ,beginning May 3rd and ending May 15th 1913. That the work specified under this last grant of authority is to be done under the supervision of the Supt o f Streets and Public Improvements. Be it further resolved : That this permit is to be heldas revocable at the pleasure of the City Council . Councilman Powell offered the following resolution : Transfer Sewer Fund Be it resolved by the City Council of the City of Austin : That the sum of twenty thousand ($ 20,000. ) dollars be transferred out of the Sanitary Sewer Bond fund to the Sanitary Sewer fund. Paving Lavacca Where as, the Supt of Streets and Public Improvements has filed his report street adoption with the City Council to the effect that the Texas Bitulithic Company has completed the work of paving and improving Lavacca street from 13th to 19th streets ,under contract with the Cityand that said work has been fully done in strict accordance with said contract and specifications adopted by the City; therefore, Be it resolved by the City Council of the City of Austin : That the said work of improvement be finally accepted by the City and that the final estimate due by the City to said Company be paid. The Mayor laid before the Council the following resolution :Commun To the Hon Mayor and City Council of the City of Austin , Austin,Texas. Quality Mills The Quality Mills desires to arrange with the City for a portion of the waste for water water from the City Power Plant,and which now discharges in Shoal Creek. There is now a concrete reservoir in the creek bed which can be utilized to pump from. This water to be used in connection with cooling our powerplant; Water to be circulated through our engine with appropriate pump and returned to reservoir. This water at the present time is purely waste;however, we would be willing to pay a nominal prizex amount for its use as suggested,and think $ 10.00 per annum would be a fair figure. Your prompt and favorable action ,will oblige, Yours respectfully, Quality Mills, W H Dodson, Manager. The communication was read and referred to Councilman Bartholomew. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the bond of Fred Sterzing City Assessor and Collector ,elect of the City Bond Fred Sterling of Austin, in the amount of thirty eight thousand ( $ 38,000.) dollarsand dated Cash Case April 30th ,1913, be and the same is hereby approved. Said bond has as its approved suretiesMessrs Herman Pressler, J P Schneider and H A Wroe. Be it further resolved : That the City Clerk be and he is hereby directed to copy said bond in full in the minutes of the City Council. The Council was called to order by the Mayor with all members present: Councilman Bartholomew offered the following resolution : Whereas, application has been made for 125 additional horse power in the eastern portion of the City and there is a probability that this amount may be increased to 400 horsepower: and, Whereas, t the electric lines to that portion of the City are not of sufficient size to carry t e electric current for the amount of power required: Therefore be it resolved that the Supt of Parks and Public & Public Property be authorized to purchase the necessary W P wire to make the necessary improvements. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Bids for City Treasurer The Mayor laid before the Council the following resolution : Whereas, in response to an advertisement of the Supt of Receipts, Disbursements and Accounts, of bids for the Office of City Treasurerand custodianship of the City's funds for the two years next after this date, the following individuals of this City have this day submitted bids for the Office of said City Treasurer and custodianship of the City's funds , to wit: H A Wroe, Vice President, agreed to pay 3 1/10 per cent on daily balances. W H Holts , Vice President, agreed to pay 3 30/100 per cent on daily balances. Chester Thrasher, Vice President, agreed to pay 3 51/100 per cent on daily balances, and each of said bidders offered to secure said deposits with good and sufficient bonds; and, Whereas, it appears that Chester Thrasher, Vice President, is the highest and best bidder for the Office of City Treasurer of the City of Austin for the next succeeding two years; Now Therefore, Be it resolved by the City Council of the City of Austin : That the said Chester Thrasher, Vice President, be and he is hereby elected City Treasurer of the City of Austin for the two years next succeeding the date hereof , and as much, is entitled to the custody of the City's funds; provided that he shall offer to the City Council and the City Council shall approve his two certain bonds for the safekeeping and proper accounting for of said funds, to-wit: one bond in the amount of OnehHundred thousand dollars with some approved Surety Company as surety ,and another bond in the amount of two hundred thousand dollars with good and sufficient personal sureties as sureties therefor. The Council was called to order by the Mayor with all members present: Councilman Haynes offered the following resolution : Be it resolved by the City Council of the City of Austin : That the following transfers be made: The sum of $ 175,000.) now to the credit of the Permanent Street Improvement bond account be transferred to the Permanent Street Improvement fund. That sum of $ 262,920.50 now to the credit of the Sanitary Sewer Bond account be transferred to the Sanitary Sewer fund. The sum of $ 49,516.85 now to the credit of the Hospital Building Bond account be transferred to the Hospital Building fund. The sum of $ 30,000.00 now to the credit of the Cemetery Bond account be transferred to the Cemetery Purchase fund. The Council was called to order by the Mayor with all members present: Councilman Haynes offered the following resolution : Be it resolved by the City Council of the City of Austin : That upon satisfactory evidence furnished us to that effect, the assessment for credits against Ed Rosengren for the year 1912, be and the same is hereby fixed at the sum of $ 1,745. net. Be it further resolved : That the assessment heretofore made by the Board of Equalization against S E Rosengren and Wife, for credits for the year 1912, and amounting to an assessment of $ 4,650.00, be and the same is hereby cancelled and annulled, and the Assessor and Collector authorized to take credit accordingly. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the sum of ninety ($ 90.00) dollars be and the same is hereby appropriated out of the General Contingent fund in purchase of a strip of land about 11 1/2 feet wide by 441 feet long out of Outlot 44, Div "O", of the City of Austin, Texas, . Said strip of land being the property of Mrs Bertha M Hunnicutt and Husband H B Hunnicutt. For more particular description of the tract of land hereby purchased with the proceeds of this appropriation, reference is made to the warrantee deed executed by Mrs Bertha M Hunnicutt and her Husband, H B Hunnicutt, dated the 6th day of May 1913.
